MINUTES
DECEMBER 11,2008
The regular monthly meeting of the Dog Park Committee was held on Thursday evening,
December 11, 2008 at 6:30pm in the small conference room of the Municipal Office
Building.
PRESENT: Lisa Ventriss, Chair; Jaime Heins, Vice-Chair; Joan Jarvis, Secretary
ALSO PRESENT: Tom Hubbard, Recreation Director
PRESENTORS: Matt Porier-Sanborn Head

The meeting was called to order at 6:35 p.m.
Matt presented his findings to date on the site analysis for the covered landfill area off
Patchen Rd. Several maps were distributed labeled Figure 1 & Figure 2 with data from
the 2 monitored events recorded.
Colors on the map indicate the following:
Purple gas areas 100-499 ppmv above 500 has to be mitigated
Red points go over 500 ppmv
'-s OSHA allowable limit is up to10%
Matt felt the landfill would be a viable site and acceptable use for the dog park with some
work needing to be done to put us in compliance for permitting. Matt suggested that
perhaps a dozen or more of the existing 17 vents could be capped, dispersing gas to the
remaining open vents, and install a passive landfill gas collection system to those open
vents with passive flares to burn off the gas escaping.
Matt felt this would be a requirement from ANR and he would need to go back and
collect additional flow data on the amount of gas escaping from the various vents to
determine exactly how many could be capped.
Matt will develop a work plan for our review which he could then take to ANR for initial
feedback. This process will take a few months to complete.
Once vents are capped, they will need to sit for a month, then flow check/measurement
tests will be taken again. He is not able to conduct surface scans with snow cover so this
will have to wait until spring.
This will lead to permitting and submitting applications. Matt and Bill were not sure of
what local permit would be required, but ANR and Act 250 will both be required at the
state level. The Act 250 process will be more time consuming. The committee will plan
''1 to present to Council with an update this spring,present an initial design and operations
plan with budget, and seek permission to move forward with the permitting process. It is
the hope of the committee that recreation impact fees could be used to help construct the
dog park, and that with a reasonable increase in dog license fees, this money could be
dedicated to the operations of the park. The role of the "Friends of the Dog Park" is
envisioned as stewards of the park and help with fundraising, maintenance, and
programming efforts.
Minutes from last month were approved as written.
Tom presented some information on the new Dog Park in Derry N.H. The entire surface
area of this particular facility is stone dust. He will share some pictures at the next
meeting.
Next meeting will be on Thursday Jan. 22, 2009.
