1. A bond shall be posted prior to permit for construction of the
Quarry Hill Road to city standards including 30 feet of pavement,
curbs and a sidewalk on one side from Spear Street to the entrance
of the Quarry Hill Club, with a city standard size cul de sac.
These road improvements shall be recorded on the plan and approved
by the City Planner prior to recording. A bond shall be posted
for this prior to permit for any development or construction in an
amount determined by the City Engineer. Street details shall be
submitted to the City Engineer for approval prior to permit.
2. Legal documents (offer of dedication and deed) shall be
submitted to the City Attorney for approval prior to permit.
3. A $14,500 landscaping bond shall be posted prior to permit.
The plan shall be revised prior to permit to reflect this amount
and shall be submitted to the Planner for approval.
4. A 1305 gpd sewer allocation is granted and teh $2.50 per gallon
fee shall be paid prior to permit.
5. The sewer line and water service shall be shown on the plans
prior to permit. Water shall be approved by the Water Depart-ment
and final sewer plans shall be approved by the City Engineer prior
to permit.
6. One fire hydrant shall be installed by the main drive prior to
permit.
7. The building permit shall be obtained within 6 months or this
approval is null and void.

5. Public Hearinq: Final Plat application of Southsett Partnershi
for 178 unit planned development of 108 multi -family units in 27
buildings and 70 single family lots on 40 acres, an existing farm-
house and 68 acres of recreation land deeded to the City, 900
Dorset Street
Mr. Marcellino said they reworked all the setbacks so they now
conform with everything the Commission wanted. They took out the
cul de sacs. All roads are 30 ft. wide. They have preserved the
trees between the "fingers" on the lots. Mrs. Lafleur noted the
First Chief wants 12 hydrants. The City Manager is still
concerned with the liability of the ponds and wants a stipulation
that they are not the City's responsibility. Mr. Llewellyn said
the Fire Chief is happy with the siting of hydrants. Mrs. Lafleur
noted the Water Dept. must see the plans. Mrs. Hurd asked the
price range of single family homes. Mr. Hausner said 150-200,000.

Mrs. Hurd moved the Planning Commission approve the revised final
plat of Southsett Partnership for the Village at Dorset Park
consisting of 108 multi -family units in 27 buildings and 70
single-family lots on 40 acres, a 2.2 acre lot for the existing
farmhouse and 68 acres deeded to the City as depicted on a plan
entitled "Village at Dorset Park" dated 5/10/88 prepared by Fitz
Patrick -Llewellyn with the'following stipulations:
1. An $85,000 landscaping bond shall be posted for the multi-
family units. The plans shall be revised prior to permit to
relfect this amount.
2. A $197,000 landscaping bond shall be posted prior to permit for
the street trees.
3. A $9800 landscaping bond shall be posted prior to permit for
the buffer in the northwest corner. This buffer shall be revised
prior to permit to show larger trees
4. An 81,600 gpd sewer allocation is granted and the $2 50 per
gallon fee shall be paid prior to -Permit.
5. A bond for streets, sidewalks, sewer and water shall be posted
prior to permit in an amount determined by the City Engineer.
6. Legal documents and covenants including street offers of ded-
ications, deeds, and any other easements or rights -of -way shall be
submitted to the City Attorney for approval within 90 days Legal'
documents to restrict the infringement on the wooded area adjacent
to the park land shall be prepared for the City Attorney's
approval with the City servinq as enforcer of this covenant. No
trees shall be cut and no digging shall occur in a 20 foot deep
area along the western property line of the proposed development.
The plans shall show this area and this restriction shall be on
the recorded plans.
7. Single family units will have a minimum 10 foot sideyard set-
backs, 20 foot front yard setbacks and 30 feet in the rear. Mul-
tiple -family dwellings will have a 20 foot setback minimum from
the front and back property lines
8. All street names shall be submitted to the City Planner for
approval within 90 days.
9. An engineer shall supervise the placement and completion of the
fill for new streets and utilities, including tasking the
necessary compaction tests. Test results shall be forwarded to
the City and all construction including placement and compaction
of fill will be performed -in conformance with State highway con-
struction specifications.

10. No building permits will be issued until streets have the
gravel sub -base installed on the cluster where permit is
requested The development shall be phased and a phasing plan
shall be submitted to the City Planner within 90 days
1. A utility plan shall be submitted to the City Engineer for
approval prior to any construction It shall include the loca-
tion of gas, telephone, cable TV, electrical lines and street
lights. The electrical, telephone and cable TV lines shall be
constructed in a utility easement outside the street right-of-way.
12. Upon completion of the bituminous concrete base course, street
name signs and traffic control signs shall be installed by the
owner of the pro]ect. Location of all -signs will be approved by
the City.
13. The following items shall be required of the developer as
agreed to in the first approval:
a) Construction of a left turn lane (for turns into the develop-
ment) on southbound Dorset Street. The length will be 250 feet
and the design a roved by the City Engineer prior to permit.
b) A $25,000 contribution toward the repaving of Dorset Street and
widening to 24 feet between Kennedy Drive and Swift Street. The
work will be done by the City during the summer of 1988.
c) Construction of a shared through and left on the development
street at the Dorset Street intersection.
The following items will be completed by the City or a future
developer when the Calkins property to the south is developed.
The cost will be split 3 ways between Southsett Partnership,
Calkins developer and the City. The total cost is estimated at
$23,000 with a $7667 share for SouthsettPartnershi

Southsett Partnership shall contribute a share of the cost of the
future long range improvements in this area based on the 138.8
tripends generated by this development. Total future tri ends in
the outer Dorset Street corridor are estimated at 1724 and South -
sett Partnership will be responsible for 8% or $5072

c) An exclusive right turn lane on southbound Dorset Street at
Swift Street ($10,000).
d) An exclusive left turn lane on the eastbound approach of Swift
Street ($10,000).
14. The recorded plans ahll show a note on the ponds and the
outlet structure that they are owned and maintained by the
homeowners in the development.
15. Plans shall be submitted to the City Engineer for approval
that show overflow provisions for draining the southerly and
middle pond.
16. The sewage pumping station site shall have a curb cut for
parking maintenance equipment. This shall be shown on the re-
corded plan.
17. The plans shall be submitted to the Water Department for
approval prior to permit.
18. Curb cuts on corner lots shall be reviewed and approved by the
Planner prior to permit so they are as far from the corner as
possible.
19. Mail box location(s) shall be coordinated with the post office
and shown on the plans.
20. Twelve fire hydrants shall be shown on the plans in locations
approved by the South Burlington Fire Chief.
21. No top soil shall be stripped from the park. Recorded plans
shall show conceptual park plan$ including ballfields and parking
lots after review and approval by the City.
22. The following items are required by the City Engineer•
a) The City Water Department shall review and aprove the water
main design within 90 days.
b) Water main filling shall be covered with plastic prior to
pouring.
23. Three copies of revised plans reflecting these changes shall
be submitted to the City Planner within 90 days.
24. The developer shall furnish the City with the names of the
contractors and/or builders 7 days prior to construction and upon
completion of the work shall certify that the work is in confor-
mance.

26. No -spaces designed for garages may be converted to living
quarters. The covenants shall reflect this.
27. It is the applicant's responsibility to record the final plat
(reflecting the above changes) with the City Clerk within 90 days
or this approval is null and void. Plans must be approved by the
Planner and signed by the Chairman or Clerk of the Commission
prior to recording.
Mrs. Maher seconded the motion which then passed unanimously.
6. Continue Public Hearing: Dorset Land Company for a 218,800
gross sq. ft. office complex with deli, pharmacy, and 2 small
shops, 421 Dorset Street
C. Deslauriers introduced Steve Hastings who presented a supple-
mental traffic study. Mr. Hastings noted the question arose at
the last meeting as to affects of the proposed development if the
northbound on -ramp at Kennedy Drive and the additonal left turn
lane from Williston Rd. to Dorset St. were not in place. They
also considered whether there was a need for a traffic light at
the south San Remo Drive intersection.
Regarding the I-89 northbound on -ramp, they found that the impact
of not having this in place was light except at the Williston Rd.
intersection. By 1991, this intersection would be at level "D";
by 1997, it would decline in quality and most likely by at level
"F". The San Remo Drive traffic light would not be warranted in
1989 but would be warranted by 1991.
Mrs. Lafleur noted that the first phase of the JHK traffic study
did not assume City Center development. The new phase of the
study which has just been received does include City Center pro-
jections.
Mr. Jacob said he was concerned with Dorset Street with this de-
velopment and the planned City Center development and suggested a
meeting with the Council to discuss it.
Mr. Hastings said they recommended periodic reviews on Dorset St.
He felt the proposed project was compatible with the JHK base.
Williston Rd/Dorset St will inevitably be the weak link which will
require some sort of mitigating action, possibly on a regional
level. All other intersections can operate at very good levels,
he felt, with or without this project.
A resident of the area asked if there has been an air quality
study as related to additional traffic. Mr. Jacob said this was
addressed for the University Mall project by Act 250 and would
have to be looked at again in light of the new traffic study.
