HomeMy WebLinkAboutSD-06-60 - Decision - 0008 Catkin Drive#SD-06-60 CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING & ZONING THE SCHOOLHOUSE LEARNING CENTER, INC. — 8 CATKIN DRIVE PLANNED UNIT DEVELOPMENT FINAL PLAT APPLICATION #SD-06-60 FINDINGS OF FACT AND DECISION The Schoolhouse Learning Center, Inc., hereinafter referred to as the applicant, is seeking to amend a previously approved planned unit development consisting of: 1) 160 single family lots, 2) 60 duplex units, and 3) a 15,200 sq. ft. private educational facility. The amendment consists of: 1) increasing the size of the playground area, and 2) landscaping modifications, 8 Catkin Drive. The Development Review Board held a public hearing on August 15, 2006. Dew B. Wilde represented the applicant. Based on testimony provided at the above mentioned public hearing and the plans and supporting materials contained in the document file for this application, the Development Review Board finds, concludes, and decides the following: FINDINGS OF FACT 1. The applicant is seeking to amend a previously approved planned unit development consisting of: 1) 160 single family lots, 2) 60 duplex units, and 3) a 15,200 sq. ft. private educational facility. The amendment consists of: 1) increasing the size of the playground area, and 2) landscaping modifications, 8 Catkin Drive. 2. The owner of record of the subject property is the Schoolhouse Learning Center, Inc. 3. The subject property is located in the Southeast Quadrant (SEQ) Zoning District. 4. The plan submitted is entitled, "Schoolhouse, Inc. South Burlington Vermont Site Plan", prepared by Llewellyn -Howley, Inc., dated 3/10/99, last revised on 6/27/06 by Charles MacMartin. Increasing the size of the playground area The applicant is proposing to increase the woodchip coverage of the play ground area and add several new playground elements. The total increase in coverage is 3,400 sf. This will increase the percentage of overall coverage on the lot from 5.6% to 5.87%. This is well within the 300% overall coverage limitations in the Southeast Quadrant. - 1 - #SD-06-60 Landscaping The applicant has provided a summary of the landscaping planted since 2002. The total cost of plant materials and installation is $11,284.40. This is still greater than the amount required per the last subdivision approval, #SD-00-62, of $9,500. The South Burlington City Arborist has recently inspected the existing landscaping on the site and has expressed concern about the locations and health of the trees and shrubs which have been planted. He notes that many of the trees are damaged and/or dying. Several of the shrubs and trees are planted so close to the building that they too will likely become unhealthy. The applicant should be aware that they will be in violation of their approved site plan if trees are dead. Furthermore, the landscaping bond issued for the site will not be released unless all trees and shrubs meet the approved plan and are healthy. All previous approvals and stipulations shall remain in full effect, except as amended herein. 2. This project shall be completed as shown on the plat submitted by the applicant, and on file in the South Burlington Department of Planning & Zoning. 3. Any changes to the final plat plan shall require approval of the South Burlington Development Review Board. 4. The final plat plan (site plan) shall be recorded in the land records within 180 days or this approval is null and void. The plan shall be signed by the Board Chair or Clerk prior to recording.
