The South Burlington Planning Commission held a regular meeting at the
' South Burlington Middle School Library, Dorset Street, South Burlington.
Vermont on Tuesday, Jvne 230 1970. Mr. Joseph Allard, Vice -Chairman,
called the meeting to order at 7050 P.M.

Frederick Blais. William Kellner, Angelo Pizzagalli, Albert Reynolds.
William Szymanski. Town Engineer.
Mr. Allard entertained discussion on the agenda items, but no action was
taken for lack of a quorum. At 8s40 P.M. a quorum was reached. and
Yr. Allard turned the chair over to Mr. Lamphere.
SPEAR STREET HEIGHTS
Mr. Janes read Mr. Ward's Memorandum which described the development as
being 4.3 acres, divided into three lote(one lot is 2.3 acres and the other
two are 1 acre each). The land is zoned Residential A t6te depth 1of!-13W
Feet. -Wit ha:untnimum i-6t stzef'cyf lone^aofelgfid" minimum frontage of 150 feet.
Mr. Szymanski approved the percolation tests, He recommended a 12 inch
culvert to divert surfaoe waiter away from the road. 11r. Pizzagalli does
not object to a drainage easement at long as the drainage W111 MZ'r mnm1t in
'�aU daamkma to 'a -line of trees on his property. Mr. Szymanski advised
Mr. Pizzagalli that a pump would, be needed to transmit water to Spear
Street Helahts from a future water math along Spear St. Mr. Pizzagalli
said wells would be the alternative. Mr. Allard made the motion that the

plan as submitted be accepted. Mr. Ignazewski secondedg and the motion
was passed unanimously.
REPCR7 FROM -MR. WILLIAM KELLNER
Mr. Kellner, representative from South Burlington to the Chittend en
Regional Planning Commission; said the Commission has released two new
reportsc Population and Economic Base Inventory.and. Existing Community
Facilities and Public Utilities. These reports will be the basis for
the commission's projections and planning on land use and transportation.
The Police 'Report should be ready by the end of July. Mr. Janes asked if
technical services are Riven by the Commission's staff to assist member
tovns with planning and studies. Mr. Kellner 9atd'.hel13 m&S`°given to
CRichmond on; -their zoning ordinance, to St. George on their Master Plan
and Subdivision Regulations, and a contract has been made with Colchester
for studies.
GREEN MOUNTAIN POWER LINES ON SHELBURNE ROAD
Green Mountain Power Co. advised the Town that if the fifth lane of
Shelburne Rd. Is to be completed this year, they will not have time to
plan for relocating the lines underground. ftv Behn6y;6afd'the Board of
Selectmen voted at their last meeting to go ahead with the fifth lane now,
because state funds will not be available next year and they believed
trhe fifth lane was needed now. Mr. Behney said Green Mountain has asked
to meet with the Selectmen and the Planning Commission to discuss the
future of 13.nes in South. Burlington. Tttwas suggested to ask John Ewing,
