Approved Meeting Minutes
April 14, 2021
Committee members present:Andrew Chalnick, Ethan Goldman, Tim Perrin, MJ Reale, Richard
Shrake, Sam Swanson
Committee members absent:Keith Epstein, Linda McGinnis,Marcy Murray
City staff present:Lou Bresee
Meeting conducted online via GoToMeeting.
Ethan called the meeting to order at 6:30 p.m. Rich agreed to scribe.
Minutes Approval
Rich moved and Tim seconded approving the 3/17 minutes.Approved unanimously.
Elect new committee chair
Sam moved to elect Ethan for a second term. Andrew suggested that Ethan serve month-to-month. Vote
tabled.
Committee openings and reapplication for expiring terms
Andrew, Tim, and MJ are re-applying. Rich is stepping down.
I-89 Study
Andrew reviewed the current status of the project and the comments he drafted. Ethan noted that from
the perspective of the SBEC, the differences between the proposals as currently framed is minimal. There
was discussion regarding the propriety of the metrics of the study and support for a more transparent
assessment and an expanded decision-making framework as expressed in Andrew’s comments..
Sam moved and Andrew seconded that we accept the comments as written and submit them to City
Council. Approved unanimously.
Climate Action Plan
Paul Conner forwarded Melanie Needle’s first draft of a scope of work document to Ethan just prior to
the SBEC meeting. Rather than reviewing as a group,committee members should review and comment
on the document individually and forward their comments to Andrew. Andrew, Ethan, and Keith will
incorporate them into one document and submit it to Paul.
Facebook
MJ will direct an intern (Penny) to change the name of our Facebook presence to South Burlington
Climate Action and change the format from page to group. Ethan or Andrew will shift administration
from Karen to Andrew.

Internships
Tina is interested in continuing. Ethan will follow up.
GMP car charger and electric lawn mower programs
Rich will follow up with GMP on the details of the mower rebate program and how to spread the word.
MJ will do some research on the number of EV chargers in the city, their current usage, and whether they
are meeting needs.
