Re: Findings of Fact, application of Brown Animal Hospital for
construction of a 7,200 square foot building for animal hospital
and kennel use and a 225 square foot accessory building for
crematory, 8 Calkins Court.
On the llth of May, 1993, the South Burlington Planning Commission
approved the request of Brown Animal Hospital for site plan review
under Section 19.10 of the South Burlington Zoning Regulations
based on the following findings:
1. This project consists of the construction of a one (1) story
7,200 square foot building for animal hospital and kennel use and
a 15'x 15' accessory building for crematory. The Zoning Board of
Adjustment on 4/12/93 granted the applicant a conditional use
permit for this use.
2. This property located at 8 Calkins Court lies within the Mixed
Industrial Commercial District. It is bounded on the north by
airport property, on the east by a burial vault business and the
Calkins Court cul-de-sac, on the south by Twin State Electric, and
on the west by the Economy Inn motel.
4. Access/circulation: Access will be via a 20 foot curb cut on
Calkins Court.
Circulation is adequate.
5. Coverage/setbacks: Building coverage is 6.5% (maximum allowed
is 30%). Overall coverage is 18% (maximum allowed is 70%). Front
yard coverage is 17.7% (maximum allowed is 30%).
Setback requirements are met.
6. Landscaping: The minimum landscaping requirement for the
project is $13,000 which is being met. Plantings will include
Merrill Magnolia, Red Pine and Red Oak.
7. Parking: This project requires a total of 26 parking spaces
and 31 spaces including one (1) handicapped space are being
provided. ADA Accessibility Guidelines require that parking lots
of this size have two (2) handicapped spaces. Plans should
therefore show one (1) additional handicapped space.
B. Traffic: This property is not located in a Traffic Overlay
Zone. The applicant will be required to contribute $4040 to
Williston Road Traffic Impact Fund based on the 28 peak hour trip
ends expected to be generated.

9. Sewer: The sewer allocation needed for this project is 1635
gpd. The applicant will be required to pay the per gallon fee
prior to permit.
10. Lighting: Exterior lighting will consist of six (6) 150 watt
high pressure sodium lamps on 14 foot poles with cut-off
luminaries.
11. Dumpster: A dumpster screened with a six (6) wooden fence
will be provided.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Brown Animal
Hospital for construction of an 7,200 square foot building for
animal hospital and kennel use and a 225 square foot accessory
building for crematory as depicted on a plan entitled "Brown Animal
Hospital", prepared by Brad Rabinowitz Architect and dated 3/16/93,
last revised 5/1/93, with the following stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. The applicant shall post a $13,000 landscaping bond prior to
issuance of a zoning/building permit. The bond shall remain in
effect for three (3) years to assure that the planted landscaping
takes root and has a good chance of surviving.
3. A sewer allocation of 1,635 g.p.d. is granted. The applicant
shall pay the required sewer allocation fee prior to issuance of a
zoning/building permit.
4. All exterior lighting shall be downcasting and shielded and
shall not cast light beyond the property line. Any change in
existing lighting or new lighting shall be approved by the City
Planner prior to installation.
5. The applicant shall contribute prior to issuance of a
zoning/building permit $4,040 to the Williston Road Area 2
Improvement Fund based on the 28 peak hour trip ends estimated to
be generated by the project.
6. The plan shall be revised prior to issuance of a
zoning/building permit to show one additional handicapped parking
space.
7. The applicant shall obtain a zoning/building permit within six
(6) months or this approval is null and void.

B. The applicant shall obtain a Certificate of Occupancy from the
Administrative Officer prior to occupancy of the building.
9. Any changes to the site plan shall require approval by the
South Burlington Planning Commission.
