Russell Reay, Assistant County Forester, was at site and said he will be reviewing this plan for the Environmental Board. Mr. Reay recommended a large planter near the front corner and make it worthwhile by planting three maples at least 3" wide; very similar to maples that were relocated on the lot. Commissioner Maher asked if he was putting them within a planter. He said the planter's size would be approximately 20' x 40', and showed the location of the planter on the proposed plan. After some discussion Chairman Tudhope asked for questions. Mr. Tudhope: Is there any architectural compatibility to this shopping center? Mr. Silva: It is intended to submit plans so that there will be an architectural rythmn. That they are trying to achieve a woody atmosphere. Mr. Tudhope asked Mr. Silva to describe the store face. Mr. Tudhope: Will it look as bad as it looks on the drawing? Is it intended to be field type facing? Mr. Silva: It will be fieldstone. George Khouri will submit more details to the Planning Commission. Mr. Tudhope: Will area run back to present tennis building? Mr. Silva: The new building will start at tennis building 133 feet to front. Discussion then followed on the type of trees to be planted. Mr. Silva said they would plant 10-15 red or white pine trees 10 feet high in back of Zayres. Mr. Tudhope feels present plantings are too small. Motion by Commissioner Mary Barbara Maher: To accept the building and landscaping lans for the remodeling of the tennis building bythe Rand CorporaF1'onwith the Tu-iderstandln2 that additional trees will e a3ded to the ront of the iuildan that this be done in consultation with the County Forester. 'Discussion was heldon whether or not to accept the motion. Chairman Bailey felt that the motion should not be carried at this time. Mr. Tudhope called for a separate motion to include the 150 foot strip. Motion by Commissioner Harold Brown: That the 150 foot strip of o�en area be maintained. Commissioner Hugh Marvin seconded the motion. Motion as amended carried. Motion by Commissioner Hugh Marvin: That they have until the 30th of May to comply. All in favor. WHEELOCK SUBDIVISION Presentation by Melvin, Doherty. He described the three parcels involved as follows: Parcel 1: Has been sold. Owner intends to build a single family unit. This parcel is all that is left of the Wheelock farm on +-hat side of Swift Street. Parcel 2: SeL uff by creation of Interstate and was sold in January of 1968-11.4 acres. Approval was given for commercial con- struction on this site for Prudential huildins which :.ever materialized. Thi: lams is owned by Blais and Calcagni. - 3- Parcel 3: Lot 60 x 120 on Spear Street, .027 acres to add to existing lot; large house just built situated on lot. Building permit can not be given because each lot is in violation. Commissioner Brown thinks that the Planning Commission should have a drawing showing what they plan to do with the land and also showing there will not be any other buildings put on this property. The total property area should be on a map showing what has been sold and what the intentions are for the remainder of the property. Motion by Commissioner Harold Brown: That the Planning Commission table this until the next meeting and have them come in with a completed subdivision map. Motion seconded y Commissioner Ronald Sc muccer. Motion then amended to add that the show a statement of intentions on the rest of the property. A in favor. KING BURGER RESTAURANT Presentation by Richard Thomas. Mr. Thomas said that the name ` "King Burger" was not definite at this time and that Marc Glassman is the owner of the new enterprise. Mr. Thomas said that the sign on the roof would be the first thing to come down. A new sign has j not been determined yet, but plans are to possibly put the new sign in the same position as McDonald's. The lot is 32,000 square feet with 155 foot frontage on Williston Road. There will be two instead of three curb cuts, east -in and west -out. Plan is to provide a fast food service where people can go in and pick up food and leave. This service will be comparable to McDonald's with seating for as many as 84 people. Area on east side of building will be eating area. Back section of building will be freezer. Building will be 120 feet from road. Area will be landscaped and center section of lot will be lawn with trees near front of building. There will be 44 parking spaces. Mr. Glassman is willing to talk to whomever Planning Commission suggests about the landscaping. Discussion was had on possibility of free travel between Dunkin Donuts and King Burger to lessen traffic congestion. Exterior of building will be brick, with sloped roof. Major part of front and sides will be windows. There will be a picnic area in the front. When asked if he thought new business would fair out better than the Lure, he responded that Joe Allard's report showed they would do quite well in that area. Mr. Glassman felt that business would at least double because they are offering more product than the competition. Regarding site plan approval, Mr. Szymanski said that lie has reviewed the plans. Mr. Tudhope said he feels the new landscaping will look better than the present. Commissioner Maher asked if there could be some green on Williston Road that would endure during winter time. Chairman Tudhope asked about the height of the proposed trees. Mr. Thomas said they will be at least 12 feet high. Discussion on the size of the lot. Mr. Ward's figures show 27,395 square feet which is 58 parking spaces short of the South Burlington requirements. Discussion on depth. Planning stages are to tie Bensen property on Patchen Road into area of Perkins property by possibie road in rear of these properties. Motion by Commissioner Arthur Bailey: That the Planning Commission give tentative approval to King Burger 3 -J -23. -2- Mr. Brown: On Page 5, fifth line, change "paid" to "pad" Mr. Brown moved that the minutes be accepted as corrected. Mr. Bailey seconded the motion and it was unanimously approved. WHEELOCK SUBDIVISION - Tabled at February 27, 1973 meeting. Mr. Doherty returned with his completed subdivision plan which the Planning Commission reviewed. Mr. Doherty said that they do not plan to subdivide the land for a period of five years. Mr. Brown made mention of the fact that this land will be leased to U.V.M. for five years and thinks it would be natural that U.V.M. would be interested in buying the property at that time. Mr. Szymanski said that the City Council has discussed this matter and feels that it would probably be quite difficult to try to limit the sale of public land. After some discussion, motion was made by Mr. Brown that the Planning Commission acce t the Wheelock subdivision as resented on t o plan of -March 51973. The motion was seconded by Mrs. Maher and unanimously approved. MULTI -FAMILY DWELLING, SWIFT STREET - Tabled at February 27, 1973 meeting. Re proposal of James Earner. Mr. Audette again explained what !( they intended to do with the Swift Street site and said that he had tried to personally contact all of the people in the immediate vicinity to inform them of their plans. Several inter- ested persons were present at the meeting and expressed views as follows: Walter McCaffrey - said that he definitely was against this and added that he would probably try to get an injunction against this building, if approval was given. Mr. Aruzza - said he is against this because he feels this area is dangerous for an apartment building of this size and they would have no way of controlling the number of tenants per unit once the building has been constructed. Mr. Joly - said he is against this proposal but does feel the area would be better zoned residential than business, and would rather see an apartment building on this site than the warehouse which had been previously proposed for the same location. Mrs. Joanne Couillard - said she would prefer to have the apart- ment building on this site and to see the area zoned rpsideiitiai but did fear a building of this type would create a traffic hazard for this area.
