Mr. Poger said that he would like to have the City Attorney look at the legality of on -site disposal such as was being proposed. He said that the Commission usually encourages develop- ment where services are available and added that he would feel very un- comfortable approving on -site disposal for the project. Mr. Morency asked when the project was to be built and was told that it would be when they got approval. Mr. Poger said that they would have on -site disposal for at least two years and longer if the bond issue was not passed and said that he would rather they were put on the waiting list for capacity. Mr. Ewing added that on -site disposal was against South Burlington's plans for sewage. Mr. Page said that the buildings would need to be rearranged in order to conform to set -backs and that there would probably be some problems with water pressure in the area unless otter projects in the area are built. Mr. Page said that whether the lot is under 5 acres will make a big difference in how it is developed and recommended a careful survey. Mr. Morency said that he would like an opinion on that from the City Attorney also. The apartments will be 4-plexes, according to Mr. Haney, and will be 2 and 3 bedroom units. Mr. Morency said that a few of the things the Commission will look at next time will be the size of the apartments, impact on schools, traffic, distance between buildings, water pressure and hydrant layout, and density of the buildings. The access will go over ICV's property and this development will maintain its portion. Mr. Morency said that he was opposed to on -site sewage also. Mr. Haney said that they were just trying to develop a good piece of property in the face of the City's inability to provide sewage disposal. Continuation of Site Plan Review for multiple listing service office, 8 White Street The applicants were not present. Mr. Poger moved to disapprove the site plan of the multiple listing service, 8 White Street because of lack of presentation and the fact that the applicants failed to show up. The motion was seconded by Mr. Morency and passed unanimously. Consideration of revised approval motion for Wheelock 1 lot subdivision Mr. Poger moved that the South Burlington Planning Commission approve the final plat application of Mr. Urban Wheelock for a one lot residential subdivision, as depicted on the plan of record, dated April 19, 1977, undated, unsigned, subject to the following stipulations: 1) The lot shall be surveyed, and lot corner markers set. 2) Perc tests shall be required prior_to the issuance of a building ermit. 3) A-10' strip of land along the west Tropert_�1ne_of the lot shall be shown on the final plat to be recorded, with the notation "P.ese:ved for Pedestrian Easement". It is understood that this reservation is for the purpose of the ci_ty's acquisition of a te__d_e_s_tri_a_n easement, -on _terms mutually agreeable between grantor and grantee. - — 4) The curb cut for the lot',hall be as determined Jy_the Ci y_Engineer. i 6. PLANNING COMMISSION JULY 26, 1977 In the event that Swift Street is widened or if further subdivision or development results in an additional curb cut being proposed in the vicinity of this lot , applicant shall provide access to this lot for the purpose of combining curb cuts and providing adequate sight distance. The motion was seconded by Mr. Ewing and passed unanimously. Mr. Poger said that the City Council had requested the Planning Commission to put Country Club Estates behind Brand on the waiting list for sewer space and that this should be considered before someone else is put on. Mr. Levesque removed himself from the discussion. :fir. ?:orency said that he did not want to hurry on the issue and the Commission decided to talk about it later.
