Sorry I missed you when I stopped in. One of these times I'll remember to call or email ahead for an appt
time. I left the App for a Site Plan Review along with the parking space revision Site Plan on your desk. It
involves the two HC spaces in the southeast corner of the parking lot, elimination of one and expansion of the
second for van parking to get ourselves into compliance with ADA. We lose one parking space, dropping for
72 to 71 but adequate to address seating space in the church.
Involved is painting/repainting about 124 sq' at a cost of approx. $300. The 3 inverted U bike racks for up to
6 bikes that we had been discussing are also shown adjacent to the shed.
I didn't know what the fee is but will pay whatever it is when I pick up the zoning permit. Thank you for
your continuing help with our project.

Y am writing to request approval from the Planning Commission for encroachment into a
Conservation and Operi Space ,Zone adjacent to a drainage way on All Saints' Church Property.
Please accept the following discussion as supporting documentation for allowing a
Nonconforming Use or Activity per section 3.50 of the South Burlington Zoning Regulations_
The proposed project includes the installation of a gravel pedestrian path, ultimately connecting
All Saints' Church parking lot to the South Burlington bike path, a small walking bridge, and
a labyrinth which consists of a circular gravel walking path lined with granite pavers installed
flush to the ground surface, some landscape planting, and benches, Portions of the said project
are within a Conservation and Open Space District (CO). This CO District is within an area
bounded by 50 feet either side of a drainage way which runs diagonally across All Saints'
Church Property.
The location of the drainage way cuts off a large portion of All Saints' Church property from
the main building and parking area, so access to this area can be obtained only by encroaching
on the drainage way and associated CO District. However, the proposed labyrinth project offers
a low impact means of allowing the Church Community and others to use this land. The layout
of the gravel path, access bridge and labyrinth (see plan) will not have an adverse effect on the
drainage way or the CO District.
Section 3.503 Criteria
(a) ability to carry or store adequately flood -waters:
At this location, the function of the drainage way is mainly to convey storm water
downstream and across Spear Street to a series of wetlands that act as storage areas.
The gravel path and labyrinth will not impede the drainage way from carrying storm
water in any way.

The bridge will have minimal effect on the cross sectional area of the drainage way.
One twelve inches round timber post support will be placed in the drainage path. The
bridge is located approximately three hundred and fifty feet down stream from the
culvert passing beneath Swift Street. The twenty -four -inch diameter culvert is the
limiting factor in the drainage way. The high water mark in the drainage swale during
the heavy June rains in 1998 was approximately 18 inches of depth- The structure of the
bridge will be thirty plus inches above the high water mark from last year. placement
on the bridge will not affect the ability of the drainage way to convey storm waters.
(b) water quality by virtue of erosion or rtrrr-of;
Since all of the proposed surfaces of the project are gravel, there should be little runoff
and no erosion to adversely impact the water quality of the drainage way.
(c) the use and enjoyment ofadjacent properties, -
The proposed project will not adversely affect the use and enjoyment of adjacent
properties, and will enhance the public use of the nearby Recreation Path.
(d) wetland functions and values;
Because there will be no additional run off, minimal physical displacement of soils
within the CO District, and a continuous unaffected swath through the CO District there
will be no adverse impacts on the wetland functions or values.
(e) wildlife and fisheries habitat;
This area is an old farm field. The water in the drainage way is intermittent and derived
from runoff of the UVM farm field to the south. Therefore, the drainage way is not
providing any significant wildlife or fishery habitats.

The AJi Saints' Community Labyrinth was established in May 1998 through
mowing the field and lining the walkways. This year, the Church is proposing to formalize
the labyrinth and provide walking surfaces which will improve the surface and allow
handicapped access. The existing landscaping screens the labyrinth from the abutting

of retail use, 2) 2952 square feet of post office use, 3) 1850 square feet of standard
restaurant use with 36 seats, and 4) 759 square feet of entry/hallway area, 370
Shelburne Road. The amendment consists of converting 1410 square feet of retail use
to a bakery/delicatessen resulting in the following usage breakdown: 1)14,999 square
feet of retail use, 2) 2952 square feet of post office use, 3) 1850 square feet of
standard restaurant use, 4) 1410 square feet of deli/bakery use, and 5) 759 square

This project consists of amending a previously approved plan for a 4450 square foot church. The
amendment consists of the construction of a walkway, footbridge and labyrinth.
This property located at 1250 Spear Street lies within the R2 and Conservation & Open Space
Districts. It is bounded on the north and east by residences, on the south by Swift Street and on the

Access/circulation: Access is currently provided by two (2) curb cuts on Spear Street. No changes
proposed.
Circulation on the site is adequate
Coverage/setbacks: Building coverage is 2% (maximum allowed is 20%) overall coverage is 17%
(maximum allowed is 40%). Front yard coverage along Swift Street will change minimally.
Parking: No additional parking required.
Landscaping_ There is no minimum landscaping requirement based on building costs, for this project.
Some additional landscaping is proposed which includes Sugar Maple, Dogwood and Viburnum.
C.O. District: The entire footbridge and a portion of the walkway and labyrinth will be located in the
C.O. District along a drainageway behind the church. The Planning Commission may approve this
encroachment if it will not significantly affect adversely the attributes provided in Section 3.503(a) -
(e) of the zoning regulations. The applicant has addressed the impact of the proposed encroachment
on these attributes (see enclosed). The Natural Resources Committee reviewed this proposal at
their 4/13/99 meeting and had no problems with the encroachment.
Recommended conditions:
1. All previous approvals and stipulations which are not superseded by this approval shall remain in
effect.
2. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of
the zoning regulations or this approval is null and void.
3. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative
Officer prior to the use of the footbridge and labyrinth.

I am writing to request approval from the Planning Commission for encroachment into a
Conservation and Open Space Zone adjacent to a drainage way on All Saints' Church Property.
Please accept the following discussion as supporting documentation for allowing a
Nonconforming Use or Activity per section 3.50 of the South Burlington Zoning Regulations.
The proposed project includes the installation of a gravel pedestrian path, ultimately connecting
All Saints' Church parking lot to the South Burlington bike path, a small walking bridge, and
a labyrinth which consists of a circular gravel walking path lined with granite pavers installed
flush to the ground surface, some landscape planting, and benches. Portions of the said project
are within a Conservation and Open Space District (CO). This CO District is within an area
bounded by 50 feet either side of a drainage way which runs diagonally across All Saints'
Church Property.
The location of the drainage way cuts off a large portion of All Saints' Church property from
the main building and parking area, so access to this area can be obtained only by encroaching
on the drainage way and associated CO District. However, the proposed labyrinth project offers
a low impact means of allowing the Church Community and others to use this land. The layout
of the gravel path, access bridge and labyrinth (see plan) will not have an adverse effect on the
drainage way or the CO District.
Section 3.503 Criteria
(a) ability to carry or store adequately flood -waters;
At this location, the function of the drainage way is mainly to convey storm water
downstream and across Spear Street to a series of wetlands that act as storage areas.
The gravel path and labyrinth will not impede the drainage way from carrying storm
water in any way.
The bridge will have minimal effect on the cross sectional area of the drainage way.
One twelve inches round timber post support will be placed in the drainage path. The
bridge is located approximately three hundred and fifty feet down stream from the
culvert passing beneath Swift Street. The twenty -four -inch diameter culvert is the
limiting factor in the drainage way. The high water mark in the drainage swale during
the heavy June rains in 1998 was approximately 18 inches of depth. The structure of the
bridge will be thirty plus inches above the high water mark from last year. Placement
on the bridge will not affect the ability of the drainage way to convey storm waters.
(b) water quality by virtue of erosion or run-off,
Since all of the proposed surfaces of the project are gravel, there should be little run-off
and no erosion to adversely impact the water quality of the drainage way.
(c) the use and enjoyment of adjacent properties;
The proposed project will not adversely affect the use and enjoyment of adjacent
properties, and will enhance the public use of the nearby Recreation Path.
(d) wetland functions and values;
Because there will be no additional run off, minimal physical displacement of soils
within the CO District, and a continuous unaffected swath through the CO District there
will be no adverse impacts on the wetland functions or values.
(e) wildlife and fisheries habitat;
This area is an old farm field. The water in the drainage way is intermittent and derived
from runoff of the UVM farm field to the south. Therefore, the drainage way is not
providing any significant wildlife or fishery habitats.

The All Saints' Community Labyrinth was established in May 1998 through
mowing the field and lining the walkways. This year, the Church is proposing to formalize
the labyrinth and provide walking surfaces which will improve the surface and allow
handicapped access. The existing landscaping screens the labyrinth from the abutting
property. Additional landscaping shown on the plan is intended to further separate the
walkers from the roads and external sources. Users will park in the existing church parking
lot located off Spear Street, or will access the labyrinth from the pedestrian/cyclist path along
Swift Street.
