SITE PLAN APPLICATION #SP-17-62
FINDINGS OF FACT AND DECISION
Trustees of the Diocese of Vermont, hereinafter referred to as the "Applicant", is seeking
approval to amend a previously approved plan for a 5,620 sq. ft. place of worship. The
amendment consists of converting two (2) standard handicapped spaces to one (1) van
accessible space, 1250 Spear Street.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. Trustees of the Diocese of Vermont are seeking approval to amend a previously
approved plan for a 5,620 sq. ft. place of worship. The amendment consists of
converting two (2) standard handicapped spaces to one (1) van accessible space,
1250 Spear Street.
2. The owners of record of the subject property are Trustees of the Diocese of Vermont.
3. The subject property is located in the Residential 2 Zoning District.
4. The application was received on August 30, 2017.
5. The plan submitted is entitled "All Saints Episcopal Church 1250 Spear Street South
Burlington, VT", prepared by Civil Engineering Associates, Inc., dated 08/09/16, and last
revised on 08/10/17.
DIMENSIONAL REQUIREMENTS
6. Coverages will remain the same.
7. Setback requirements will continue to be met.
SITE PLAN REVIEW STANDARDS
Section 14.06 of the South Burlington Land Development Regulations establishes the
following general review standards for all site plan applications:
Only the standards below are affected by this application. All other standards will
continue to be met.

VEHICULAR PARKING
8. The conversion of two (2) standard handicapped spaces to one (1) van accessible
space will result in the overall number of parking spaces being reduced by one (1)
space. The property currently has 72 parking spaces which will be reduced to 71 spaces
and include five (5) handicapped spaces. The minimum parking requirement of 68
spaces will continue to be met.
BICYCLE PARKING
9. The plan complies with Section 13.14 of the LDRs to include the new type and
location for bicycle racks, to accommodate the full requirement of six (6) short-term
bicycle parking spaces.
DECISION
Based on the above Findings of Fact, the Administrative Officer herby approves site plan
application #SP-17-62 of Trustees of the Diocese of Vermont, subject to the following
conditions:
1. All previous approvals and stipulations which are not superseded by this approval
will remain in effect.
2. This project must be completed as shown on the plan and shall be on file in the
South Burlington Department of Planning and Zoning.
3. The applicant must obtain a zoning permit within six (6) months pursuant to
Section 17.04 of the Land Development Regulations or this approval is null and
void.
4. The applicant must obtain a Certificate of Occupancy from the Administrative
Officer prior to using the new HC parking space.
5. Any change to the site plan will require approval by the South Burlington
Development Review Board or the Administrative Officer.

PLEASE NOTE: Pursuant to 24 VSA §4465, an interested person may appeal this decision
by filing a Notice of Appeal with the secretary of the Development Review Board. This
Notice of Appeal must be accompanied with a $233 filing fee and be filed within 15 days
of the date of this decision.
