(Si ur applicant ot\- e tact person crate PLANNING COMMISSION MAY 11, 1982 The South Burlington Planning Commission held a regular meeting on Tuesday, May 11, 1982 at 7:30 pm in the Conference Room, City Hall, 575 Dorset St. Members Present Sidney Poger, Chairman; Ernest Levesque, George Mona, Peter Jacob, Kirk Woolery, James Ewing Member Absent Robert Walsh Others Present David Spitz, Planner; Judy Hurd, The Other Paper; Fred Margosian, Geoffrey Levy, Bill Schroeder, Richard McMullan, Ann Wetzel, Richard Caron, Leo O'Brien, Larry Chetti, Audrey Rhodes, Patricia LaFountain, Joe Myers, Larry Starr, Tim Oconnell, Frank Piscetell, William Schuele, J.C. Oppenlander, Robert Baruc, Ernest Pomerleau, Richard Fletcher, William Wiese, Ezra Palmer, Peter Cole, Herb Feinberg, Colin Lindberg, Rene Provost, James Lamphere, Fred and Mary -Barbara Maher, Clem Couillard Minutes of April 27, 1982 Mr. Levesque asked that, at the end of the Aqua Tera application discussion on page 3, it be added that he was not against the function of the aquatic center, but he did not feel it was compatible with the concept of Corporate Circle. Mr. Jacob moved to approve the April 27. 1962 minutes with the above addition. Mr. Levesque seconded the motion and all voted aye. There is enough room and frontage for a subdivision. The area is not severed. Mr. Poger asked what would happen to the rest of <=; ; the 9 acres once the land was subdivided and was told it would stay as:is. Mr. Mona wanted Mr. Couillard to understand that after this subdivision, the rest of the 140' of frontage on Spear Street would be no more than a huge right of way to the back land, but Mr. Ewing said frontage for a lot in that area could be on the new street, not Spear Street. Mr. Mona noted that the stream setback line crossed a corner of the garage. Mr. Poger saw no problems with the plan. Continuation of preliminary plat application by O'Brien Brothers Agency for a 180-1;nit planned development, entitled Cardinal Woods Extension, on Hinesi,u^g Road north of I-89 Mr. Lamphere said traffic had to be discussed. The location of the sidewalk inside the project has been shown. Mr. Mona asked how the city could be sure it would be plowed in the winter and Mr. Lamphere said an easement could be given so the city could maintain it like they do their other sidewalks. Spitz, City Planner Re: Next week's agenda items Date: 6/18/82 Couillard Final survey data for this 1-lot subdivision has been provided. A septic system must still be designed to State and City health requirements before a building permit may be issued, but this is not a prerequisite for final plat approval. There is a noticeable construction business on Mr. Couillard's property, but there is a reasonable separation between the location of that business and the prorx.)sed new lot. If the Commission wishes, there can be a stipulation that no new outside storage will be permitted within 65 feet for some specified distc�n ;e) from any portion of the newly -created lot. 3) Sugartree `Phis 34-unit project was originally approved on 7/2/80 with an expiration date of 7/22/82. Two months ago the applicant requested a two year extension, however, the Planning Commission was only willing to grant one year. The applicant again is requesting the extension for the second year, and his reasons are given in the attached letter. 4) Green Mountain Power As described in the last memo, this will be an informational review (no action is required) of Green mountain Power's proposed new corporate headquar _� _ on Green mountain Drive. Preliminary traffic data was sent out with the last memo and will be ex- plained at Tuesday's meeting. 5) Ove rlake 'This application for two additions (40x60 and 40x40) to a warehouse has already received Zoning Board approval for a dimensional varinace. The applicant states that no new employees or traffic will result from the additional ware- house : -,,pace. The site already is well landscaped, and some new plantings will be added. r only concern is at the southwest portion of the property where the parking lot apparently is being expanded (the landscaping plan shows this, but not the site plan). At a previous approval it was stipulated that a drainage swale in this area should be adequately maintained. Spitz, City Planner Re: Next week's agenda items Date: 5/7/82 2) Couillar�, Site is ; mile south of the WM dairy barn on the east side of Spear Street. Applicant has an existing house and construction business on 9+ acres of land and plans to sell a portion of the frontage for one approxi- mately � acre lot. Zoning is R4. A septic system is required. Application must go to the zoning board for a couple of dimensional variances. , 3) Cardinal Woods II The applicant's traffic report (enclosed) addresses the number of trips to and from the proposed development but does not evaluate the impact on near- by intersections. Concerns have been raised about three intersections: (1) Timber Lane/Kennedy Drive, (2) Hayes Avenue/Hinesburg Road, and (3) Kennedy Drive/Hinesburg Road. If the applicant's assumptions are correct, this development will have little added impact on the Timber Lane/Kennedy Drive intersection. No improve- ments are recommended at this time. However, impacts at the Hayes Avenue/Hinesburg Road intersection are less clear. Not only will the majority of this development's traffic enter and exit at this point but also a large volume from other existing developments. With- out a specific analysis of the intersection, it appears likely that additional turning lanes on all three approach legs would be beneficial and should be required. The State will also have to be consulted about improvements at this location. Concerning the Kennedy Drive/Hinesburg Road intersection, I recommend the sank policy that was used for the Ryan development. It was estimated that improvements at this intersection will cost approximately $50,000. The cost is to be shared amng estimated major new development in the area over a 5- year period (387 trip ends per peak hour). This development is estimated to generate 96 peak hour trip ends (180 units x 80% to Hinesburg Road x 95% to the intersection x 0.17 per unit) through the intersection. Therefore the required amount for this applicant will be 96 3387 x $50,000 = $12,400 to be placed in escrow and to be applied only to Kennedy Drive/Hinesburg Road intersection im- provements. 4) Caron's Auto The City Council has granted approval, after Planning Commission input, for this auto sales use in a commercial/industrial zone. This application is for site plan approval. No changes are proposed to the building.
