Mr. Woolery moved that the South Burlington Planning Commission approve the
site plan proposal of Adams Construction Company for a 40' x 160' addition to the
Air North building, as depicted on a plan entitled "Proposal for Air North..."
drawn by Adams Construction Company, Inc., dated 8 1, 8 13, and 8 21 79, subject
to the following stipulations:
1. A landscaping bond of S2,000 shall be posted.
2. This approval expires 6 months from this date.
Yx. Ewing seconded the motion and all voted yes.
Site plan review, car and truck rental business
Mr. Walt Adams said the building had formerly been used as a do-it-yourself
garage and then as a repair shop for second hand vehicles. Mr. Smith wants to
use it for the Econocar rental agency. They will rent about 20 cars, 6 stake -
body trucks, and 4 tractor trailers. There is adequate parking both outside and
inside the building. The building will be used for light repairs. Operation will
be from lam to llpm. They expected about 60 trips per day. The existing
structure will stay the way it is, except one door will be raised. 3 gas tanks
will be installed and pine trees will be planted to screen the cars from Williston
Road. Outside lighting has not been considered at this time. ?•ir. Adams was told
that lighting, if requested, should be shown on the site plan. The commission
agreed to let Planner Stephen Page OK the lighting plan.

4. Outdoor lighting shall be as approved by the City Planner and added to
the plan of record.
Mr. Jacob seconded the motion.
Mr. Fage was asked how Xr. Catkins could fill on this land without a final
subdivision plan and he replied that the filling predated the zoning ordinance.
The motion carried without dissent.
Review draft outline of Schools chapter
Mr. Levesque felt the school transportation system should be revised.
There was some discussion about new developments providing :laces for school kids
to wait for the bus and about areas where school busses could turn around.
After discussing the draft of the chapter, the co=-ission felt it should be
sent to the School Board for their comments, to be sub=itted by a certain date.
If they do not respond, the draft will be adopted as it is. October 11 was suggested
at the last date for comments.

MOTION OF APPROVAL
That the South Burlington Planning Commission approve the site
plan application of Adams Construction Company, Inc., for
the construction of a 14,220 square foot retail/office building
on lot #4, 2 Calkins Court as shown on the site plan entitled
"Leland and Patricia Calkins, lot #4, Calkins Court" prepared by
Adams Construction Company, Inc., dated January 15, 1987, last
revised 4/3/87 with the following stipulations:
1. The plan shall be revised to include additional planting to
fulfill the required amount of $10,900. A $10,900 landscaping
bond shall be posted prior to permit.
2. The arbor vitae and red pine called out on the site plan
shall be 6' in height when planted. The dwarf crabs on the east
of the building should be full sized flowering crabs to be in
scale with the building. A revised plan shall be approved by the
Planner prior to permit.
3. The Planning Commission allocates 400 gallons per day of the
original 1500 gallons per day granted to this six lot
subdivision.
4. All site drainage shall go to the west. A drainage plan
shall be approved by the City Engineer prior to permit.

DECISION & FINDING OF FACT
On the 11th day of May, 1987, the South Burlington Zoning Board
of Adjustment heard evidence regarding the appeal of Patricia
Calkins, lot #4, Calkins Court based on the following facts and
findings:
1) Additional traffic movements to be controlled by stipulation.
2) No impact on planned municipal or educational facilities.
3) General character of area will not be affected, other similar
uses in area.
4) Conforms with conditional use review criteria.
Based upon the above stated facts and findings the appellant's
request for a conditional use is hereby approved.
Stipulation: The total site plan be reviewed again by the
Planning Commission for the purpose of having the applicant
contributes in a way satisfaatQry, to the Plannin$ Commission to
the improvement of the intersection of Calkins Court and
Williston Road specifically to create a left turn lane for

ESCROW AGREEMENT
THIS AGREEMENT, in triplicate, by and between Leland and Patricia
Calkins, hereinafter referred to as "Developer", the CITY OF
SOUTH BURLINGTON, hereinafter referred to as "Municipality", and
Marble Bank, hereinafter referred to as "Bank".
W I T N E S S E T H:
WHEREAS, Developer has received site plan approval from the
Municipality's Planning Commission for parking and coverage
changes on Lot 2, Calkins Court, South Burlington, Vermont.
WHEREAS, Developer is required by said approval, at its own
expense, to complete landscaping; and
WHEREAS, the parties to this agreement wish to establish an
escrow account to secure the obligations of the Developer as set
forth in the approval; and
WHEREAS, the Bank executes this agreement solely in the capacity
of escrow agent.
NOW, THEREFORE, the parties hereby covenant and agree as follows:
1. Developer will at its own expense complete the landscaping
in connection with Lot #2.
2. The Developer shall complete the improvements set forth in
paragraph one no later than six (6) months.
3. The Developer shall repair or replace any faulty or
defective work or improper material which may appear within three
(3) years of completion.
4. For the guaranty of Developer's performance of all
requirements hereinabove set forth, Developer and Bank agree that
the sum of $1,734.00 (Amount set by Planning Commission or its
designee) shall be set aside and held in escrow by the Bank and
shall be available for payment to the Municipality, in accordance
with the terms herein set forth.
5. If the Municipality shall file with the Bank a statement
that Developer is in the judgement of the Municipality in sixty
(60) day default under the terms of this agreement, the Bank
shall from time to time pay monies from said escrow fund to the
Municipality, in amounts not to exceed a total enabling the
Municipality to complete the improvements and requirements set
forth in this agreement.
6. The Municipality will promptly submit to the Developer a
copy of such statement as it files with the Bank. The consent of
the Developer to such payment by the Bank to the Municipality
shall not be required. The Bank shall incur no liability to the
Developer on account of making such payment to the Municipality,
nor shall the Bank be required to inquire into the propriety of
any claim by the Municipality of default on the part of the
Developer or into the use of such funds by the Municipality in
completing such improvements.
7. The Municipality shall not file with the Bank a statement of
default until sixty (60) days after notice has been sent by it to
the Developer by certified mail, return receipt requested,
setting forth its intention to do so.
8. All monies released by the Bank to the Municipality pursuant
to Paragraph 5 shall be used by the Municipality solely for the
purpose of performing obligations imposed upon the Developer by
that portion of this agreement upon which the Developer is then
in default. Any work to be performed by the Municipality
pursuant hereto shall be let on a contractual basis, or on a time
and material basis, or shall be performed by the Municipality
with its own work force and equipment or shall be accomplished in
such manner as in the judgment of the Municipality shall
accomplish the work most expeditiously and economically.
9. If monies are released by the Bank to the Municipality
pursuant to paragraph 5 and it shall later develop that a portion
of the released monies are surplus to the Municipality's needs,
any such surplus shall be refunded by the Municipality to the
Bank to be held and distributed by the Bank pursuant to the terms
of this agreement.
10. The Bank will not refuse or delay to make such payments to
the Municipality when requested by the Municipality by the
appropriate statement, and Developer will not interfere with or
hinder such payments by the Bank to the Municipality. Said
statement shall contain a certificate of compliance with the
notice requirements of paragraph 7 of this agreement.
11. This agreement shall terminate and shall be of no force or
effect upon performance of all requirements contemplated hereby
and the completion of the warranty period set forth in paragraph
3.
12. Upon request of Developer, but only at the sole discretion
of the Municipality, the Municipality may release a portion of
said escrow funds if the Municipality believes that the retention
of said funds is not necessary to protect its interests after a
portion of said work has been completed. Bank may release such
funds only upon written consent of the Municipality.
13. Notwithstanding the provisions of paragraph 12 the sum of
$1,734.00 shall be in any event maintained in escrow until
certification to the Bank by the Municipality of the completion
of the warranty period set forth in paragraph 3.
14. This agreement shall not only be binding upon the parties
hereto, but also their respective heirs, executors,
administrators, successors and assigns.

16. No zoning/building permit will be issued for construction of
any dwelling unit within this development until after the City
adopts an education impact fee ordinance or September 1. 1993,
whichever first occurs. This condition is beifag imposed to provide
the school district a reasonable period of time to complete devel-
opment of an impact fee ordinance and present the Ordinance to the
until that impact fee has been paid.
17. A "Notice of Condition" shall be recorded in the land records
prior to recording the final plat plans which addresses the re-
quirement of the homeowner's association to maintain the community
mailbox area and all drainage ditches.
18. The final plat plans, including survey plat, shall be recorded
in the South Burlington land records within 90 days or this ap-
proval is null and void. The plans shall be signed by the Planning
Commission Chair or Clerk prior to recording.
19. As provided in Section 605 of the South Burlington Subdivision
Regulations, if no action is taken to construct substantially the
proposed subdivision within three years, said approval shall become
null and void. ,
20. The retention ponds shall be maintained by the homeowners'
association. The legal documents for the Association shall state
this responsibility. The legal documents shall be approved by the
City Attorney prior to permit issuance.
21. The recreation path shall be constructed by the completion of
Pinnacle Drive or during the construction of the cul-de-sac,
whichever first occurs.
Mrs. Maher seconded. Motion passed 5-1 with Mr. Austin opposing.
Mrs. Maher left the meeting at this time. 11

Ms. Calkins said they will upgrade, paint, move the doorway and
landscape. There will be new overhead doors.
No issues were raised by the Commission.
Mr. Austin moved the Planning Commission approve the site plan ap-

changes on a lot currently used for wholesale distribution as de-

Leland E. and Patricia C. Calkins." prepared by Vermont Land Sur-
veyors and dated 4/23/93. last revised 4/30/93, with the following
stipulations:
1. All previous approvals and stipulations which are not superseded
by this approval shall remain in effect.
2. The applicant shall post a $1,734 landscaping bond prior to'
issuance of a zoning/building permit. The bond shall remain in
effect for three years to assure that the planted landscaping takes
root and has a good chance of surviving.
3. All exterior lighting shall be downcasting and shielded and
shall not cast light beyond the property line. Any change in
existing lighting or new lighting shall be approved by the City
Planner prior to installation.
4. The applicant shall obtain a zoning/building permit within six
months or this approval is null and void.
5. The applicant shall obtain a Certificate of Occupancy from the
Administrative Officer prior to use of the new parking spaces.
6. Any changes to the site plan shall require approval by the South
Burlington Planning Commission.

7. Sketch plan application of Richard S. Scott for conversion of an
existing 12,000 sq. ft. building to retail use. The building sits
on a 6.8 acre parcel and is part of a planned commercial
development consisting of two other buildings (Grossman's & Jiffy
Lube), 1519 Shelburne Rd:
Mr. Dechesneau .said there will' be no changes to the building.
Access will be from Rt. 7 which will be an enter only access. All
traffic will exit to Bartlett Bay Rd. Mr. Dechesneau said they
feel the lot is already adequately landscaped. All proposed,
changes are to the building interior.
Mr. Sheahan asked if it makes sense to try to taper the Shelburne
Rd. curb cut to be sure it is used only for entrance. Mr.
Decheneau felt this might hamper larger vehicles getting in.
Mr. Austin raised the question of traffic. Mr. Weith had no
problem with the increase because of the controlled access. Mr.
Austin felt it was not good to add more traffic to a level F
intersection and could not support any increase in traffic. He
felt traffic data was needed.

6) LELAND & PATRICIA CALKINS - PARKING CHANGES - SITE PLAN
This project consist of expanding the parking area, adding a
sidewalk and relocating the main entry to a building used for
wholesale distribution.
This property located at 3 Calkins Court lies within the IC
District. It is bounded on the south by an office building, on the
west by Calkins Court, on the east by a multiple use commercial
building and on the north by a burial vault manufacturer.
Access/circulation: The main access is via a shared curb cut on
Calkins Court with a 22 foot access drive. A secondary access to
the rear of the building is provided by a 28 foot curb cut also on
Calkins Court. An unpaved drive connects the rear access drive to
the adjoining lot to the north. No access changes proposed.
Circulation is adequate.
Coverage/setbacks: Building coverage is 15.4% (maximum allowed is
30%). Overall coverage is 39.9% (maximum allowed is 70%). Front
yard coverage is 22% (maximum allowed is 30%).
Setback requirements are met.
Parking: The current use requires a total of five (5) parking
spaces and five (5) are shown on the plan. A handicapped space
should be designated.

Landscaping: The applicant is proposing $1734 in landscaping.
This will greatly improve the appearance of the property since
there is currently no landscaping on the property.
Sewer: No additional allocation needed.
Dumpster: The dumpster is shown on the plan and it will be
screened with some Arborvitae plantings.
Other: Staff has observed some outside storage at the rear of the
building which has not been approved. All outside storage should
either be eliminated or approval obtained.
7) RICHARD SCOTT - RETAIL ELECTRONICS SALES - SKETCH PLAN
This project consists of converting the former G.E. Supply building
to retail electronics sales and consruction of 201x30' ramp. This
is one (1) of three (3) buildings on the same lot,the other
buildings include the Jiffy Lube building and Grossman's building
supply. Since there is more than one (1) principal building on a
lot and the lot is over four (4) acres, this application is being
treated as an amendment to a PCD.
This property located at 1519 Shelburne Road lies within the C2
District. It is bounded on the north by Town & Country Furniture
and Goss Dodge, on the west by Vermont Railway on the south by
Bartlett Bay Road and on the east by Shelburne Road.
Access/circulation: Access is provided by an ingress only curb cut
which is 35 feet wide on Shelburne Road and an access drive to
Bartlett Bay Road. The Bartlett Bay Road access is via 44 foot
wide curb cut shared with the Jiffy Lube building. No changes are
proposed.
Circulation is adequate.
Parking: The new use requires a total of 27 spaces and 28 spaces
are being provided including two (2) handicapped spaces.
Landscaping: The site is currently well landscaped so no
additional landscaping is recommended.

Normally the City would request that the site improvements include
a sidewalk across the frontage, however, the improvements to
Shelburne Road in the area will include sidewalks.
CALKINS PROPERTY - LOT #2 - CALKINS COURT
Plan prepared by Vermont Land Surveyors dated April 23, 1993 is
acceptable.
NOWLAND TWO - SPEAR STREET
1. M.H. B-50 should included a 8 inch stub to the north extended
about 85 feet for sewering the adjacent area.
2. M.H. S-2 and M.H.S-1 should include stubs so line can be
extended north and south on Spear Street.
3. The sewer line on Spear Street should include Y-Branches so
that the existing lots can hook on. The plan shows a connection
for only the Meredith property. It should include Atkin's, Gagnon,
Chiu and all the IBIS lots. The Chiu property has a 4 inch service
in the approximate location of the proposed sewer and it runs down
Deerfield to the first manhole. It should be abandoned.
4. Trees must not be planted on top of water and sewer mains.
They should be planted at least 10 feet away.
5. In a memo dated May 12, 1992, it was stated that the gravity
line leading to the Bartletts Bay plant must be checked for
capacity especially sections that have a flat grade. This must be
done before the project can proceed.
6. The Deerfield Drive Extension intersection with Spear should
include widening to accommodate two exit lanes.

32 seat restaurant located at 2500 Williston Road, in the Town
of South Burlington, Vermont is hereby approved under the
requirements of the regulations named above, subject to the
following conditions.
GENERAL
(1) This permit does not constitute Act 250 approval (Title
V.S.A., Chapter 151). The permittee is hereby reminded to
procure all relevant State and local permits prior to
proceeding with this project.
(2) All conditions set forth in Public Building Permit $PB-4-
1363 dated August 25, 1987 shall remain in effect except as
modified or amended herein.
(3) In the event of a transfer of ownership (partial or whole)
of this project, the transferee shall become permittee and
subject to compliance with the terms and conditions of this
permit.
(4) By acceptance of this permit, the permittee agrees to allow
representatives of the State of Vermont access to the
property covered by the permit, at reasonable times, for the
purpose of ascertaining compliance with Vermont
environmental/health statutes and regulations, and with this

regard to any regulations and/or licenses required by their

WATER SUPPLY
(6) This project is approved for water supply by connection to
the municipal water system. No other means of obtaining
potable water shall be allowed without prior review and
approval by the Division of Protection.
SEWAGE DISPOSAL
(7) The project is approved for connection to the South
Burlington Airport Parkway wastewater treatment facility for
a maximum of 1026 gallons of sewage per day.

This project, consisting of constructing a 14,222 square foot
single story building for multi -tenants on Lot Number 4 of the
subdivision approved in Permit EC-4-0180 and EC-4-0180-1 located
along Leland Court in the City of South Burlington, Vermont is
hereby approved under the requirements of the regulations named
above, subject to the following conditions.
GENERAL
(1) This Permit does not relieve you, as applicant, from
obtaining all approvals and permits as may be required from
the Act 250 District Environmental Commission, the
Department of Labor and Industry (phone 828-2106), the
Vermont Department of Health (phone 863-7220), and local
officials PRIOR to construction.
(2) The project must be completed as shown on the Plans Project
87012 Sheet S1 dated January 15, 1987 revised 4-3-87
prepared by Adams Construction Company, Inc. and which have
been stamped APPROVED by the Division of Protection. No
changes shall be made to the approved plan without prior
written approval from the Agency of Environmental Conservation.
(3) A copy of the approved plans and the Permit shall remain on
the project during all phases of construction and, upon
request, shall be made available for inspection by State or
local personnel.
(4) Each prospective purchaser of the lot of the subdivision
shall be shown a copy of the approved plot plan, the
engineer's site report, and the Permit prior to conveyance.
WATER SUPPLY
(5) The project is approved for connection to a municipal
type water system approved by the Department of Health
provided that all construction is in accordance with the
approved plans and the Environmental Protection Rules,
Effective September 10, 1982.

(6) The project is approved for connection to a municipal
sewage collection system. The work shall be done in

6. Enforcement of zoning regulations and sit plan/subdivision
conditions of approval
Mr. Jacob noted that frequently the Commission sets
conditions and later finds those conditions have not been
met. This is often discovered when people come in for
expansion. Mr. Audet-a said he would check on a lot of stip-
ulations but he doesn't get them automatically. Mr. Farrar
said there has to be a system so tnat if there are changes
made these come back to the Commission. Mr. Craig said there
is no tracking system in race. Mr. Farrar said this might
be a use for Act 200 money. He said the ball is now in the
City Councii's court and they would proceed with it. Mr.
Weith suggested plans automatically be given to Mr. Audette.

7. City's plan for hiring an engineer when Bill Szymanski
leaves
Mr. Farrar advised tnat Mr. Szvmanski has expressed an
merest in working 1/2 time as City Engineer. Mr. Szymanski
suggested looking at this witn the new City Manager.
8. UVM
Mr. Craig said UVM has a lot of property and he felt their
building plans should be known to the Planning Commission as
weil as to the City Council. He felt the City Council rep to
UVM should communicate with the Commission. Mr. Cimonetti
sa_r ne would report to the Council which could then report
to the Commission.

Mr. Jacob noted the Court cases are now settiea. Mr.
Szvmanski will contact M=s. Calkins.
10. Audio-visual equipment
Ms. Peacock said the Commission could use better equipment

microphones. Mr. Farrar noted these may be part or the
equipment for ^uniic access broadcasting.

Mrs. Lafleur noted that with regard to the Allen Rd. signal,
the State hopes it will be designed this summer. Mrs.
Lafleur is hoping to get further confirmation in
writing.
A letter from Rich Tarrant of IDS was read in which the
Commission was advised that Act 250 required them to put in a
new 5th lane on Shelburne Rd. for left turns. They feel this
would be too expensive and are thus putting the project on
hold until the Holmes Rd. question is settled.

Mr. Burgess moved the minutes of 10 March be approved as .
written. Mrs. Maher seconded. Motion passed unanimously.
2. Site plan application bf Adams Construction for Leland and
Patricia Calkins for construction of a 14,220 sq. ft.
retail/office building, Lot #4, 2 Calkins Court.
Mr. Adams said the building will be on the portion of land
which is not fill. It will be single story, similary to the
Brockway building. There is now a 24" culvert that starts in
a catch basin. They have extended a pipe from this which
picks up a lot of the water. The site drains toward a swale,
and they will use sheet flow across the parking lot.
Although the City Manager recommended removing the circular
drive around the building, they feel it is needed for de-
livery vehicles; otherwise it would be hard for trucks to
turn around. They feel no one else would use the back drive-
way. Doors in the rear are designed to be either overhead or

walk-in doors. Mrs. Lafleur said the Fire Chief felt he'd
like the circular drive but could live without,it if the
aisle were ,widened to, 3.O,,feet. ,;
Mrs. Maher questioned what traffic standards would be
applied. Mrs. Lafleur said this was part of an original sub-
division, and there wereo-limits set up on that subdivision.
However, if the Commission uses Mr. Dooley's reasoning, it
would be Zone 5 and would allow 45 trip ends/ 40,000 sq.ft. lot.
The concensus of theCommission was to leave the circular
drive in the plan. Mr. Adams noted that a berm is being put
in to help shield cars from Williston Rd. Landscaping will
include Norway maples. Mrs. Lafleur added that the land-
scaping plan is still deficient but it can be stipulated that
it be worked out. The height of some plantings still needs
to be determined. Mr. Bushey said there is no problem with
spending more for landscaping as they want the place to look
nice.
Mrs. Hurd moved that the Planning Commission, approve the site
Plan application of Adams Construction Com an Inc. for the
construction of a 14,220 sc. ft. retail office building on
lot #4, 2 Calkins Court as shown on the site plan entitled
"Leland and Patricia Calkins, lot #4, Calkins Court" prepared
by Adams Construction Company, Inc, dated January 15, 1987,
last revised 4/3 87 with the following stipulations:
I. The plan shall be revised to include additional planting
to fulfil the required amount of $10,900. A 1$ 0,900 land-
scaping bond shall be op sted, rp for to permit.
2. The arbor vitae and red pine called out on the site plan
shall be 6' in height when planted. The dwarf crabs on the
east of the building should be full sized flowering crabs to
be in scale with the building. A revised plan shall be
approved by the City Planner prior to permit.
3. The Planning Commission allocates 400 gpd of the original
1500 god granted to this six lot subdivision.
4. All site drainage shall go to the west. A drainage plan
shall be approved by the City Engineer prior to permit.
5. Use shall be reviewed by the City Planner to be sure it
meets the city traffic overlay zone.

7. The building permit shall be obtained within six months or
this approval is null and void.
Mr. Burgess seconded, and the motion passed unanimously.
3. Consider Request of Dennis Blodgett to rezone 2.9 acres
from R-4 to C-1 at 1340-42 Shelburne Rd and request for
sketch plan review for construction of 90,000 sq. ft. of
retail/office space and 12 multi -family units, 1340-42
Shelburne Road.
Mr. Blodgett explained this is the master,plan for the whole
site. They would like to know if parking is permitted as a
use in R-4 to service a commercial development. He noted
that he had talked with Bill Szymanski and feels it would be
cost prohibitive to have to build Holmes Rd. The question
that remains is whether the first approval required the
deeding of the 80-foot right of way. Mrs. Lafleur said the
road is mostly on Mr. Blodgett's property but part of the
right of way is on the IDS land. She noted the city would
gain by having the land on hand, but it could still count in
density calculations. Mr. Blodgett said he'is willing to
work with the City but felt a big burden was being asked of
him. Mrs. Hurd said she didn't feel the Commission could go
back now and ask for the 80-foot right of way as part of the
first approval.
Mr. Lamphere said he didn't feel R-4 was a good designation
for the land in question as it doesn't fit into residential
land. Mrs. Lafleur said the first question is whether a zone
change is required to put in the 4.5 acre parking lot for a
commercial development. She felt a zone change would be re-
quired. There would then have to be 65-foot setbacks for
the buildings and a 15-foot green belt around the lot. Mr.
Lamphere said they would like to create a pond area with a
green belt going all around. Concensus of the Commission was
that a zone change would be required for the parking lot use,
but opinion was divided and often uncertain as to whether
members would favor such a change. Mr. Burgess said he does
not like to rezone little pieces of land. Mr. Jacob said he
would want more than a 15-foot buffer. Mrs. Hurd said she
would not go along with a change as this is a residential
neighborhood. Mr. Dooley would want to know more about the
character of the neighborhood. It was agreed to warn the
item for a zone change public hearing.
It is Mr. Szymanski's feeling that the Holmes Rd. Extension
should serve this project. Members felt it was premature to
discuss the project before the zoning hearing. All members
agreed that would want Holmes Rd. dedicated as part of any

Adams Construction Company proposes to construct a 14,220 square
foot retail/office building on the newly filled, 2 acre lot
located on the western side of Calkins Court. The area is zoned
Industrial -Commercial.
Access: Access is shown from two driveways onto Calkins Court.
The first is located directly across from the Brockway Air
driveway and is shown at 25 feet in width; the second is located
further north on Calkins Court and measures 20 feet in width.
It is for one way exiting traffic only. The first is two
directional. The Commission should discuss whether two curb cuts
should be allowed.
Circulation: The plans show complete access around the building.
Parking: Seventy three spaces are shown. If this spec building
is all office space, 57 spaces are needed. If it is all retail,
95 are needed. In all probability a mix is more likely so 73
will be more than adequate. In fact, the Commission may want to
waive some spaces until the use is identified and in operation in
order to preserve some additional green area.
Landscaping: The $420,000 building requires $10,900 in new
landscaping. The plans show approximately $8000. I expect to
receive revised plans prior to the meeting. --dk"115h,,rT -11A,50.
Lot Coverage: The plans show 16% building coverage and 50% total
coverage. Most of the green/undeveloped area is down the banks
to a Potash Brook Tributary., If the Planning Commission deducted
the .64 acres that are on the slope towards the Potash Brook
tributary, 23% of the "buildable area" is covered by building;
total coverage amounts to 73% of the "buildable area".
Sewer: The original subdivision granted 1500 gallons per day to
this six lot subdivision. This new use requires approximately
400 gallons per day. Only Brockway Air is presently hooked up to
sewer.

foot commercial (retail/office) building on lot #4, 2 Calkins
Court.
On the 7th of April 1987, the South Burlington Planning
Commission approved the request of Walt Adams for Leland &
Patricia Calkins for site plan approval under Section 19.10 of
the South Burlington Zoning Regulations based on the following
findings:
1. TRAFFIC ACCESS: Access is approved from two driveways on to
Calkins Court. The southerly most will be two directional; the
northerly will be for exits only.
2. CIRCULATION AND PARKING: Circulation is complete around the
building. Seventy three parking spaces are approved.
3. LANDSCAPING & SCREENING: A revised landscaping plan with a
$10,900 landscaping value shall be submitted to the City Planner
for approval prior to permit. The arbor vitae and red pine shall
be 6 feet in height when planted. The dwarf crabs shall be
increased to full sized crabs. A $10,900 landscaping bond shall
be posted prior to permit.
4. A 400 gallon per day sewer allocation is made to this use
from the 1500 gpd granted to the 6 lot subdivision. All site
drainage shall go to the west. A drainage plan shall be approved
by the City Engineer prior to permit. An offer of dedication for
7 feet of frontage along Williston Road shall be made prior to
permit.
5. TRAFFIC: The use shall be reviewed by the City Planner to
insure it meets the traffic standards. The lot allows 45 trips
ends per 40,000 square foot lot. If projected traffic using ITE
estimates exceeds thy, the use shall not be allowed.

Initial landscaping has been completed per the approved
Site Plan. This Plan called for 6' tall Dark American
Arborvitie in the inner court yard of the building.
These 6' evergreens have been put in place. However,
it is everyone's opinion that they look out of place there
and detract from the appearance of the facility.
If the So. Burlington Planning Office has no objection,
we would like to substitute with evergreens of the 3' variety.
