2) RIEHLE PARCEL, TWO LOT SUBDIVISION, 495 SPEAR STREET
Steve Pcolar and James LaPlant propose to subdivide the one acre
lot located at 495 Spear Street into two parcels. The north
parcel (parcel A) would consist of 24,539 square feet with 143
feet of frontage on Spear Street. The south parcel (parcel B)
would consist of approximately 19,035 square feet with 115 feet
of frontage on Spear Street. An existing house is located on
parcel A. The applicant has skipped the sketch plan review stage
by choice.
Zoning: The property is zoned R-4. Both parcels would meet the
minimum lot frontage requirements for single and two-family uses
on Spear Street. Neither lot would meet the minimum lot frontage
requirements for multi -family uses on Spear Street.
Access: Access for the existing house (parcel A) will remain
from Spear Street. The new lot (parcel B) will share this
driveway. This is preferable to two driveways. A legal r.o.w.
should be assured and shown on the plans.
Utilities: Water lines are not shown on the plan; these should
be shown prior to recording. Sewer lines do not presently serve
the parcels. The applicants prefer to have on -site septic rather
than extend the sewer lines. See Bill Szymanski's comments
regarding this.
Other: The final plat must be recorded within 90 days of
approval or approval is null and void.

3) ZONING AMENDMENT
As we alerted you at an earlier meeting, the recently approved
amendment to the zoning regulations, produces an unintended
result.
Originally, the ordinance required

1) 2-LOT SUBDIVISION, RIEHLE PROPERTY, SPEAR STREET
On June 21, 1988, the Planning Commission approved the Final Plat
application of Steve Pcolar and Jim LaPlant for a 2-lot
subdivision of the 1 acre Riehle property. The 6/21/88 Planning
Commission meeting minutes are enclosed. The applicant failed to
record the approved Final Plat within the 90 day period.
Therefore, the applicant is coming back to the Planning
Commission for reapproval.
2) COMMUNITY LUTHERAN CHURCH, WILLISTON ROAD
At the time of drafting this memo, I had not yet received a
revised plan. Therefore, I was not able to review the plan or
draft an approval motion.
3) COOLEY-WOOD, LOT 34, ETHAN ALLEN INDUSTRIAL SUBDIVISION
Cooley -Wood Corporation proposes to construct a 2,900 square foot
building for automobile service use. The building will be used
for automobile service and repair only and will not contain gas
pumps.
The lot is bounded by vacant Ethan Allen Industrial Park lots on
the east and west, Commerce Avenue on the north and vacant land,
owned by either John Belter or the airport, on the south.
Access/Circulation: Access is shown from a 25 foot wide drive on
Commerce Avenue. Circulation is provided on the north, west and
south sides of the building.
Parking: The proposed use requires 6 spaces plus 3 spaces
for vehicle storage (9 spaces total). The plan shows 17 spaces,
which should be sufficient.
Landscaping: The project requires $3000 in landscaping. The
plan shows Shademaster Locust, Flowering Crab, Austrian Pine and
Spreading Yews. The proposed landscaping meets the required
value.

2) RIEHLE SUBDIVISION, SPEAR STREET
1. This property is not on the City sewer system. Sewer service
exists of the Quarry Road intersection. Allowing on site sewage
disposal is not in the best interest of the City.
4) FRANCO SUBDIVISION, AIRPORT PARKWAY
1. Road shall be public maintained by the City.
2. Final plan shall include all utilities including street
lights.
3. The cul-de-sac is substandard but serving only three lots it
is acceptable.
5) BRADY PLAN, AIRPORT PARKWAY
1. Entrance drive should be two way.
2. Sewage disposal will have to be on site or pumped to the
Airport Parkway plant.
3. Plan should have owner's name and who prepared plan.
6) ECONOMOU FARM DEVELOPMENT, DORSET STREET
1. I think it is a good plan because it limits curb cuts on
Dorset Street and on future arterial streets. Also there are no
dead end streets or cul-de-sacs.
