PLANNING COMMISSION SEPTEMBER 26, 1978 Sketch Plan Review, 1 lot subdivision, Kirby Road, Mr. John Trono Mr. Trono said the lot had 100' of frontage and that either a single family home or a duplex would be built on the lot. Mr. Page said it was an excellent building spot and that they had a little over 112 an acre. The Commission saw no problems with it. Sketch Plan Review, 1 lot subdivision, Spear Mr. Nile Duppstadt said that there wculd be two lots with 112 acre each, opposite the East Terrace cul-de-sac. Access to the lots will be off Quarry Hill Road and there will be one driveway for each of the lots. The question of a shared drive came up but Mr. Duppstadt and several Commissioners felt that would create problems for the owners of the two lots. In lieu of a shared drive, the Commission suggested that the drive for lot #1 be as far from Spear Street as possible. Site Plan Review, addition to 7-Up warehouse, Berard Drive Z!r. Randy Berard said that there was an existing 70' x 100' building on the lot and that they wanted to add an addition also 70' x 100' and combine two lots into one. I-r. Berard said this would not increase the traffic in the area. Kr. Woolery moved that the South Burlington Planning Commission approve the site plan proposal of Rene Berard, for a 7000 square foot addition to the 7 UP Warehouse, as depicted on a plan entitled, "New Addition to 7 UP Building", drawn by Gordon Woods Associates, dated 8 78, subject to the following stipulation: 1. A landscaping bond of $1500 shall be posted. Mr. Ewing seconded the motion and all the members voted aye. Executive session to discuss selection of traffic consultant Mr. Mona moved to go into Executive Session. Mr. Jacob seconded that motion and it passed unanimously. At 10:00, the Commission came out of Executive Session and Mr. Ewing moved that the Planning Commission employ Bruce Houghton as its traffic consultant for the proposed traffic study and recommendations of the city of South Burlington as described by Planner Stephen Page as the triangle area of Williston Road. Dorset Street. and Kennedv Drive. The motion was seconded by Mr. Jacob and passed unanimously. The meeting was adjourned at 10:00 pm. A complete perimeter survey for bath lots shall be recorded, and all corner markers shall be set. 2. Access via a private, 60' ROW is satisfactory; the curb cut for lot #1 shall be located directly to the west of the utility pole shown on the plan. 3. The existing monument on the easterly edge of the Spear Street right of way shall not be distrubed. 4. A recreation fee of $647 shall be paid. c►11_ _ Buildi-ic; Corporation Subdivision - Sketch Plan This 1 acre site is a gently sloping meadow to bee divided into 2 lots, each large enough for a duplex. Access to both lots should be off Quarry Hill Road, which is eventually to be upgraded to a city street (sufficient money has been retained in the Horizon Heights escrow account to accomplish this). Lot 366 Spear Street Dear Steve: There is a concrete monument (8" x 8") marking the easterly right of way line of Spear Street that is near the south westerly corner of the Allen Building Corp. Lot mentioned above. While this monu- ment is not located on University of Vermont property it is only one (1) of three monuments remaining in the easterly right of way limits of Spear Street. The others are located at Main Street and in front of #600 Spear Street respectively. The University has tied its surveys in the area to the monument and would request that Allen Building Corporation take care not to disturb the monument while doing the site work on the lot. This office would be willing to work with the applicants' surveyors to see to it that the monument can be preserved in its existing location. Snyderj/-/ Re: Quarry Hill/Deslaurier Property Easterly side of Spear Street The University has received a copy of a notice warning a public hearing to be held at the South Burlington City Hall on 24 October 1978 at 7:30 p.m. for the subdivision of one (1) lot into two (2) parcels located on the easterly side of Spear Street and at the northwesterly corner of the University Farm property. While we do not foresee any problems related to the boundary survey of the property or with the stormwater runoff, the University wishes to point out to the Planning Commission that the developer should recognize that the proposed subdivision is next to the University Farm. This is a working farm, and produces the sounds and odors associated with any normal farming operation. It is important that the developer recognizes these facts and the difficulties which might arise with future occupants of this property. It must be clearly understood that it is the developer's responsibility to cope with these problems, since the University has no intention of curtailing these farming operations which are essential to teaching, research, and public service mission of the University.
