Other Business: a. Mr. Weith advised that Item #6 on the agenda had been with- drawn. 2. Review Minutes of 12 August 1997: Mr. Crow moved to approve the Minutes of 12 August as written. Mr. Beaudin seconded. Motion passed 3-0 with Ms. Barone and Mr. Teeson abstaining. 3. Consent Agenda: a. Site plan application of United Realty Corporation to amend a previously approved plan for a 6400 sq. ft. office and vocational training center. The amendment consists of constructing a 1280 sq. ft. office addition for a total sq. footage of 7680 sq. ft., 3 Gregory Drive. b. Site plan application of Burlington Country Club to make alteratiions to an existing golf course. The alterations in- clude relocating golf greens, creating new golf tees and new drainage, north of Rice High School, Proctor Avenue. Mr. Burgess asked if anyone on the Commission or in the audience wanted either of the items taken from the consent agenda and put on the regular agenda for a full hearing. There were no such re- quests. Mr. Teeson then moved to approve the two items on the Consent � Agenda subject to the stipulations in the City Planner's mnemorandum of 22 August 1997. SUMMER WOODS - PATCHEN ROAD Site plan received June 23, 1997 prepared by Krebs & Lansing is acceptable. DORSET HOLDINGS, INC. - DORSET STREET 1. A 20 foot drainage easement for the pipe crossing the property including the proposed relocated section may be offset and not necessarily be centered on the pipe. This is acceptable and this information was conveyed to the Engineer. BURLINGTON COUNTRY CLUB - DRAINAGE PLAN 1. The piped drainage systems that will be tied into is a private system owned by Rice High School. They will have to give permission. 2. The Rice High School drainage system enters the Proctor Avenue system which then enters the system on Shelburne Street in Burlington. The proposed golf course system will increase the velocity of flow from the area. This may have an impact down stream especially Proctor Avenue where the system has some flat laid pipe. This should be checked. Any change to the site plan shall require approval by the South Burlington Planning Commission. 3 BURLINGTON COUNTRY CLUB - GOLF COURSE ALTERATIONS - SITE PLAN This project consists of making alterations to an existing golf course located partially in South Burlington. The proposed alterations include relocating golf greens, creating new golf tees and new drainage. This property located to the north of Rice High School lies within the R4 District. it is bounded on the east by undeveloped land, or, the south by Rice High School, on the west by residences, and on the north by the remainder of the golf course. The proposed alterations include the following: Nnla Al --- reshaping of a bunker. --- relocating the green complex to the east which involves the cutting of trees. This green complex will be moved further away from an adjoining residence. --- new drainage system connection to existing system. --- two (2) new tees which involves some cutting of trees. --- new green complex in basically the same location. Nn1A A 1 R --- four (4) new tees which involves some cutting of trees. Recommended conditions: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. Any changes to the site plan shall require approval by the South Burlington Planning Commission. 4) SUMMER WOODS COMMUNITY ASSOCIATION, INC. - 45 LOT SUBDIVISION - SKETCH PLAN This project consists of amending a plan previously approved on 3/7/89 (minutes enclosed) for a 38 unit planned residential development. Two (2) duplex units were added to this development subsequent to the original approval for a total of 42 units in the development. The amendment consists of subdividing the project area into 42 lots which are the same size as each unit footprint and three (3) lots consisting of the remaining common lands. Staff discovered that each unit was being sold with the land underneath without subdivision approval. The Association was contacted and requested to apply for subdivision approval. This property located on Arbor and Larch Roads lies within the R4 District. It is bounded on the north by a 92 unit PRD (currently under development), on the west by undeveloped land, on the south by residences, Jaycee Park and the rear of commercial lots along Williston Road, and on the east by Patchen Road. Access: Access is provided by two (2) City streets, Larch Road and Arbor Road. No changes proposed. Coverage/setbacks: Building coverage, overall coverage and setbacks limitations will be exceeded on all the 42 footprint lots. Section 9.404 of the zoning regulations allow the Planning Commission to modify the maximum building coverage and setback requirements but not maximum lot coverage. This problem can be resolved by recording three (3) "Notice of Conditions: (one (1) for the original project area and one (1) for each of the duplex lots) indicating that for zoning and planning purposes all the lots are to be treated as one (1) lot. Building and overall coverage information for the lot with units #1-38, the lot with duplex units #39-40 and the lot with duplex units #41-42 should be submitted with the revised final plat submittal.
