On the loth of August, 1993 the South Burlington Planning Commission approved the request of Leland and Patricia Calkins for site plan review under Section 19.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of expanding the parking area, adding a sidewalk and relocating the main entry to a building used for wholesale distribution. 2. This property located at 3 Calkins Court lies within the IC District. It is bounded on the south by an office building, on the west by Calkins Court, on the east by a multiple use commercial building and on the north by a burial vault manufacturer. 3. Access/circulation: The main access is via a shared curb cut on Calkins Court with a 22 foot access drive. A secondary access to the rear of the building is provided by a 28 foot curb cut also on Calkins Court. An unpaved drive connects the rear access drive to the adjoining lot to the north. No access changes proposed. Circulation is adequate. 4. Coverage/setbacks: Building coverage is 15.4% (maximum allowed is 30%). Overall coverage is 39.9% (maximum allowed is 70%). Front yard coverage is 22% (maximum allowed is 30%). Setback requirements are met. 5. Parking: The current use requires a total of five (5) parking spaces and five (5) are shown on the plan. 6. Landscaping: The applicant is proposing $1734 in landscaping. This will greatly improve the appearance of the property since there is currently no landscaping on the property. 7. Sewer: No additional allocation needed. 8. Dumpster: The dumpster is shown on the plan and it will be screened with some Arborvitae plantings. 1 9. Other: Staff has observed some outside storage at the rear of the building which has not been approved. All outside storage should either be eliminated or approval obtained. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of Leland and Patricia Calkins for parking and coverage changes on a lot currently used for wholesale distribution as depicted on a plan entitled "Site Plan of Lot 2, Property Owned By Leland E. & Patricia C. Calkins", prepared by Vermont Land Surveyors and dated 4/23/93, last revised 4/30/93, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The applicant shall post a $1,734 landscaping bond prior to issuance of a zoning/building permit. The bond shall remain in effect for three (3) years to assure that the planted landscaping takes root and has a good chance of surviving. 3. All exterior lighting shall be downcasting and shielded and shall not cast light beyond the property line. Any change in existing lighting or new lighting shall be approved by the City Planner prior to installation. 4. The applicant shall obtain a zoning/building permit within six (6) months or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to use of the new parking spaces. 6.
