Prior to issuance of a zoning permit, the applicant shall post alandscape bond in an amount to be determined at final plat. This bond shall remain in effect for three years to assure that the and existing landscaping takes root and has a good chance of surviving. 6. The Planning Commission approves an additional sewer allocation of 280 gpd (includes 20% reduction allowed by State). The applicant shall be required to pay the per gallon fee prior to hermit issuance. 7. Pursuant to Section 26.256(b) of the zoning regulations, the Planning Commission approves 255 parking spaces which represents a 44 space of 14.7% shortfall. It is the Planning Commission's opinion that adequate parking will be available and the construction of the streetscape improvements will promote edestrian movement. 8. Design review approval is not granted at this time. Prior to final plat, the applicant shall submit a report outlining all design specifications for the building. In addition, the architectural renderings and/or specifications report shall address the followin a. A tvpical sign detail shall be provided. b. The application shall address how snow, rain and ice will be handled coming off the roof (see criterion 24.402(q)). c. The application shall indicate how special features, such as utilities connections, meters, and mailboxes, will be integrated into the design (see criterion 24.402(b)). d. The plan shall show building mounted lighting. Details of lighting shall be submitted. e. Colors of siding and roof materials shall be submitted. f. The parking lot shall be screened. Since thee is very little space between the Market Street sidewalk and the parking lot, staff recommends that an attractive, low fence be considered, perhaps a wrought iron fence. 9. The final plat shall be submitted within 12 months. Ms. Quimby seconded. Motion passed unanimously. 7. Site plan application of New England Telephone & Telegraph Company to amend a previously approved plan for a 15,080 sq. ft. PLANNING COMMISSION 11 MAY 1999 wholesale/distribution building. The amendment consists of the construction of: 1) a 216 sq. ft. telecommunications hut, and 2) a 4' x 130' sidewalk between the parking lot and the hut, 140 Shunpike Road: Mr. Norton explained this is the lot where Grainger is now located. The proposed building would be assembled offsite and moved, fully - equipped, to the site. Some Austrian Pine would be planted. The Zoning Board gave setback variances. The building is actually 57 ft. back from the curb, but the right-of-way line was shifted when the road got moved, and there was no quit claiming for that piece. Visually, the setback is met. The proposed building is 9 ft. high. Mr. Norton showed the path of the sidewalk. Mr. O'Rourke moved the Planning Commission approve the site plan application of New England Telephone & Telegraph Company to amend a previously approved plan for a 15,080 sq. ft. wholesale/ distribution building. The amendment consists of the construction of: 1) a 216 sq. ft. telecommunications hut, and 2) a 4' x 130' sidewalk between the parking lot and the hut, 140 Shunpike Road, as depicted on a plan entitled "Revised Site Plan for W.W. Grainger, Inc. South Burlington, Vermont," prepared by Dunroven Associates, dated March, 1999, last revised on 4/23/99, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimates that the but will generate zero additional vehicle trip ends during the P.M. peak hour. 3. The applicant shall post a $750 landscape bond prior to issuance of a zoning permit. The bond shall remain in effect for three -years to assure that the landscaping takes root and has a good chance of surviving. 4. All new exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Any change in lighting shall require approval of the Director of Planning & Zoning prior to installation. The applicant shall obtain a zoning permit within six months pursuant to Section 27.302 of the Zoning Regulations or this approval is null and void. 8. The applicant shall obtain a Certificate of Occupancy/ Compliance from the Administrative Office prior to use of the hut. 9. Site plan application of John Larkin, Inc, to: 1) raze a 7840 sq. ft. mixed use building consisting of general office and retail use, 2) raze a 600 sq. ft. accessory building, and 3) construct a 4500 sq. ft. one-story building, 388-400 Shelburne Road: Mr. Rabideau said the proposed building would be at the corner of Proctor Avenue. There are a number of buildings on the site now, one of which violates the setback. There are also multiple curb cuts. The applicant proposed to remove the existing buildings from the lot. Several curb cuts would be closed. There would be meaningful landscaping. The Zoning Board approved variances for setbacks. Coverage requirements are met. There is a one -space parking shortfall which could be made up to meet the requirement. They meet the landscaping requirements. The boundary with the R-4 zone is now densely landscaped, so they have concentrated new landscaping around the building and on street trees. The proposed building will require less sewer use and general less traffic than existing uses. They are within the requirements of the overlay district. The applicant should consider criterion 24.4010) which requires provision of a covered pedestrian promenade/canopy along Market Street. The City has not yet developed design specification for such a canopy so staff is not quite sure at this point how the Planning Commission will apply this criterion. However, you should give it some thought and be prepared to respond in case it is brought up by the Planning Commission. Streetscape: The streetscape design meets the requirements of the streetscape design guidelines with one (1) exception. The streetscape proposal was modified to accommodate some large trees that they want to save. Staff supports the proposed design. The proposed spacing between street lights might need to be revised in a couple of places so that there is not more than 80 feet between lights. Dumpsster: A screened dumpster storage area is provided. Lighting: Additional exterior lighting will consist of the following: 5) nine (9) 175 watt metal halide lamps with downcasting shielded fixtures on 16 foot poles along Market Street. 6) two (2) 70 watt metal halide lamps with downcasting shielded fixtures on 12 foot poles. Details (cut -sheets) for the building mounted lights should be included with the final plat submittal. Sign Ordinance: The applicant should be aware that the sign ordinance requires the submittal of a master signage plan for the entire Blue Mall property. 7) NEW ENGLAND TELEPHONE & TELEGRAPH COMPANY - TELECOMMUNICATIONS HUT - SITE PLAN This project consists of amending a previously approved plan for a 15,080 square foot wholesale/distribution building. The amendment consists of the construction of 1) a 216 square foot telecommunications hut, and 2) a 4' x 130' sidewalk between the parking lot and the hut. The last review of this property by the Commission was on 6/13/95 (minutes enclosed). The ZBA on 4/12/99 2 Memorandum - Planning May 11, 1999 agenda items May 7, 1999 Page 5 granted the applicant a variance from the front setback requirement and a conditional use permit to allows two (2) principal buildings on one (1) lot. This property located at 140 Shunpike Road lies within the IC District. It is bounded on the east by Muddy Brook, on the north by warehouses, on the west by Gregory Drive and on the south by Shunpike Road. Access/circulation: Access is via a 30 foot curb cut on Gregory Drive. No change proposed. Circulation on the site is adequate. Coverage/setbacks: Building coverage is 13.0% (maximum allowed is 30%). Overall coverage is 27.2% (maximum allowed is 70%). Front yard coverage along Gregory Drive is 17.2% and along Shunpike Road is 3.7% (maximum allowed is 30%). Setback requirements are met for the main building but not for the telecommunication hut. The ZBA on 4/12/99 granted the applicant a dimensional variance to allow the proposed building to project 40 feet into the required 50 foot setback requirement. Landscaping: The minimum landscaping requirement, based on building costs, is $750 which is being met. Proposed landscaping includes four(4) Austrian Pines. Parking: A total of 15 spaces are required and 23 spaces including two (2) handicapped spaces and a bike rack are being provided. Sewer: No additional allocation required. Traffic: No additional traffic is expected due to the telecommunications hut. Lighting Applicant should provide details (cut -sheets) for the light proposed for the telecommunications hut. It is bounded on the east by Muddy Brook, on the north by an undeveloped lot, on the west by Gregory Drive and on the south by Shunpike Road. Access/circulation: Access is via a 30 foot curb cut on Gregory Drive. No change proposed. Circulation is adequate. Coverage/setbacks: Building coverage is 13.8% (maximum allowed is 30%). Overall coverage is 27.5% (maximum allowed is 70%). Front yard coverage along Gregory Drive is 17.2% and along Shunpike Road is 0% (maximum allowed is 30%). The proposed plantings would block the building dock area and parking lot. d. We do not want to visually screen the building and our wall sign from view on Shunpike Road. e. There are no other developments along Shunpike Road that have plantings totally screening buildings. f. This area has an industrial/commercial park zoning. g. We are spending over % million dollars to build our facility here; we want people to know we are here. h. The difference we are discussing here is approximately 6 pine trees. i. The City of South Burlington Plan Commission approved the 6/12/89 Planting Plan. Please consider that we are a business wanting to do business. We want to be seen. We would rather not have any pine trees installed. However, we are not disputing installing 13 pine trees along Shunpike Road, a berm and many bushes. They were required to have $26,000 but had submitted a plan for $42,000 which the Commission approved. They have now scaled it down to $26,000 mainly by reducing tree and shrub sizes. After a brief discussion, members said they would like to have the applicant back in for a review. 2. Minutes of 30 May and 6 June Ms. Pugh moved to approve the minutes of 30 May as written. Mr. Belter seconded. Motion passed 5-0, Ms. Peacock abstaining. Mrs. Maher noted that on the last page of the 6 June minutes, Ms. Bouchard's first name should be Maureen, not Marie. Grainger, Inc, for construction of a 14,982 sq. ft. building for wholesale distribution use, lot 13, Green Tree Park Industrial Sub- division, Gregory Drive Ms. Pederson noted that after getting approval she was reminded that they need 110 feet for a truck turning radius which means taking the space designated for future parking. She said they will post "No Parking" signs in that area. They are also requesting 2 additional parking spaces for a total of 23. PLANNING COMMISSION 20 JUNE 1989 PAGE 2 Ms Peacock moved the Planning Commission approve the revised site plan application of W.W. Grainger, Inc, for construction of a 14,982 sq. ft. building (Phase I) for wholesale/distrib- ution use as depicted on a plan entitled "W.W. Grainger, Inc, lot 13, Green Tree Park, South Burington, Vermont," prepared Trudell Consulting Engineers, Inc, and dated 4/24/89, last revised 6/15/89, with the following stipulations: 1. Stipulations 1 through 4 in the original site plan approval dated 6/13/89 shall apply. 2. "No Parking" signs shall be installed in the truck turn- out area of the parking lot (directly across from loading dock) 3. This approval is based on the expressed representation of the applicant that no trailers will be used for storage on the lot. 4. The zoning permit shall be obtained within 6 months or this approval is null and void. Mrs. Maher seconded. Motion passed unanimously. 4. Site plan application of the Champlain Water District for construction of a 3900 sq. ft. addition for water service operation use and construction of a 1.0 M.G. water storage tank, 403 Queen City Park Rd. Mr. Jacob stepped down during this discussion. Mr. Pratt said this is Phase 2 of a 2-phase project. The scope of the work has changed since Phase 1. At least the tank will be postponed for a year. If bids are very high, they may have to phase out the retrofit of some facilities. They do plan to do the addition. There is an existing paved parking lot and also an 11-car graveled lot and a temporary access drive to the east of the plant. When the filter addition is on, they will be right up to the 15 ft. setback. They have asked to use that 15 ft. for a one-way access drive. The Fire Chief has approved this idea. There will be about 3-5 ft. of fill along the edge of the road. Theywill seed the slope and put in plantings. Ms. Pugh asked why the access sign that was part of the orig- inal stipulation is not in. Mr. Pratt did not know. Mr. Weith said CWD will need to get everything into one plan before permit. They will also have to record easements with Green Mountain Power for use of the slope and also a snow PLANNING COMMISSION 23 MAY 1989 page 6 11. The zoning permit shall be obtained within 6 months or this approval is null and void. Mr. Belter seconded. Motion passed 4-1, Ms. Puqh votinq against because she felt any plan should include the entire property. 6. Site Plan application of W.W. Grainger, Inc, for construction of a 14,982 sq. ft. building for wholesale distribution use, lot 13, Green Tree Park Industrial Subdivision, Greqory Drive Ms. Pederson said the lot is 2.7 acres. Mrs. Maher noted the City Planner's comments and asked why the building is situated as it is shown. Ms. Pederson said the client requested it that way for several reasons: visibility from both roads, qrading conditions, and having the parking lot not blocked by the building so it can have the sun melt snow and ice. She noted much more fill would be needed if the building is placed as the Planner recommends. Mr. Weith said his concern is the relation of the curb cut to Shunpike Rd., especially with exiting trucks and cars turning onto Shunpike Rd. Mr. Craiq aqreed this was a hazardous situation. The appli- cant said that environmental people have a concern with salt use and if they keep the driveway where it is, they won't have to use salt except in extreme conditions. With the driveway on the north, salt use would be a must. Ms. Peacock sugqested moving the buildinq 90 degrees and flipping the parking to the other side where it can qet the sun. Ms. Pederson said this would still re- quire a lot of fill. Mr. Weith noted that Phases II and III will require larqe amounts of fill anyway. Mr. Craiq felt that with a building right on the corner, visibility is not a problem. The applicant noted there is a berm that will screen parkinq and also landscaping to screen the loading dock. He felt this is the best location for the building. Mr. Craiq suqqested moving the drive- way and turning the building just a bit. Mrs. Maher felt this might be a good compromise and sugqested the applicant qo back to the drawinq board and see what they can come up with. Mr. Craiq noted that 17 parking spaces are needed and asked why 26 have been planned. The applicant said they have a standard book for their stores around the country and this is recommended. They also need room for their trucks to maneuver. Mr. Craig said he was concerned with the aesthetics of a parking lot on the corner, and making it unduly large didn't help. Ms. Pedersen said there will be a berm to help screen it. Regarding landscaping, Mrs. Maher felt the white pines should be changed to Austrian pines due to a salt tolerance problem. Ms. Pederson outlined the plan including Norway maple at the entrance, cedars on either side of the door, and the pines near the berm. She then showed an artist's rendering of the building. PUBLIC HEARING: Revised Final Plat application of Larkin Realty for conversion of 3200 sq. ft. of unused basement space to meetinq room use, Harbor Inn Motel (Howard Johnson's), 1710 Shelburne Rd. Mr. Rabideau said a lot of thinqs such as storaqe space left out in the first phase have been put in the basement. They would now like to provide some small classrooms down there. These could be separated from other uses by folding doors. The spaces are almost completely underground with only "basement windows." Mrs. Maher said she didn't understand why there was no additional traffic qeneration if the use required 32 more parking spaces. Mr. Rabideau said there are not sure they will need the parking but want to provide for it if needed. There is no additional traffic generation because the oriqinal ITE figures provided for this type of use. It is a very minor percentaqe of the building. Ms. Peacock was concerned that the Commission wasn't informed of the basement in the original approval and that it was no included in the original square footage. Mr. Larkin said he thought it was mentioned when he and Mr. Milot appeared. Mr. Weith said he felt that if additional parking was needed it could be put in after a 6-month review. Mrs. Maher said she didn't feel that all attendees would be hotel quests. She felt some would drive to the site. Mr. Rabideau aqreed but said that was included in the oriqinal traffic figures. Members agreed that Mr. Weith would check 6 months after occupancy to determine the need for more parking. Ms. Puqh asked if the stipulations of the original approval have been met. Mr. Rabideau said Mr. Ward reviewed all stipulations before letting them build. The only issue remaining is the traffic light on Harbor View Rd, to which they have contributed but which isn't yet installed. Mr. Larkin said they are using only 400 of their sewer allocation. Mr. Weith noted that the 2 new buildings are not yet occupied. Mrs. Maher asked how many existing units have kitchenettes. Mr. Larkin said none do but there will be some in the new units. He estimated 16 units would have stoves, others would just have wet - bars. GRAINGER, LOT 13, GREEN TREE PARK The day after the Commission granted approval, the applicant's consultant called me because they were confused about the stipulation regarding redesign of the parking lot. I explained to them that the Commission wanted the parking lot to extend to the east in a straight line instead of jutting to the south as was proposed. Basically, the Commission was concerned that unnecessary pavement (coverage) was being proposed. Al Tearney of W.W. Grainger called me later that day and explained that the parking area was designed with the extension to the south in order to allow enough room for large trucks to pull in and out of the loading dock area. He said that if the section of the lot extending to the south is omitted there will not be enough room to maneuver. In addition, he said that the company's design book requires 24 parking spaces for the size building proposed. The Commission approved only 21 space. The applicant is proposing that the southern extension of the parking lot remain as originally proposed. No parking would be allowed in this area (the original plan proposed future parking in this area). In addition, 2 parking spaces would be added on the eastern edge of the parking lot, thereby allowing a total of 23 spaces. I feel this proposal is better than what was approved by the Commission. I agree that without the southern extension the lot would be very tight for trucks. Also, the company parking space standards for their business are much better than the general standards we apply for a particular use, therefore 23 spaces should be allowed. Grainger, Inc. proposes to construct a 14,982 square foot building for wholesale distribution use on a 2.7 acre lot in Green Tree Park. The ultimate building size will be 23,662 square feet and will be completed in 3 phases. This application is only for Phase I (14,982 square feet). The parcel is zoned I-C. The parcel is bounded on the northby a vacant industrial lot, on the east by Muddy Brook, on the south by Shunpike Road and on the west by Gregory Drive. This application was first reviewed at the 5/19/89 meeting. A concern was raised regarding the location of the access drive in relation to Shunpike Road. The plan has since been revised to show the parking area and building shifted to the north. The access drive is not located 110 feet north of Shunpike Road compared to 75 feet as was originally proposed. This location should provide an adequate distance for a trailer truck to safely exit the site. Additionally, moving the access drive 35 feet to the north improves the safety for entering and exiting traffic. Access/Circulation: Access will be provided by a 30 foot wide curb cut on Gregory Drive. This drive leads to a parking lot located in front of the building (south side). No circulation is provided on the north, east or west sides of the building. A loading dock is also shown on the south side of the building with access through the parking lot. Parking: The use requires 17 parking spaces. 21 are proposed. 10 future spaces are also proposed. Traffic: The applicant estimates 10 trips ends during the peak hour. I.T.E. does not provide trip data for wholesale distribu- tion of industrial and commercial equipment and supplies. The applicant will be required to contribute $99 to the Williston Road Traffic Improvements Program based on the 10 peak hour trips to be generated by this project. Sewer: A sewer allocation of 120 gpd is granted based on the applicant's estimate of 8 employees. The original plan shows maple, juniper, crabapple, white pine and arborvitae which meets the required value. A new landscaping plan needs to be submitted which shows the location of proposed plantings according to the new site layout. The plan shows White pine along Shunpike Road. Since these'species tends to have a poor salt tolerance, I would suggest putting in a more salt tolerant pine such as Austrian pine or Colorado Blue Spruce. The plan also shows several species which still need to be put in by Ken Desmond, the subdivider of Green Tree Park. Lighting: The plan shows downshielding lighting in the parking lot. Other: See Bill Szymanski's comments. 4) RENE BERARD, LOT 14 ETHAN ALLEN DRIVE Rene Berard proposes to construct a 13,600 square foot (7,600 square foot footprint) storage and distribution facility on lot #14, Ethan Allen Drive. The lot is bounded by Ethan Allen Drive on the north and Commerce Avenue on the south. Adjacent uses are on lot #13, a warehouse building for a contracting firm and, on lot'#15 a vacant industrial lot approved for manufacturing. An earlier presented plan (5/23/89) exceeded front yard coverage restrictions on Ethan Allen Drive , and lacked inlets and de- pressed concrete curbs at the access drives. These issues have been addressed and are described below. Coverage: Building coverage is 18% (30% allowed). Total lot coverage is 51% (70% is allowed). The lot actually has 2 frontages, one on Ethan Allen Drive and one on Commerce Avenue. Zoning limits front yard coverage to a maximum of 30%. Proposed revised front yard coverages on Ethan Allen Drive and Commerce Avenue are 30% each. Inlets: The revised plan shows the inlets as requested by Bill Szymanski. See Bill's comments. The applicant has indicated that he wishes the Planning Commission to consider the use of the 2nd floor as retail. The square footage use of the 2nd floor is broken down as follows: * Proposed retail floor area 572 sq. ft. * Stair area 80 sq. ft. * 3 bathrooms, 1 changing room, 1 fitting room 782 sq. ft. 1,434 sq. ft. Parking: The use requires 23 parking spaces, 25 are proposed. Trip generation: The parcel allows 18 commercial peak hour trips. The proposed use would generate 23 peak hour trip ends based on I.T.E. rates. Other: See enclosed memo dated 4/28/89 for additional information. 5) W.W. GRAINGER, LOT 13, GREEN TREE PARK W.W. Grainger, Inc. proposes to construct a 14,982 square foot building for wholesale distribution use on a 2.7 acre lot in Green Tree Park. The ultimate building size will be 23,662 square feet and will be completed in 3 phases. This application is only for Phase I (14,982 square feet). The parcel is zoned I-C. The parcel is hounded `oh the north by a vacant industrial lot, on the east by Muddy Brook, on the south by Shunpike Road and on the west. by Gregory Drive. Access/Circulation: Access will be provided by 'a 30'foot wide curb cut on Gregory Drive. This drive leads to a parking lot located in front of the building (south side). No circulation is provided on the north, east or west sides of the building. A loading dock is also shown on the south side of the building with access through the parking lot.. Parking: The use requires 17 parking spaces. 26 are proposed. �t. Memorandum - Planning May 23, 1989 agenda items May 19, 1989 Page 3 Traffic: The applicant estimates 10 trips ends during the peak hour. I.T.E. does not provide trip data for wholesale distribution of industrial and commercial equipment and supplies. The applicant will be required to contribute $99 to the Williston Road Traffic Improvement Program based on the 10 peak hour trips to be generated by this project. Sewer: A sewer allocation of 120 gpd is granted based on the applicant's estimate of 8 employees. The $2.50 per gallon fee shall be paid prior to permit. Landscaping: The project requires $10,050 in new landscaping. The plan shows maple, juniper, crabapple, white pine and arborvitae. The value of Ithe landscaping will be provided at the meeting. The plan shows White pine along Shunpike Road. Since these species tends to have a poor salt, tolerance, I would suggest; putting in a more salt tolerant pine such as Austrian pine or Colorado Blue Spruce. The plan also shows several species which still need to be put in by Ken Desmond, the subdivided of Green Tree Park. Lighting: The plan shows downshielding lighting in the parking lot. Layout: The plan shows parking along Shunpike Road (south side of lot) and the building on the northern portion of the lot. I suggest that the parking and building orientation be reversed for the following reasons: 1) The access drive is only 70 feet from the Shunpike Road/Gregory Drive intersection. This could pose problems for exiting tractor trailers. I do not think there is enough room for the trucks to get to the intersection without blocking traffic in the northbound lane of.Greggry Drive., especially- if' there are vehicles waiting at the intersections.' The applicant has indicated that there will. be one delivery per week by a. 55 foot long truck and dailey deliveries by a 40 foot long truck. 2) From an aesthetic standpoint, I feel. it, would be beneficial to use the bui.l.ding to screen the parking lot, loading docks, and tractor t:rai.lers from Shunpike Road. By flipping the parking lot to the north, the site could be similarly designed so that the building is setback 70 feet from the south property line. With a nice landscape plan, I feel this design would be less obtrusive,. than viewing a parking lot and loading dock. Other: See Bill Szymansh_i's and Chief Goddette's commeriCs.
