BURLINGTON, VERMONT 864-0777 The land will be stripped in three acre sections. Each section will be harrowed and reseeded before the next section is stripped. A minimum of two inches of topsoil will be left on the land. No topsoil will be removed within ten feet of the top of the bank along Muddy Brook. A small ditch will be used along the edge of the construction area to prevent eroded soil from washing into Muddy Brook. The topsoil will be stockpiled near the road and the east fence line. Trucks will enter and leave on Shun Pike Road and Williston Road. Rather than use a commercial fertilizer, manure will be spread on the soil before harrowing, and the following seeding mixture will be used. The Agency supports the recommendations of the Division of Managementand Engineering contained in paragraphs #1 and #2 of its memorandum. The Agency'would requests that these suggestions be imposed as conditions upon the applicant. Care should be taken that the small ditch referred to in paragraph #3 of the Division of Management and Engineering comments does not discharge directly to Muddy Brook. if this happens, a discharge permit will be required. It is recommended that the applicant follow the comments of the Division of Management and Engineering. The Advisor's comments reinforce the concern raised by the Division of Management and Engineering. It is recommended that the applicanttake every precaution to prevent a direct discharge to the waters of Muddy Brook. The Agency would suggest that the applicant prepare an erosion control plan for use by the District Environmental Commission. Such a plan should contain specifications regarding refinishing of the site with definite time limits. The Agency would further recommend that such a soil erosion control plan be made a condition of any land use permit issued in this matter. Burlington The 30-acre site is presently an open field used for hay production. The topography is gently rolling with a S-SE aspect. The field is bounded on the north by Williston Road residences, on the east by a long bank descending to Muddy Brook, on the south by Shun Pike Road and open fields beyond, and on the west by farm buildings, agricultural land, and residences. Soils on the site are principally Windsor Sands on an A slope and Vergennes Clay on a B slope. Plans and Comments The applicant plans to remove topsoil in 3-acre sections. Water pollution and soil erosion should be considered jointly since the only possible form of water pollution would be stream siltation in the event of severe erosion. The application states that a small ditch will be con- structed adjacent to the stream bank; however, it should be pointed out that the stripping activity will create its own ditch. There are three small drainage swales across the field which empty onto the stream bank. Special care should be taken at these points to restrict surface runoff and thereby prevent erosion. Re -seeding specifications have been included in the application. Since then, the Soil Conservation Service has been consulted and some modifications suggested. Mr. Stephen B. Sease -2- April 23, 1974 The applicant indicated that this project may span a 2-3 year period. For this reason it is unlikely that excessive truck traffic will be generated. Trucks will have access to the project from Shun Pike Road, which is not heavily traveled. We would recommend this distance be in- creased to 100 feet in order to maintain the natural condition of Muddy Brook. 2) The stripping operation should be limited to areas that are at least 10 feet above low water level of Muddy Brook to prevent severe erosion during flood flows. 3) The applicant does not say where the temporary small ditch will be directing the water to. It should be diverted into a settling basin before running into Muddy Brook. This would allow most fines or other foreign materials ample time to settle out of the water before it enters Muddy Brook. The Environmental Advisor's comments indicate that there appear to be few problems with regard to the project from the Agency's point of view. At the Act-250 Review Committee Meeting regarding this application, it was felt that the procedures for stripping topsoil submitted with the application were satisfactory except with regard to the tenuous information regarding reseeding of the property. It was indicated by a representative of the Soil Conservation Service that it would be better to insure that the site is reseeded by the fall so that plant materials would have a chance to take root before winter. It was felt that reseeding later than August 15th would allow little time for reseeding to take hold. AREAS FOR LOCAL REVIEW The advisor indicates that neighbors or the town may which to comment on truck traffic or noise. The Agency feels that his comment and suggestions are appropriate for review by the community and the District Environmental Commission. Box 132 Essex Junction, VT 05452 Note: North is to the right of the plan. The site is flat, open meadow land behind the applicant's dairly barn, west of Shunpike Road in South Burlington. The timber stand shown is pole- sawlog size white pine. Soils are Windsor sand. Adjacent meadow lands are flat, soils being Hinesburg to the south, and Belgrade -Eldridge to the north. A small stream flowing north is located a few hundred feet west of the project area. Plans and Comments: On February 6 I discussed the project with Tyler Haut of Willis Engineering. This project area is west of the topsoil project AC0149. The meadow land east of the "pump house" is the 4CO149 area. Soil erosion and subsequent stream siltation will not be an issue due to the flat topography. Due to the small size of the parcel, it does not appear necessary to subdivide the Parcel and establish a stripping schedule. The "Procedure for stripping topsoil" included in the application appears to be satisfactory. 1r. Stephen Sease Page 2 February 7, 1975 At the hearing for application #4C0149 the neighbors expressed considerable concern about the high volume and rate of speed of the truck traffic, and the fact that such traffic occurred during hours that are usually quiet in a residential neighborhood. ZONING ADMINISTRATOR RE: LAURENCE WILLIS 295 SHUNPIKE ROAD STRIPPING TOPSOIL FROM WILLIS FARM DATE: MARCH 6, 1975 On March 3, 1975 the South Burlington Zoning Board of Adjustment granted approval to Mr. Willis to strip toposil from approximately 3.6 acres of land, parcel is located to the rear of Mr. Willis's barn. Proposed access to the parcel will be over an existing driveway as shown on the plan. Mr. Willis proposes to strip an average of 6 inches of soil leaving 2 to 3 inches for reseeding. (See attached sheet which details the procedures for stripping toposil). This proposal requires site plan approval in accordance with Section 11.70 of the Zoning Ordinance (see Section 13.50, page 27 & 28) it also requires a permit from the District Environmental Commission. Procedure for stripping topsoil The 3.6 acre parcel will be stripped of an average of 6" of topsoil leaving 2" to 3" for reseeding. Topsoil will be stock -piled on the site. Those areas stripped will be harrowed, fertilized, limed, and reseeded immediately following the stock- piling, operation, and according to the following schedule: Lime - 2 ton/acre, harrowed in Fertilizer - 400 lbs./acre, 10-20-10 Seeding - Iroquois alfalfa, 8 lbs/acre Mansfield Trefoid, 6 lbs/acre Climax Timothy, 5 lbs/acre Seeding will be undertaken in the spring or fall as weather allows. This parcel will be restored to its original contour during the reseeding operation and will be used for hayland. Access to the parcel will be over an existing driveway shown on the plan.
