'J_' V i.e., "Oi LII;E" —%7 L?J ATIOII: SCHOOL '!'IDS CAR COUI:TS SOUTH BURLINGTON LEGAL NOTICE SUBDIVISION HEARING The South Burlington Planning Commission will hold a public hearing at the South Burlington City Hall, Conference Room, 1175 Williston Road, South Burlington, Vermont on Tuesday, February 8, 1977 at 7:30 p.m. to consider the subdivision application of RDR Enterprises, Inc., Mr. Robert Willis of Williston, Vermont, seeking approval of a minor subdivision of a parcel of land containing 30.E acres, into two lots, a residential lot containing approximately 0.88 acres with the remaining portion containing approximately 29 acres to be undeveloped, said parcel under consideration is located on Shunpike Road, bounded by Peter W. Harvey, Richard Pepperman, William S?vmKn-k' any? Muddy Brook, U6 per plan on file in the off ice —of the Zoning Administrator. Water shall be supplied by the municipal system 2) The residential lot is approved for one single family dwelling only. - 3) The final plat for recording shall clearly show the present boundries of the residential and industrial zoning districts The motion was seconded by Mr. Morency and passed -with a -vote of 4 to 1,-Mr. Levesque voting nay. Public hearing: Proposed Amendments to Subdivision Regulations Mr. Wessel asked for debate on this issue and/or for a member of the public to comment. None was received, and Mr. Poger moved that the South Burlington Planning Commission submit the subdivision amendments to the city council for "perusal and approval" The motion was seconded by Mr. Morency and paaaed unanimously. Mr. Page pointed out that the amendments under discussion were those of January 11, 1977. Public hearing: Preliminary Plat -of ICV, Inc for two commercial lots and a 240 unit apartment project, -at the corner of Kennedy Drive and Williston Road Mr. Wessel asked for a general overview and review of the development project. The water flow on Williston Road was discussed and it was agreed that it is sufficient, although one of the fire hydrants has not bees tested yet. The interior hydrants will most the requirements for the density planned. Referring to the February 4, 1977 memo from Mr. Page, Mr. Lamphere said all these things had been taken care of. A discussion of curb cuts followed, the crux of the matter being that if ICV were granted the two they desire, Mr. Dumont, an adjacent landowner, would not be allowed another one on his property even if he decided to develop in the future. He would be sharing one with the ICY people, and it would be the curb cut for the property. Mr. Wessel naked if this was a logical place for a curb cut for the Dumont property and Mr. Page replied not really. It was clear that an agreement would have to be made on this subject involving a minimum of Mr. Dumont and ICV, with the possible inclusion of the South Burlington Planning Commission. It was decided that before final approval could be given, Mr. Dumont would have to be consulted on the issue. The entrance and circulation appears satisfactory. R.D.R. Enterprises The water main is along the west side of Shunpike Road. The installation of the service should be coordinated with the sewer construction. Kennedy Drive Apartments I would prefer a single entrance onto Kennedy Drive opposite the Industrial Road. The road opening requires state and federal approval. Provisions could be made to tie the entrance to the land to the west for an alternate entrance. Forest Park Apartments 1. A sidewalk should be constructed along Hinesburg Road. 2. There should be a grassed strip separating walkways from parking areas to facilitate snow removal and for pedestrian safety. 3. A sidewalk to the medical complex should be investigated. 4. Consideration should be given to relocating the entrance southerly so that development of the large parcel across the road would have its entrance opposite to this development entrance.
