Be advised that the South Burlington Zoning Board of Adjustment has granted
your request for a lot size variance ou the Barney property located or,
Shelburne Road. The request for a waiver from the landscaping provision was
Withdrawn.
Your proposal is subject to site plan and subdivision approval. Contact
David Spitz for scheduling before the Planning Commission.

Proposed lot size 60,000 square feet
Request is to construct a 30 x 50 building on a lot situated within the boundaries
of the City of South Burlington, containing 60,000 square foot -lot is located on
the Shelburne -South Burlington line and contains 132,600 square feet or 3 acres.
All structures including pump islands are conforming to the dimensional require-
ments
Section 11.702 front yards
Requires that 50% of the front yard can be used for parking and driveway and the
balance must be suitably landscaped - the front yard is that area from the front
of the building to the street line. The proposed building has a setback of 129
feet. An area more than 50% is involved in driveway - parking and circulation
area.
The use (conditional use) has been granted approval by the City Council under
the Interim Zoning.

Date: March 5, 1980
Motion: That the South Burlington City Council approve the conditional use
application of Bernard Barney, C.A. Cairns, Champlain oil Company, agent, for
construction of a 30' x 40' building, and occupy same as a mini -mart and gasoline
station, on land located southerly of Automasters and northerly of the Shelburne -
South Burlington town line, according to the proposal of record and based on the
following findings and stipulations:
Findings
1. That the proposed use is consistent with the health, safety and welfare
of the City of South Burlington and standards 2, 3 and 4 of Section 5 of the
Interim Zoning Regulations.
2. That the proposed use is consistent with standards 1 and 5 based on the
evidence submitted by the applicant and verified by Traffic Enginnering Associates.
Stipulation:
1. That if gasohol with more than 10 percent alchohol is to be sold, approval
by the Fire Chief is necessary.

Dear Dr. Farrar,
On Thursday February 7,1980 plans were reviewed on the new
mini mart service station Champlain Oil Co. would like to build
on Shelburne Road neat to Au omasters. �t this time I can see
no problems with giving fire protection for the building.
I would like to bring to your attention that information
I have recieved is that gasohol will be supplied to service
stations in South Burlington by the end of February or March
1980. Champlain Oil Co. Will be a supplier. At this time we
DO NOT have anything to control a gasohol fire. Through my
investigation I found that IBM fire department is the only
one in the area who has a chemical to fight a gasohol fire.
IBM will respon4 to our need but because of there location
it will take 25 to 30 minutes to arrive on the scene.

SUBJECT: Traffic review of proposed Gasoline and Mini- Mart
Sales, Shelburne Road, South Burlington, Vermont
We have reviewed the traffic data submitted for the proposed
Gasoline and Mini - Mart Sales and have conducted a field
investigation of the proposed site. We offer the following
comments:
1. The traffic data submitted regarding vehicles
entering the proposed development is within the
limits established by the Institute of Transportation
Engineers and is therefore acceptable.
2. The proposed use would not likely increase the
volume of traffic on Shelburne Road because traffic
using this type of facility is typically on the
road for another purpose. Therefore, this propose
development should not have a significant impact
on traffic in the project area.
3. The stopping site distance north and south of the
entrance, exit are adequate for an approach speed
of 50 MPH. The posted speed limit is 40 MPH in the
project area. There are signs warning approaching
traffic .from the north and south of turning vehicles.
Traffic turning left into and out of the proposed
development will most likely be minimal because of
similar services being offered on the east side of
Route 7. Based on this information we do not feel
the proposed entrance will create a significant
traffic safty problem.
4. Our only concern is the possibility of
pedestrians, from the motel located on the east side
of Route 7, crossing Route 7 to purchase items at
the Mini -Mart. This is not a desirable location for
a pedestrian crossing, and at night could create a
safty problem.

Re: Conditional use - Barney -Cairns
Date: January 29, 1980
Parcel of land in question contains three (3) acres located on the South
Burlington -Shelburne town line. Velco transmission line located through the
center of property.
Request before the Council is to occupy the land located within South Burlington
with a 30' x 40' building and use same as a mini -mart (convenience store) and
gasoline sales outlet.
Approximately 1.3 acres (60,000 square feet) of the site is involved with this
proposal. A second use will be proposal for the land located in the Town of
Shelburne.
Under 1974 zoning regulations this area is zoned Business Planned Development.
The minimum lot size being 80,000 square feet. This proposal is subject to a
variance request of the dimensional requirements.

Dear Tony:
With reference to your proposed building to be located within
a portion of VELCO's right-of-way in the City of South Burlington,
VELCO would be willing to swap 25 feet of its right-of-way that is
in South Burlington in exchange for a 25-foot easement in the Town
of Shelburne. These two strips ofeasement would be parallel with
the centerline of the present electric line from U. S. Route 7 to
your westerly property line.
Concerning your proposed parking lot to be located in VELCO's
easement, it is requested that you maintain at least 30 feet of
clearance from the parking area to the lowest conductor.
When you obtain title to this property, would you let me know
and I will proceed with the paperwork for the swap of easement?
