The lights are in the upper parking lot and will be 2 sodium white lights. They put a plywood shade around them so they cast down. They will also replace spotlights with down - casting fixtures. All restriping has been done. No issues were raised. Sketch plan application of MBL Associates to amend a previously approved planned residential development consisting of 121 single family lots and 60 multi -family dwelling units, Dorset Street. The amendment consists of adding berms and landscaping to conform with the State Environmental Board's approval: Mr. Milot said they got their Environmental Board approval based on these changes. The goal is to shield the project from view on Dorset St. as much as possible. Mr. Lawrence showed where plantings will go along the wetland to the power right-of-way. He also showed changes in grading., The goal is to plant tall evergreens on the highest contours. Mr. Lawrence then showed cross -sections of how this will look. He expressed the opinion that it would not be out of character with other slopes in the area. Members raised no issues. 6. Public Hearing: Preliminary Plat application of Century Partners for a planned unit development consisting of 87,357 sq. ft. of general office and shopping center use in four buildings 100 Dorset Street and 2 Corporate Way: Ms. Lindsay noted that the last time they were in the Commission asked that they look at the parking situation and the possibility of a parking structure for about 160 cars. They are now proposing two buildings on Corporate Way in addition to the builidng in front of the develoment on Dorset St. One of the new buildings would be the footprint of the theatre building and the other a 40,000 sq. ft. building. They have gotten per- mission to apply C-1 zoning. This brings the buildings into con- formance. Access to the upper level of the parking deek would only rise 2 ft. above the ground. There would also be a pedestrian link from Corporate Way to the Dorset St. buildings. They have engaged Trudell Associates to look at the water table issue. Ms. Lindsay felt they were above the table. She noted that the second story of the parking structure would be done in 2 phases. Mr. Judge said they would do the services for the entire development in phase I. Mr. Burgess said the street trees on Corporate Way should be larger. Mr. Judge said they will be in the city right-of-way and asked if the city will maintain them. The amendment consists of relocating two (2) handicapped spaces and adding two (2) exterior lights, as depicted on plan entitled "Pauline's Restaurant, 1834 Shelburne Road", prepared by Robert Fuller, dated 11/5/94 last revised 2/28/95, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The site plan shall be revised prior to issuance of a zoning permit to show the changes listed below and shall require approval by the City Planner. Three (3) copies of the approved revised site plan shall be submitted to the City Planner prior to permit issuance. a. The site plan shall be revised to show two (2) handicapped spaces with minimum dimensions of 13'x 22'. 3. All new exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Memorandum - Planning July 11, 1995 agenda items July 7, 1995 Page 2 4) PAULINE'S RESTAURANT - RELOCATE PARKING SPACES - SITE PLAN This project consists of amending a previously approved site plan for a 340 square foot addition to a standard restaurant and increasing seating capacity from 103 seats to 129 seats. The amendment is to relocate two (2) handicapped spaces and adding two (2) exterior lights. The site plan being amended was approved on 12/13/94 (minutes enclosed). This property located at 1834 Shelburne Road lies within the C2 �uJ� District. It is bounded on the north by a mini -mart with gas sales, on the south by a motel, on the east by a vacant lot and on �)�1 the west by Shelburne Road. �1 Access/circulation: Access is provided by two (2) curb cuts on Shelburne Road. The northerly access is ingress only and the southerly access is both ingress and egress. No change proposed. Circulation is adequate. Coverage/setbacks: Building coverage is 9.6% (maximum allowed is 30%). Overall coverage is 82.7% (maximum allowed is 70%). Front yard coverage is 96% (maximum allowed is 30%). Overall and front yard coverage are currently exceeded and will not be made worse by this application. Setback requirements are met. Parking: This site requires 42 parking spaces and 44 spaces including two (2) handicapped spaces are shown on the plan. A bike rack is also being provided as required under Section 26.253(b) of the zoning regulations. The amendment is to relocate two (2) n-( handicapped spaces from the front of the building to the north side of the building. The plan should be revised so that the parallel handicapped spaces have minimum dimensions of 13'x 22' feet. The applicant has not striped the parking area as shown on the approved plan (condition #6 of the 12/13/94 approval). There are several angled spaces along the southerly boundary and the approved plan showed parallel spaces in this location. The required bike rack has also not been installed. These improvements should be done as soon as possible. 2 Memorandum - Planning July 11, 1995 agenda items July 7, 1995 Page 3 Landscaping: The required landscaping has been planted. Traffic: No change. Sewer: No change. Dumpster: The dumpsters have been screened as required. Lighting: Exterior lighting consists of the following: --- one (1) 300 watt sodium light mounted on a 10 foot pole. --- two (2) 75 watt building mounted flood lights. --- five (5) 30 watt halogen spot lights aimed at the building. The building mounted flood lights have not been replaced with downcasting shielded fixtures as required. This should be done as soon as possible. The applicant is proposing to add two (2) downcasting and shielded mercury vapor lamps of unknown wattage at the rear of the site. 5) MBL ASSOCIATES - SOUTHEAST SUMMIT - SKETCH PLAN This project consists of amending a previously approved planned residential development consisting of 161 single family lots and 60 multi -family units. The amendment consists of modifying the landscaping plan to conform with the state Environmental Board's approval. This project was approved by the Planning Commission on 10/12/93 and amended on 5/10/94 (minutes enclosed). This property located on the west side of Dorset Street immediately to the north of the Shelburne Town line lies within the SEQ District. Landscaping: This is the only aspect of the project which is changing. Berms and additional landscaping are proposed to screen the project from the street and adjoining property owners. The Planning Commission at the sketch plan review meeting decided that an updated traffic study was not necessary. District: There is a 50 foot wide C.O. zone within 50 feet of the interstate ramp r.o.w. The entire C.O. zone which is located on this property is shown on the preliminary plat. This property located at 1834 Shelburne Road lies within the C2 District. It is bounded on the north by a mini -mart with gas sales, on the south by a motel, on the east by a vacant lot and on the west by Shelburne Road. Access/circulation: Access is provided by two (2) curb cuts on Shelburne Road. The northerly access is ingress only and the southerly access is both ingress and egress. No change proposed. Overall coverage is 82.7% (maximum allowed is 70%). Front yard coverage is 96% (maximum allowed is 30%). Overall and front yard coverage are currently exceeded and will not be made worse by this application. Setback requirements are met. Parking: This site requires 42 parking spaces and 43 spaces including two (2) handicapped spaces are provided. A bike rack is also being provided as required under Section 26.253(b) of the zoning regulations. Landscaping: The minimum landscaping requirement, based on �. building costs, is $600 which is being met. Plantings will include Yew and Dwarf Spruce. Traffic: This property is located in Traffic Overlay Zone 5 which allows this property to generate a maximum of 32.1 vehicle trip ends (vte's) during the P.M. peak hour. ITE estimates the current restaurant to generate 23.69 vte's and with the proposed expansion to generate 29.67 vte's for a 5.98 vte increase.
