Re: Findings of Fact, application of Pauline's Cafe and Restaurant
for construction of a 340 square foot addition to a standard
restaurant and increasing seating capacity from 103 seats to 129
seats, 1834 Shelburne Road.
On the 13th of December, 1994, the South Burlington Planning
Commission approved the request of Pauline's Cafe and Restaurant
for site plan review under Section 26.10 of the South Burlington
Zoning Regulations based on the following findings:
1. This project consists of the construction of a 340 square foot
addition to a standard restaurant and increasing seating capacity
from 103 to 129 seats.
2. This property located at 1834 Shelburne Road lies within the C2
District. It is bounded on the north by a mini -mart with gas
sales, on the south by a motel, on the east by a vacant lot and on
the west by Shelburne Road.

Coverage/setbacks: Building coverage is 9.6% (maximum allowed is
30%). Overall coverage is 82.7% (maximum allowed is 70%). Front
yard coverage is 96% (maximum allowed is 30%). Overall and front
yard coverage are currently exceeded and will not be made worse by
this application.
Setback requirements are met.
5. Parking: This site requires 42 parking spaces and 43 spaces
including two (2) handicapped spaces are provided. A bike rack is
also being provided as required under Section 26.253(b) of the
zoning regulations.
6. Landscaping: The minimum landscaping requirement, based on
building costs, is $600 which is being met. Plantings will include
Yew and Dwarf Spruce.
7. Traffic: This property is located in Traffic Overlay Zone 5
which allows this property to generate a maximum of 32.1 vehicle
trip ends (vte's) during the P.M. peak hour. ITE estimates the
current restaurant to generate 23.69 vte's and with the proposed

Intersection Improvements Fund for the 5.98 additional vte's to be
generated.
8. Sewer: The sewer allocation needed for this project is 780
gpd. The applicant will be required to pay the per gallon fee
prior to issuance of a zoning permit.
9. Dumpsters: The existing dumpsters will be screened by a
stockade fence.
10. Lighting: Exterior lighting consists of the following:
--- one (1) 300 watt sodium light mounted on a 10 foot pole.
--- two (2) 75 watt building mounted flood lights.
--- five (5) 300 watt halogen spot lights aimed at the building.
The building mounted flood lights should be replaced with
downcasting shielded fixtures. No additional lighting proposed.
DECISION AND CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Pauline's Cafe and
Restaurant for construction of a 340 square foot addition to a
standard restaurant and increasing seating capacity from 103 seats
to 129 seats, 1834 Shelburne Road, as depicted on a plan entitled
"Pauline's Restaurant, 1834 Shelburne Rd", prepared by Robert
Fuller, dated 11/5/94, last revised 12/8/94, with the following
stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. The applicant shall post a $600 landscape bond prior to
issuance of a zoning permit. The bond shall remain in effect for
three (3) years to assure that the landscaping takes root and has
a good chance of surviving.
3. Any new exterior lighting or change in existing lighting shall
consists of downcasting shielded fixtures so as not to cast light
beyond the property line. Any change in lighting shall be approved
by the City Planner prior to installation.
The building mounted floodlights shall either be removed or
replaced with a shielded downcasting fixture. The City Planner
shall approve any replacement light fixture prior to installation.
4. An additional sewer allocation of 780 gpd is approved. The
applicant shall pay the per gallon fee prior to issuance of a
zoning permit for the addition.

5. The applicant shall contribute $154 to the Shelburne Road
Intersection Improvement Fund prior to issuance of a zoning permit
for the 5.98 additional vte's to be generated.
6. The paved portion of the site shall be restriped as shown on
the approved site plan as soon as weather permits.
7. The applicant shall obtain a zoning permit for the addition
within six (6) months or this approval is null and void.
8. The applicant shall obtain a Certificate of
Occupancy/Compliance from the Administrative Officer prior to use
of the addition.
9. Any change to the site plan shall require approval by the South
Burlington Planning Commission.
10. The plan shall be revised prior to issuance of a zoning permit
to show the following:
a) proposed lighting to replace the floodlights.
b) the proposed location of the bike rack on the north side
of the building.
