PERRY'S RESTAURANT APPEAL
The City Planner has a memorandum to the Board (memo enclosed)
which informs you that narrower aisle widths for angled parking
has been accepted by the Planning Commission. This is a policy
action not a formal accepted amendment to the zoning bylaws. Any
past action by the Planning Commission dealing with sub -standard
parking lot design is questionable. Be further advised that the
new parking lot constructed by the State Highway Department
located to the south side of City Hall is also sub -standard but
meets recommended standards by I.T.E.
Since we are presently reviewing three different plans, I
strongly believe that the applicant must address the criteria
setforth under Section 4468 of the Vermont Planning & Development
Act.
MEMORANDUM

RE: Parking Space Dimensional Requirements
DATE: May 4, 1994
Dick Ward informed me that a discussion came up during the appeal
of Perry's Fish House regarding dimensional standards for angled
parking spaces. The City's zoning regulations require 22 - 24'
wide aisles for any type of parking configuration. These aisle
widths specifically serve 90 degree parking spaces and do not
address the narrower aisles which are adequate for angled parking.
Based on standards recommended by the Institute of Transportation
Engineers and other site design manuals, aisle widths of 12 - 17
feet are adequate for angled parking.
The Planning Commission adopted a policy a couple of years ago to
allow narrower aisle widths for angled parking. This policy will
be formally included in the zoning regulations within the next
couple of months. The Planning Commission has scheduled a public
hearing for the new regulations for June 7, 1994. Enclosed is a
table of parking lot dimensions which will be incorporated into the
regulations.
