Members asked what the proposed use is, but this has not yet been decided. It was noted that if the use were medical, it would require more parking. Mr. Dooley agreed that parking was inadequate without the garage removed. Mrs. Hurd added that she felt the gravel turn -around would be used for parking, and cars would be backing onto Hinesburg Rd. Mrs. Lafleur suggested a shared driveway between the two properties on the property line. Mr. Greenberg said they would prefer to withdraw the application and come back with another site plan that solves the garage and parking problems. 3. Site Plan Application of Harry Curth for construction of a 2720 sq. ft. drive -through car wash at 1805 Shelburne Rd. Mrs. Lafleur noted the application is being resubmitted with an amendment to the traffic study. Mr. Curth reviewed the plan and noted the sidewalk had been moved as requested and the separate sewer main added. They will move the vacuum island when they determine the location of the force main from Fassetts. They have also upgraded the trees. He stressed that their waiting line faces the street, so motorists can see the delay. Mr. Dickinson said that carwashes have seasonal variations and had thus readjusted their figures to indicate the average use generated. The only season data ITE has is for shopping center, so in readjusting the figures, they used the ITE process, taking the average. By doing this they felt they could say this use would not generate more than 65 vehicles per peak hour. They also felt that at least 50% of this was diverted traffic that was already on the road. He added that the purpose of the traffic overlay was to regulate new traffic. Mr. Dooley said that averaging did not strike him right since it gives you unacceptable traffic for part of the year because it is light the other part of the year. Mrs. Maher asked what kind of stack up could be anticipated at a peak hour with cars trying to get out. Mr. Dickinson felt that there would be no problem with right turners and about a minute wait for left turners. There would be a 2- lane stack -up for exiting cars. He then explained the data used for the 2 local comparisons, Rocky's which produced 46 trip ends per peak hour and Seaway which produced 76. Mr. Dooley asked what the March figure was for Seaway. Mr. Dick- PLANNING COMMISSION 6 MAY 1986 PAGE 3 inson responded that it was 100 vehicles. He said both Rocky's and Seaway have one automatic bay. Rocky's also has 2 self-service bays. Mr. Curth referred to a letter he wrote to the Commission offering the chance to observe 4 times a year that no more than 65 trip ends are generated by his machinery in any peak hour. Mr. Dooley indicated that he distinctly remembered using the highest months as an indicator in the case of Rocky's. He felt seasonal averaging should not be allowed. Jude Chicoine noted this was also true with his proposed Seaway carwash. He said if averaging is allowed in Mr. Curth's case, Seaway will be back with average figures. Mr. Stavrand of the Vermont Business Brokers said he didn't feel people make a purposeful trip to get a car wash and didn't feel additional traffic is being generated. He said the Seaway traffic has never affected him. Mr. Dickinson said they did not use averaging in the Seaway case to compen- sate for the self-service bays which increase capacity. Mr. Belter said he felt work was needed on traffic studies to get a more precise measurement. Other members questioned what enforcement measures could be used if the machinery were found not to be regulated as indicated. Mr. Burgess said the administrative burden would be too great for the city to ac- cept such an offer. Mr. Dooley moved that the So. Burlington Planning Commission approve the site plan application of Harry F. Curth for con- struction of a 2720 sq. ft. building at 1805 Shelburne Rd, (lot #1 of the Fassetts 3-lot subdivision), as shown on a set of plans entitled "Shelburne Road Car Wash Site Plan" prepared bv Fitzpatrick -Llewellyn, dated March, 1986 stamp dated 4/25/86 with the following stipulations: 1. A 4500 landscaping bond shall be posted prior to permit. 2. A 16,000 gpd sewer allocation is allotted to this use. This includes 500 gpd of the 1500 gpd allotted to the 3 lot subdivision. The applicant shall pay the $2.50 per gallon fee. 3. The applicant shall implement the recommendation of Wagner, Heindel and Noyse for sotrmwater detention, after review and approval �2y the City Engineer. 4. A bond for the sidewalk along the 3 lots shall be posted PLANNING COMMISSION 6 MAY 1986 PAGE 4 prior to permit as required at subdivision approval. The bond amount shall be determined 12y the City Engineer. 5. The applicant shall contribute toward the Shelburne Rd. intersection improvement fund in an amount not to exceed two percent of the total amount based on 65 trip ends generated the facility. 6. The operator of the car wash shall be responsible for an deicing required on the private drive as a result of the car wash operation. 7. One additional fire hydrant shall be installed prior to permit as required in the original subdivision. 8. The building permit shall be obtained within 6 months or this approval shall be null and void. Mr. Belter seconded. In the vote which followed, the motion was defeated 2-4 with Mr. Burge , ssMr. Dooley, Mrs. Maher and Mrs. Hurd votingagainst. 4. Consider request of William Rowell for a Public Hearing to add "printing" to the permitted uses in the Industrial -Agri cultural District Mrs. Lafleur advised that Lane Press is going to the Zoning Board to try to overrule Dick Ward's determination that printing is not a permitted use. In the the Zoning Board does not overrule Mr. Ward, and because many members of the Commission indicated they thought this use should be permitted, Mr. Rowell is asking for the public hearing. Mr. Rowell noted that time is of the essence. He added that since printing is allowed on 3 acres or less, there seems to be no reason it should not be allowed on more than 3 acres. Ms. Peacock asked if this could be a conditional use since Lane Press wouldn't bother her but a Kwik Kopy would. Mrs. Hurd raised the question of traffic and noted that with Mitel the neighbors were faced with the same thing: a Zoning re- quest and a simultaneous site plan. She said it seems as if any time an applicant wants to come to the Southeast Quad- rant they get preferential treatment. Mrs. Maher said the Commission had a very definite agreement that once work was started on the Zoning Ordinance no more requests for zoning changes would be heard. Mrs. Hurd asked if this zone can be considered next. Mr. Belter said he had sympathy with the applicant because the Zoning Ordinance pro- cess could take 6 to 8 months. Mr. Dooley said he felt it a fair compromise to do this zone next. CHIP WARD, 3069 Williston Road Mr. Ward requests site plan approval for the conversion of the existing house at 3069 Williston Road to an office building. The property was the subject of a recent zone change from R4 to Industrial -Commercial and is one lot in from the corner of Shunpike Road. There are no structural changes proposed. Access and Circulation: Access is from the existing driveway on Williston Road. Circulation is adequate. Parking: Six new parking spaces plus two existing spaces offer adequate parking to the 1628 square foot office. Landscaping and screening: The parking plan strives to protect several very large trees in the side and rear yards. No additional landscaping should be required. Traffic: This property is in traffic overlay zone five which permits 25 trips during the peak hour. An office of this size should produce no more than 5 trips during the peak hour using the ITE data of 2.82 trips per 1000 square feet of office space. HARRY CURTH 1805 Shelburne Road Mr. Curth proposes to use lot #1 of the Fassetts three lot subdi- vision for a car wash with one drive through bay and four vacuum stations on two islands. The lot is the southerly most lot of the subdivision on the west side of Shelburne Road, just north of-I'V-_ 6vlc� Automaster. It is zoned Commercial-2. Access: The main entrance driveway is at a shared driveway with Fassetts Bakery at the southern end of the property. Circulation: Circulation is in a counter clockwise direction through the property. There is adequate stacking space for at least 18 cars within the property plus those using the vacuum facility. 1 No Text Parking: Three parking spaces for employees are provided at the north of the building Landscaping: The construction plan requires a landscaping bond and plan valued at $4500. The proposed plan meets this requirement. However, it would be preferable to have larger caliper trees planted along the front and within the property. The plan primarily consists of willow, birch, white spruce and juniper. raff,c: Roger Dickinson of FitzPatrick-Llewellyn has completed a traffic study to evaluate the impact of this project. Craig Leiner's evaluation of that study will be available at the meeting. In summary, the overlay zone allows -Q.Ltrips'during the peak hour. The FitzPatrick-Llewellyn study presents locally generated data since the applicability of the ITE data is questionable due to the limited number of samples and lack of information on the size of the ITE studied car washes. Data from the Essex Junction facility show 46 trip ends 11and 76 at the South Burlington Seaway Car wash on Bacon Street. The projected trips ends for this car wash are less than those projected for the proposed car wash reviewed a few weeks ago since the latter included four self -wash bays. The proposed car wash facility can only handle a maximum of 80 vehicles per hour due to the capacity of the facility itself.,r„ - ., 14;� .- f Levels of Service at Harbor View/Shelburne Road and Allen Road/ Shelburne Road intersections will remain at C after the project. The Bartlett Bay/Green Mountain Drive intersection will remain at D. The exit of the car wash will be level F. However, by separating right and left turning traffic at the entrance drive, it can be brought to level C. Furthermore, the planned widening of Shelburne Road will improve the level of service conditions to B at Green Mountain Drive/Bartletts Bay Road. Other: Mr. Curth is obtaining an evaluation by Wagner, Heindel and Noyse to comply with our erosion control policy in this Bartletts Bay watershed area. The three lot subdivision received a sewer allocation of 500 gallons per day per lot. Mr Curth's car wash needs 6000 gallons per day or an additional 5500 gallons per day. The revisions to the site plan as I see it are tabulated on pg. 1 of the attachments of this letter. These revisions have been input to a TR20 data file for the Bartlett Brook watershed. The following results have been obtained. Peak discharge from site 5.38 CFS Peak discharge at confluence with Bartlett Brook 200.83 CFS Since the peak discharge at the confluence in the pre -development condition is projected to be 200.6 CFS, this increase is deemed to be negligible. The effect on the Fassett's Bakery lot is insignificant since it is a 12.21 acre lot; a small corner of the bakery entrance drive will be on the car wash lot. The additional land for the car wash lot has a significant effect on the permitted number of trip ends. The maximum number of trip ends during the peak hour of Shelburne Road increases from 61 to 80. The car wash facility is identical to that reviewed by the Planning Commission at earlier meetings. i Enclosed is traffic information from Roger Dickinson that I requested he provide in order to clarify some of the data. Craig Leiner's comments will be available at the meeting. In summary, the traffic overlay zone allows a maximum of 80 trip ends during the Shelburne Road peak hour for this 1.62 acre property. The Shelburne Road peak hours (defined as those hours exceeding 80% of the highest hourly volume) are: 4-6 p.m. Monday through Thursday 3-7 p.m. Friday 10-11 a.m. Saturday Therefore, if the proposed traffirc exceeds 80 trip ends during any one of these hours, the us does not meet our overlay zone. If it is under 80 during of these hours, it conforms. If the projected traffic is over 80 trip ends during any other hours, it is irrelevant since we are most concerned about the Shelburne Road peak hours above# Section 17.303 of the Zoning Ordinance refers to the peak hour on the adjacent street as the critical period for the study and Table III refers to the peak hour of the generator for obtaining traffic data. It is reasonable to use the peak hour of the gener- ator for obtaining data if the peak hours of the generator are similar to the peak hours of the adjacent street. Otherwise the p.m. peak of the adjacent street should be used. The following summarizes the data we have received to date: A) Mr. Rocky Clayborne provided the Planning Commission with the actual daily counts for a year from his car wash in Essex. The highest weekend (Saturday and Sunday) count was 743 cars washed over a 12 hour period, averaging 62 per hour. The highest week- day count was 466 cars over 12 hours, averaging 39 per hour. There were no hourly counts to determine the peak hour count or the number during the peak hour of the adjacent street. 2 Roger Dickinson's traffic study for Mr. Clayborne showed actual counts during the month of July. The maximum number of cars was 19 during the 9-10 a.m. period on a Saturday. These 38 trip ends were seasonally adjusted to produce 76 trip ends-.., No other hour was this high. During the period of 10-11 a.�:f on Saturday, (peak of the adjacent street) 15 cars were produced for 30 trip ends and seasonally adjusted for 61 trip ends. Forty one trip ends were allowed on this .lot. This use was approved by the Commission although John Dooley voted against it; the approval has expired without any construction. B) With Jude Chicoine's car wash on John Larkin's lot at 408 Shelburne Road, 61 trip ends were permitted during the peak hour of Shelburne Road. A March count was taken at the Seaway car wash (1 automatic drive -through bay) to produce a maximum of 104 trip ends per hour on a Monday and 110 during one hour on a Sunday. Since the proposed facility had one bay plus 4 self- service bays, Mr. Dickinson felt that this high March count was an adequate compensation for the larger facility. To further test this assumption, the capacity of the facility was projected. The drive -through bay could handle 60 cars per hour or 120 trip ends; the 4 self-service bays could handle 4 cars per bay per hour or 16 cars (32 trip ends). Therefore, the maximum capacity was 76 cars or 152 trip ends. No numbers were provided for the trip generation during the peak hour of the adjacent, street as the ordinance suggests. This use was denied. (Roger Dickinson's May 20, 1986 letter, enclosed, projects rates during the peak hour of the adjacent street. All but one hour exceed the permitted 61 trip ends.) This use was denied. C) Mr. Curth's property new larger lot allows 80 adjacent street. Furthermore, it is reasonable to adjust data for seasonal fluctuation as well as to average the hours studied. Even if the highest peak of one car wash is averaged with the highest peak hour of the second, the overlay for this project is still met. It is important to note that we are concerned about the peak hour on the adjacent street. In that evaluation we outlined the requirements of Section 17 of the South Burlington Zoning Regulations (Traffic Overlay District), namely that any proposed use of this lot not generate greater than 65 vehicular trip ends per hour during periods of peak traffic volumes on the adjacent street, i.e. Shelburne Road. f4,�cr^-�A u► cC /7C It is our understanding that the data typically used to develop trip generation estimates represents "average rates', and not "peak rates". Backing through the calculations of Table 3 of the above regulations supports this conclusion. It is apparent, therefore, that the intent of the Traffic Overlay District is to regulate proposed uses based only on their average traffic generation. The original traffic impact evaluation outlines the results of traffic generation studies at two similar locations in the Greater Burlington area. The observed trip generation rates were adjusted to "annual averages", which Table 1 illustrates. During peak weekday peak periods of adjacent street traffic, the average trip generation rate equaled 61 vte/hour. The data given for Saturday peak periods of adjacent street traffic (10:00-11:00 a.m.) is in error. Upon further review, it was determined that the data shown represents the peak hour of the generator, which on Saturday does not coincide with the peak hour of the adjacent street traffic. The average Saturday trip generation rate between 10:00-11:00 a.m. equal 541 yte/hour. This conclusion is based on observed traffic volumes and other data collected at similar carwashes in this immediate geographic area. We hope that the foregoing clarifies our estimate of the amount of traffic which this Project is projected to generate. The conveyor determines vehicle throughput and the amount of equipment determines quality, i.e. more speed requires more equipment to maintain level of quality. To accomodate the City of South Burlington traffic overlay district regulations with respect to "trip generations" I propose what follows: 1. Hours having greater than 80% of the highest hour volume as determined by the Vermont Agency of Transportation are: 4-6 pm Monday -Thursday 3-7 pm Friday 10-11 am Saturday 2. The maximum trip generations allowed my project during the above periods equals 65 trip ends or 32.5 vehicles per hour. I will warranty/guarantee not to allow more than 32 vehicles per hour to exit my tunnel wash during any of the hours mentioned in #1. 3. To verify/substantiate my warranty, I recommend that FitzPatrick-Llewellyn Incorporated or another mutually agreed upon traffic engineering consultant be engaged at my expense to randomly at the Planning Commissions discretion observe one weekday (4-6 pm) and one Saturday (10-11 am) per quarter and file a report with the Planning Commission. I ask that at the end of each quarter I receive a copy of this report. Two parking spaces will be on the north of the driveway in the grassed area between the liquor store and the proposed office and two will be in the existing garage. An area near the trees will be gravelled so vehicles can turn around. The driveway will remain open and the owner does not wish to restrict this property with a right-of-way. 3) HARRY CURTH, 1805 SHELBURNE ROAD Mr. Curth requests approval of a new site plan that reflects the changes suggested by the Planning Commission. He also has agreed to a method of monitoring traffic generation to and from his business so that the overlay zone standards are not exceeded. All changes on the plan are sufficient. 4) ZONING AMENDMENT, WILLIAM ROWELL Mr Rowell requests a Public Hearing for an amendment to the Zoning Regulations that would add "printing" to the permitted uses in Planned Industrial Developments in the Industrial - Agricultural District. (Section 16.205) This use is already permitted on pre-existing small lots that are less than three acres. Mr. Curth explained this would be a tunnel carwash with vacuuming facilities. An exit lane would be provided for cars that don't go through the wash. There would be parking for 4 employees. Entrance would be off the private road. He said that 80% of his customers were repeaters, with only 20% impulse customers. They use only 30-40 gals. of water per car, less than one would use at home. The building would be 80 ft. long with 50 ft. of equipment. Mrs. Maher asked what was done about de-icing. Mr. Curth said that is a question of how much space there is in the "drip" area. They have a heated concrete slab coming out of the building and also have a state of the art blower. They salt and sand every day. Mrs. Lafleur explained that the City Engineer prefers a sewer line direct to Shelburne Rd. He also wants the sidewalk only one foot from the property line, not 3. Mr. Fitzpatrick said he had talked with the Fire Chief about the hydrant request. The Chief had forgotten the original subdivision calls for a hydrant between lots 2 & 3. Mr. Dickinson explained the traffic situation. He said the site is in the traffic overlay district with a maximum allowable trip generation of 65. He believed the carwash woud generate 60-80 trip ends per peak hour. He said the majority of traffic is southbound in peak hours which would mean a right turn in and out. The area now operates at level of service "C" with the intersection at "D" but at "E" at points during the morning. Exiting traffic would face long waits. Mr. Dicksinson did not feel the project would significantly affect traffic flow in the area. Mrs. Maher said if the project didn't exceed trip ends and level of service, she v?uld vote for it. Ms. Hurd noted that the capacity of the carwash is 80 cars which exceeds the allowable trip ends. Mr. Chicoine asked how the Board dis- tinguishes between 2 lanes of traffic at 30 mph and one lane at 40 mph. Mrs. Lafleur explained this is already built into the level of service data. The scope of this Project is shown on a plan entitled "Site Plan - Shelburne Road Car Wash", by FitzPatrick-Llewellyn Incorporated, dated March 1986. It is proposed to include one mechanical wash bay and several outside vacuum stations. No gas pumping facilities or self-service wash bays are included with this Project. This evaluation addresses the major concerns of vehicular trip generation and potential traffic congestion impacts. The study area, in which the potential impacts of the Project area are analyzed, includes Shelburne Road (U.S. Route 7) from its intersection with Allen Road north to its intersection with Bartletts Bay Road and Green Mountain Drive. TRIP GENERATION Shelburne Road is the major north -south arterial highway providing access to the Greater Burlington area. It is a very heavily traveled highway, this segment having average daily traffic volumes of approximately 19,000 vehicles per day. In order to limit adverse traffic impacts of developments which access onto Shelburne Road, the City of South Burlington has established a traffic overlay district in their Zoning Regulations. This Project will access onto a portion of Shelburne Road classified as Zone 5, which allows a maximum trip generation rate of 45 trip ends per hour per 40,000 sq. ft. of lot area. This restriction applies to trip generation during all hours where the Shelburne Road traffic volumes are greater than 80% of the highest hourly volume, on a weekly basis. Design • Inspection • Studies • Permitting Mr. Harry Curth FILE: 86054 11 April 1986 Page Two Week-long automatic traffic recorder counts, by the Vermont Agency of Transportation, on this portion of Shelburne Road indicate that the highest hourly traffic volume typically occurs on Friday afternoon between 4:00 and 5:00 p.m. Hours having greater than 80% of the highest hour volume include 4:00-6:00 p.m. Monday -Thursday, 3:00-7:00 p.m. on Fridays and 10:00-11:00 a.m. on Saturdays. Given the lot area of 57,495 sq. ft., the maximum trip generation allowed by the South Burlington Zoning Regulations during the above periods equals v 65 trip en Available data documenting vehicular traffic generation by car washes is very limited. The source most commonly used to estimate traffic generation, the "ITE Informational Report, Trip Generation, 3rd Edition, 198211, contains a carwash category (LUC-846 , however the number of studies, and consequently the data base, is limited. In addition, there is no information given to correlate this data to the size of a proposed facility. Since the trip generation data was obtained from unpublished studies, other important factors needed to determine whether the ITE data is applicable to this Project (i.e. adjacent street traffic volumes, dates and duration of counts, etc.) are not available. Because of the limitations of the ITE data, we believe that a more accurate estimate of the potential traffic volumes which this Project will generate can be developed from locally -developed data. Recent research has been done by FitzPatrick-Llewellyn Incorporated of traffic volumes at similar carwashes in South Burlington and Essex Junction. This information has been supplemented by data from you concerning seasonal variations at your carwash in Middlebury, and the capacity of this Project's facilities. Table 1, on the following page, summarizes the results of this data, adjusted to average conditions on an annual basis. Based on information from you, we understand that this Project's capacity will be limited by the proposed conveyor/wash equipment. This equipment will have a maximum full -speed capacity of 50 vehicles per hour. Because of the need to prep the vehicles, and because optimum results are obtained at no more than 80% of full -speed, the actual capacity will be approximately 40 vehicles per hour ( 80 trip ends). The methodology used to perform these analyses was obtained from the "Highway Capacity Manual, Special Report 209, Transportation Research Board, 1985". In order to perform these analyses, data was needed concerning turning movement volumes at all four intersections during the P.M. peak hour. This data was obtained from simultaneous turning movement counts performed by FitzPatrick-Llewellyn Incorporated on April 8, 1986, the results of which are enclosed as Appendix A. The turning movement volumes were then adjusted to 1986 design hour traffic volumes, through the use of information from the Vermont Agency of Transportation. The design hour is defined as the 30th highest hour of traffic volumes, ocurring on an annual basis, and is used as a design parameter in the design of roadways, intersections and traffic control systems. In all cases, the longest delays are encountered by left -turning vehicles exiting from the side streets. This Project will not significantly add to existing overall levels of traffic congestion on Shelburne Road. Studies have demonstrated that 45% of the traffic entering convenience markets and 58% of the traffic entering service stations involved vehicles passing by on their way to another destination. Based on this, we believe that the majority of the traffic entering this Project will come from the passing stream of traffic on Shelburne Road, particularly the southbound movement during the P.M. peak hour. Such a pattern of traffic generation results in minimal adverse traffic impacts at the Shelburne Road/Fassetts Bakery intersection. Analyses of traffic conditions at this intersection, after completion of this Project, indicates that additional volumes will increase delays encountered by traffic exiting onto Shelburne Road to -unacceptable levels (Level of Service F). We recommend therefore, that separate left and right -turn lanes be provided in order to maintain existing levels of service. If separate left -turn lanes are added, the level of service of the right -turn movement exiting onto Shelburne Road will actually improve to Level of Service C. The left -turn movement will remain at Level of Service . This portion of Shelburne Road is to be widened to a five -lane roadway (two lanes in each direction with a bi-directional left turn lane), with construction tentatively scheduled to commence in 1987. This Project is projected to generate approximately 80 vehicle trip ends per hour during periods of peak adjacent street traffic flow. The majority of this traffic will be diverted directly from vehicles passing by on Shelburne Road. Existing overall traffic conditions on Shelburne Road, within the study area, were determined to operate at Level of Service C/D, with Level of Service E on the side street approaches. Because this Project will generate additional traffic on the Fassetts Bakery access road, there is a need to make geometric improvments at that intersection. We recommend that in order to maintain existing levels of service, separate left and right -turn lanes be provided for the benefit of traffic exiting onto Shelburne Road.
