Site Plan application of Dave Desautels, agent for Partner Tires for construction of a 10,200 sq• ft. building on lot #3 of the Fassett's 3-lot subdivision, 1785 Shelburne Rd. Mr. Desautels explained this will be a 3-tenant building, all automotive related. The multiple use has Zoning Board approval. There will be a common drive between lots 2 & 3, and this building will use that drive., Mr. Desautels said the use is a relatively low traffic generator. They expect 16 or 17 cars maximum in a peak hour. Mrs. Lafleur said the traffic overlay zone allows 89 cars. She noted that any change in use would have to come back to the -Commission. Mrs. Maher asked how developers' projections are checked. Mrs. Lafleur said she uses ITE data. In this case, there are no comparable businesses, but specialty retail would generate 23 cars per peak hour, hardware 53, and a service station 31. She didn't think there would be a problem in exceeding the traffic overlay with the proposed uses. Mr. Desautels added he checked with the Partner Tire people and the prospective tenants on their present figures. He noted that no gas will be dispensed on the site. Regarding parking, Mr. Desautels noted the brook goes through the site. He felt the parking shown on the plan would be enough without having to cross the brook for additional parking. They agreed to review the situation after a year to see if the additional parking is necessary. Mrs. Lafleur felt the landscaping plan should be revised with more moved up front. Mrs. Maher suggested substituting some- thing for the flowering crab which are not doing well in many parts of town. Mrs Lafleur also noted a Wagner, Heindel & Noyse study will be required. Woods Associates, Architects, Burlington, Vermont, dated April 10, 1986, and last revised 5/7/86 with the following stipulations: 1. An $8000 landscaping bond shall be posted prior to►permit. The landscaping plan shall be revised showing the trees that are located in the northern property to be moved to a loca- tion approved by the City Planner. 2. The parking on the north side of the ravine shall not be constructed unless it is determined 12y the applicant and/or the Planning Commission after one year that it is required. 3. The developer shall contribute 1% of the cost of the Shel- burne Rd. intersection improvement package due to the 34 trip ends produced by this development. r 4. The applicant shall comply with the recommendation of Wagner, Heindel and Noyse for storm water detention. The re- commendation shall be approved by the City Engineer prior to permit. 5. There shall be a separation between the westerly property line and the grave l drive to serve as a snow storage area. 6. A fire hydrant shall be installed prior to permit in a location determined 12y the South Burlington Fire Chief to serve these 3 lots. 7. The building permit shall be obtained within 6 months or this approval shall be null and void. Mr. Belter seconded the motion which passed unanimously. Mr. Burgess arrived as the next item was discussed. 5. Sketch Plan application of Edward & Nancy Fissette for the subdivision of property into an 11,245 sq• ft. lot with existing house and a 33,344 sq. ft. lot located at 10 Shunpike Rd.
