Mr. Jacob noted that from time to time the Commission asks a
developer to give a recreation fee in lieu of land for
recreation. He questioned whether this developer would
consider giving a stated amount for Williston Rd.
improvements in exchange for reduced lot coverages. Mr.
Pomerleau said he would have no objection provided the money
was used in this particular area.
Members agreed to continue the discussion until next week
and reconsider the curb cuts on Williston Rd, location of
bank drive-up.tellers, and the reduced parking/shared parking
question.
Mr. Burgess then moved to continue discussion until Wednesday
19 November, at 7:30 pm. Mrs. Maher seconded, and the motion
passed unanimously.
3. Sketch plan application of Bernard & Alfreda Brown for a
2-lot subdivision of a .61 acre parcel at 100 Hinesburd Rd.
The Browns are proposing 2 single family lots each with 77.14
ft. frontage. There had been a 10 ft. right of way for
drainage but this was never utilized by the developer.
Members saw no problems with the plan.
4. Sketch Plan application of Richard & Marsha Alvarez for
the subdivision of a 31,000 sq. ft. lot from the 41-acre
Irish farm, 200 Allen Road
Mrs. Lafleur noted the Commission recently approved a lot
south of the water tower. The proposed lot would be 30,000
sq. ft. and would be served by the same 20-foot right of way.
Water and sewer would be extended from Harbor Ridge Rd. Mr.
Szymanski would like agreements for reimbursement for the
extension of the sewer and an agreement to maintain the right
of way. Dr. Alvarez said he would object to paying for half
the cost of the future road . Mrs. Lafleur noted that Mr.
Szymanski felt this should have been a public road to be 9t(N
with. She added that the Commission can approve up to 3 lots
on a private drive which usually means that the next guy gets
stuck with the road. Mrs. Maher said if the Commission does
approve this request, they should then not allow any more
houses of this road. Members agreed with this.
5. Review landscaping plan for Wickes Lumber on request of
the Zoning Board, 1825 Shelburne Rd.
Mr. Dooley asked why a project that affects traffic, parking,
etc., didn't come to the Commission in the first place. Mrs.

Mrs. Lafleur said it is a question of the interpretation of
"new use." She noted that with respect to landscaping, there
are only 2 places where landscaping could be done and the
applicant feels that one of these areas would block their
visibility from Shelburne Rd. Mrs. Maher asked if they would
contribute an equivalent amount to the city's park fund.
This will be checked on. Members agreed that $7500 would be
an acceptable figure for a contribution.
Mr. Dooley moved that the Planning Commission approve the
landscaping plan of Wickes Lumber as depicted on the plan
entitled "Site Plan" prepared by the Wickes Building Cor-
poration Commercial Building Group and the letter from North
Country landscaping dated 10/29/86.1 A landscaping bond for
$9000 shall be posted prior to permit.
2. Alternately, the applicant may donate'$7500 to the City of
South Burlington for the acquisition of open space land.
3. The donation shall be made or a landscaping bond of $9000
be posted prior to permit.
Mr. Burgess seconded, and the motion passed unanimously.
6. Site plan application of Autoworks for a 4200 sq. ft.
addition to the existing 6000 sq. ft. building, 29 Berard Dr.
Tom Chase, an owner of Autoworks, noted their business
repairs mostly commercial vehicles. They now occupy the
6,000 sq. ft. building. The new addition will be contiguous
with the rest of the building. It will be 2 feet lower, so a
ramp is not required. Landscaping has already been improved
and they have made the front of the building more attractive.
Only employee and trade vehicles plus 3 or 4 vehicles in
process of work in the body shop are ever parked in the yard
during the day. They try to place everything inside at
night. He noted they plan in the future to fence the area.
Mr. Dooley moved that the Planning Commission approve the
site plan application of Thomas Chase and Michael Barry for
construction of a 4200 sq. ft. addition to the existing 6000
sq. ft. Autoworks buildings at 29 Berard Drive as depicted on
a plan entitled "An addition to Storage/Warehouse Facility -
Berard Drive for the Autoworks, LTD" prepared by Michael
Dugan dated 20 October 1986 with the following stipulations:
1. A $2400 landscaping bond shall be posted prior to permit.
2. The building permit shall be obtained within 6 months or
this approval is null and void.

As you know, the Commission has required $9000 in new landscaping
as shown on ,your plan or a $7500 donation toward the City's open
space acquisition fund. You must decide which option ,you will
choose prior to applying for a building permit. If ,you choose to
landscape, a bond must be posted prior to permit.

5) WICKES LUMBER, 1825 SHELBURNE ROAD
Wickes Lumber (Mark Beaulac) received permission from the
Zoning Board of Adjustment to construct a. 30 x 125 foot shed and
to complete internal renovations to the Wickes building. ZBA
approval was required because lot coverage is excessive, for a
conditional use approval. Although this does not require site
plan review, the Zoning Board of Adjustment requested that we
review the landscaping on this site.
Seventy four percent of the site is covered with buildings park-
ing and outside storage. Of the 26% remaining, there is little
space for additional landscaping. However, the plan shows $8943
in new landscaping consisting of red maple willow, spirea and
cranberry.
The applicant proposes to plant low vegetation along the entrance
so the view from Shelburne Road is not blocked. The proposed
construction requires $9240. This seems to be the best location
'for the landscaping since there are no other grassed areas. (See
enclosed letter)
6) AUTOWORKS, 29 BERARD DRIVE
Thomas Chase and Michael Barry propose to construct a 4200 square
foot addition to the existing 6000 square foot building. The
3.43 acre property is zoned Industrial -Commercial (I-C).
Access: Access will continue from the existing driveway from the
cul de sac at the end of Berard Drive.
Circulation: Circulation is adequate along the front of the
building. A 27 to 29 foot fire lane is provided around the
western end and the back of the building.
Parking: Seven parking spaces are required for this use; the
plans show eight spaces.
Landscaping: The proposed addition requires $2400 in new
landscaping. The plan shows white pine, juniper and red maple
that meet this cost requirement.
Other: The total lot coverage is 21%. The building coverage is
6.8%. See Bill Szymanski',s and Chief Goddette's comments.
7) NUZZOLO, 10 COTTAGE GROVE AVENUE
Drs. Nuzzolo propose to convert the existing office and
residential structure to a medical office and residential
structure. Zoning Board approval was required since these are
multiple uses and apartments are not permitted in a commercial
district unless it is a PCD. One doctor and a secretary will
