Mr. Belair said staff recommends implementing design guidelines. Mr. Behr said he supports that, including a separate walkway from the units to the street. Ms. LaRose said the regulations clearly state a sidewalk is required on one side of the street, and there is no distinction between public and private streets. Mr. Knudsen said he wasn't convinced of the need for a sidewalk for such a short piece of road. Other members agreed. No sidewalk will be required. The question arose as to whether to allow an approval before there is a CUD. Mr. Belair said staff does not recommend this because there could be a situation where they would not have a CUD, and there would be a DRB approval. Mr. Burke noted they will extend the culvert from the Gallo property to allow for some plantings to buffer headlights coming out of this development. The approval motion was amended as follows: Stipulation 3D was revised to require an access pathway from the end of the private drive to the Dorset Street rec path. Ms. Quimby moved to approve Preliminary Plat Application #SD-09-05 of Wedgewood Development Corporation subject to the stipulations in the draft motion as amended above. Mr. Farley seconded. Site Plan Application #SP-09-47 of Champ Car Care Center to amend a previously approved plan for a seven bay car wash and 4,000 sq. ft. auto repair and service building. The amendment consists of after -the -fact approval to revise the landscaping plan for the auto repair and service building, 2 Harbor View Road (Girlington Garage): The applicant was not present. Mr. Belair said staff had no issue with the application. Ms. Quimby moved to approve Site Plan Application #SP-09-47 of Champ Car Care Center subject to the stipulations in the draft motion. The amendment consists of constructing a stairwell and two loading dock enclosures (312 sq. ft. and 634 sq. ft), 1285 Williston Road (Price Chopper): Mr. Lyon said that for safety reasons they want to enclose the loading docks and put in a staircase to the second level for employees. This results in the loss of a parking space. They will also be adding shopping cart corrals to the plan. The amendment consists of after -the -fact approval to revise the landscaping plan for the auto repair and service building, 2 Harbor View Road (Girlington Garage). The last approved plan for the site dates to November, 1993. At some point since then, landscaping was installed that did not match the approved plan. This application is an attempt to rectify this mistake and to ensure that the ground conditions match an approved plan. Therefore, the applicant is requesting approval for the landscaping which has been installed. Staff has visited the site and reviewed the landscaping plan. It exceeds the minimum value which was required at the time of the last plan approval. Staff therefore supports the request to approve the landscaping changes. The applicant is also seeking approval for a change in parking lot layout: five parking spaces which were previously on the eastern edge of the parking area have been moved to the western parking area to be closer to the access door. One handicapped space is provided. Additionally, an area previously approved for parking on a grassed area to the northeast portion of the lot is proposed to be reverted to planned green space. No concrete exists but this area shall no longer serve as an approved area for parking. This is only an improvement over the existing approval. The existing 7 bay "do it yourself" car wash is also on this property. The area is zoned Commercial -Two. These uses received approval from the Zoning Board. Normally, multiple buildings on a lot require Planning Commission review as a planned commercial development. Four acres are required. The applicant requested a waiver of the entire multiple use section of the ordinance rather than requesting a waiver of only the four acres which would have retained the Commissions ability to review it with the PCD standards. Since everything was waived, the Commission can only use the site plan and traffic overlay criteria to review this. Access: Access will remain from the existing 27 foot wide driveway from Harbor View Road. Circulation: Circulation is shown through and around the Jiffy Lube building, and up to the front of the Muffler Shop. A 27 foot wide drive leads to the car wash and Muffler Shop. Parking: The Jiffy Lube building has 5 parking spaces including one handicapped. The Muffler Shop has 12 spaces including one handicapped. This should be adequate. Landscaping: The $250,000 buildings require $7500 in new landscaping. The plans are valued at above this amount and include sugar maple, scotch pine, pin oak, crab, barberry and birch. Coverage: The total building coverage is 9%; the total lot coverage is 49%. Sidewalk: The Planning Commission required a sidewalk in front of the Community Care facility with a crossover to the existing sidewalk on the north side of Harbor View. No sidewalk is needed on this side of the street. Traffic: The traffic overlay zone permits 141 tripends during the peak hour. The Planning Commission found that the car wash will. produce 144 tripends and 80% (115) will go to Shelburne Road. This was based on a 9 bay car wash, not the seven bay that, was constructed. A seven bay wash will produce 112 trip ends and 90 to Shelburne Road. The Jiffy Lube will generate 4.5 trip ends and 4 (80%) to Shelburne Road. The total produced is estimated at 124.5 and 100 (80%) to Shelburne Road. There is no ITE data available on these two new uses. There is a Speedi Lube on Shelburne Street in Burlington that could be studied for comparable data. A contribution to the Shelburne Road intersection improvement fund shall be paid prior to permit based on the 10 additional trip ends generated by these two new uses. The additional right turn lane on Harbor View at the Shelburne Road intersection is being constructed by John Larkin as a condition of the Community Care Facility. This development must contribute toward the separate fund the Planning Commission established to install a traffic signal at Harbor View Road. The amount is calculated as a share of the future tripends in the Harbor View Road area so that it is completely paid for by developers up this street. Circulation is adequate. Coverage/setbacks: Building coverage is 8.8% (maximum allowed is 30%). Overall coverage is 52.8% (maximum allowed is 70%). Front yard coverage is 20.4% (maximum allowed is 30%). Setback requirements are met. Parking: The site currently has a total of 89 parking spaces and the applicant is proposing to add four (4) additional spaces for a total of 93 parking spaces. Landscaping: There is no minimum landscaping requirement, based on building costs, for this project. The approved plan shows some existing Birch and Pine trees in the area to be expanded into parking spaces. These trees do not currently exist. No landscaping will be lost due to the parking expansion. It is staff 's opinion that the site is adequately landscaped except for a few gaps along the east property line where cedar was apparently planted but died. These gaps should be filled with new cedars. The plan does not accurately depict landscaping on the site. An accurate landscaping plan should be submitted. Other: Plan submitted is difficult to read. Applicant should provide better quality prints. 7) CHAMP CAR CARE - AUTO RENTAL - SITE PLAN This project consists of converting 600 square feet of car wash office area to an auto rental office and construction of a 25 space parking area. The auto rental business has already moved in and is operating. On 2/2/88 the Planning Commission approved a 2725 square foot quick lube center and a 4,000 square foot muffler business (now a detail shop) in conjunction with the car wash. Six (6) additional spaces are available if needed. Traffic: This property is located in Traffic Overlay Zone 5 which permits this property to generate 141 P.M. peak hour trip ends. The existing uses are estimated to generate 69.5 vehicle trip ends (vte's) while the proposed use is estimated to generate 12 vte's r ., for a total of 81.5 vte's. The applicant will be required to IJfP contribute $308 to the Shelburne Road Intersection Improvement fund based on the 12 additional trip ends to be generated. Landscaping: There is no minimum landscaping requirement, based on building costs, for this project. The site is currently well landscaped. No additional landscaping is recommended. Lighting: Exterior lighting consists of eight 250 watt high pressure sodium lamps mounted on 20 foot poles. These lights have cut-off luminaries. Sewer: No additional sewer allocation is needed. The 1988 approval allocated 150 gpd for 10 employees. Since only the detail shop was built which has six (6) employees, allocation is still available for four (4) employees. Site plan application of Hoyt Gahagan for construction of a 4000 sq_ ft. muffler shop and a 2725 sq. ft. quick lube and car repair facility in addition to existing 7 bay carwash for "Champ Car Care Center" 1810 Shelburne Rd. Mr. Lavigne located the 2 proposed uses on the site in relation to the existing carwash. Access to the site is off Harbor View Rd., and each proposed use will have a separate access off the main drive. Mr. Burgess questioned whether parking was adequate. Mr. Lavigne and Mr. Gahagan felt that for the quick Tube, owners would not be leaving vehicles unattended on the site as it would be a "drive -up" operation with room to stack a waiting vehicle in front of the bay. Using the criteria for a service station, at least 11 spaces would be required with only 5 shown on the plan. Mr. Poger suggested designating spaces for additional parking but leaving them grassed over until needed. A similar problem was discussed in relation to the muffler show. Mrs. Peacock said she wanted to avoid the situation at Midas where cars are parked all over the lawns. Mr. Gahagan said he could add spaces on the curve near the carwash and have employees park there. Space was also sug- gested near the muffler shop which would require relocating some bayberry bushes. Mr. Ponsetto, lawyer for Mr. Gahagan, said they would be glad to file leases with the city and that the owner will maintain the entrance drives and services. Mrs. Maher moved the Planning Commission approve the site plan application of Hoyt Gahagan for construction of a 2725 sq. ft. building for quick lube business and a 4000 sq. ft. muffler shop in addition to existing 7 bay carwash as de- picted on a plan entitled "Landscaping Plan - Champ Car Center, South Burlington, Vermont" dated 1/20/88 prepared Wiemann-Lamphere Architects, Inc, with the following stipula- tions: 1. A $7500 landscaing bond shall be posted prior to permit. The landscaping plan shall be revised to show a grassed area with no juniper bushes on either side of the 5 parking spaces shown on the Quick Lube site. This area shall be used for parking if needed in the future. The 6 juniper bushes shall be planted in some other place on the overall site. On the muffler site, sufficient barberry bushes shall be relocated on the plan to allow for 2 or 3 additional paved parking spaces.
