HomeMy WebLinkAboutSP-88-0000 - Decision - 1810 Shelburne RoadFINDINGS OF FACT STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of Lexi and Hoyt Gahagan for construction of a 2725 square foot Quik Lub Center and a 4000 square foot muffler business in conjunction with existing car wash, 1810 Shelburne Road. On the 2nd of February 1988, the South Burlington Planning Commission approved the request of Lexi and Hoyt Gahagan for site plan approval under Section 19.10 of the South Burlington Zoning Regulations based on the following findings: 1. TRAFFIC ACCESS: Access will remain from the existing 27 foot wide driveway from Harbor View Road. 2. CIRCULATION AND PARKING: Circulation is shown through and around the Jiffy Lube building and up to the front of the Muffler Shop. The Jiffy Lube shows 5 parking spaces including one handicapped. The Muffler Shop shows 12 spaces including one handicapped. 3. LANDSCAPING & SCREENING: A $7500 landscaping bond shall be posted prior to permit. The landscaping plan shall be revised in accordance with the February 2, 1988 minutes prior to permit. 4. TRAFFIC: The overlay zone permits 141 trip ends during the peak hour. The carwash will produce 144 and 80% (115) will go to Shelburne Road. This was based on a 9 bay carwash, not a 7 bay that was constructed. Proportionally, the 7 bay will produce 112 trip ends and 90 to Shelburne Road. The muffler shop will generate 8 trip ends and 6 (80%) to Shelburne Road. The Jiffy Lube will generate 4.5 and 4 (80%) will go to Shelburne Road for a total of 124.5 and 100 (80%) to Shelburne Road. 5. OTHER: A sewer allocation of 150 gpd is made and $2.50 per gallon shall be paid prior to permit. The applicant shall contribute $257 toward the Route 7 intersection improvement fund based on 10 additional trip ends to and from Shelburne Road generated by this development. The applicant shall also contribute to the installation of a signal at Harbor View/Route 7 intersection based on a formula established by the Planner to completely pay for a signal from Harbor View Road development. The amount shall be determined by the Planner prior to permit. 1.1 Legal documents for maintenance of the entrance drive and services (water, sewer & drainage) shall be submitted to the City Attorney and City Engineer prior to permit.
