HomeMy WebLinkAboutSP-93-0000 - Decision - 0002 Harbor View RoadFINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of Champ Car Care West to convert a 600 square foot car wash office to an auto rental office and construction of a 25 space parking area on a lot containing a seven (7) bay car wash and 4,000 square foot detail shop, 2 Harbor View Road. On the 9th of November, 1993 the South Burlington Planning Commission approved the request of Champ Car Care West for site plan review under Section 19.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of converting 600 square feet of car wash office area to an auto rental office and construction of a 25 space parking area. The auto rental business has already moved in and is operating. On 2/2/88 the Planning Commission approved a 2725 square foot quick lube center and a 4,000 square foot muffler business (now a detail shop) in conjunction with the car wash. The 4,000 square foot building was constructed but the other building was not. 2. This property located at 2 Harbor View Road lies within the C2 District. It is bounded on the north by Harbor View Road and Portland Glass, on the west by Shelburne Road on the east by a wholesale/distribution building and on the south by offices and a light manufacturing use. 3. Access/circulation: Access is provided via a 26 foot curb cut on Harbor View Road. No access changes proposed. Circulation is adequate. 4. Coverage/setbacks: Building coverage is 7.1% (maximum allowed is 30%). Overall coverage is 57.5% (maximum allowed is 70%). Front yard coverage is 20.8% (maximum allowed is 30%). Setback requirements are met. 5. Parking: A total of 21 parking spaces are required and the plan shows a total of 43 spaces including two (2) handicapped spaces. Six (6) additional spaces are available if needed. 6. Traffic: This property is located in Traffic Overlay Zone 5 which permits this property to generate 141 P.M. peak hour trip ends. The existing uses are estimated to generate 69.5 vehicle trip ends (vte's) while the proposed use is estimated to generate 12 vte's for a total of 81.5 vte's. The applicant will be required 1 to contribute $308 to the Shelburne Road Intersection Improvement fund based on the 12 additional trip ends to be generated. 7. Landscaping: There is no minimum landscaping requirement, based on building costs, for this project. The site is currently well landscaped. No additional landscaping is recommended. 8. Lighting: Exterior lighting consists of eight 250 watt high pressure sodium lamps mounted on 20 foot poles. These lights have cut-off luminaries. 9. Sewer: No additional sewer allocation is needed. The 1988 approval allocated 150 gpd for 10 employees. Since only the detail shop was built which has six (6) employees, allocation is still available for four (4) employees. The car rental office will have only three (3) employees. 10. Dumpster: The existing dumpster is shown the plan. It is proposed to be screened. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of Champ Car Care West to convert a 600 square foot car wash office to an auto rental office and construction of a 25 space parking area on a lot containing a seven (7) bay car wash and 4,000 square foot detail shop as depicted on a plan entitled "Landscape Plan, Enterprise Car Rental, South Burlington, Vermont" dated 10/20/93 and prepared by Wiemann-Lamphere, Architects, Inc. with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. All exterior lighting shall be downcasting and shielded and shall not cast light beyond the property line. Any change in existing lighting or new lighting shall be approved by the City Planner prior to installation. 3. Prior to issuance of a zoning/building permit, the applicant shall contribute $308 to the Shelburne Road Intersection Improvement Fund based on 12 additional P.M. peak hour trip ends estimated to be generated by the proposed car rental business. 4. The applicant shall obtain a zoning/building permit within six (6) months or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to occupancy of the office and use of the new parking lot. 2 6.
