NARRATIVE:
On January 31st, 2021 at approximately 8:18 PM South Burlington Police responded to a local
hotel for a report of suspicious behavior. Investigating officers met with three juvenile females
who reported having met a group of men on social media who over time, they agreed to meet
in person. When the victims met with these men they were provided alcohol after which the
men made sexual advances. The responding officers learned that the men in question had left
but officers were able to preserve valuable digital evidence and connected the victims with
services.
SBPD Detectives undertook an extensive investigation which revealed that men in question-
initiated communication with the females via social media and traveled from the State of New
York to meet them. Detective Kevin Grealis applied for arrest warrants for two male suspects;
Ram Tamang – 24 YOA and Dinesh Subedi – 22 YOA of Rochester, NY.
On March 24th, 2021 Dinesh Subedi was arrested by the Monroe County Sheriff’s Department in
New York where he is being held awaiting extradition to Vermont. Subedi will face charges of
2nd Degree Unlawful Restraint, Lewd and Lascivious Conduct with a Child, Simple Assault, and
Enabling Alcohol Consumption by a Minor upon his return to Vermont, his bail is currently set
at $50,000.

On March 30th, 2021 Ram Tamang surrendered at the Edward Costello Court House in
Burlington. Tamang was arraigned and ordered held at the Northwest State Correctional Facility
on $5,000 bail. Tamang is charged with 2nd Degree Unlawful Restraint, and Enabling Alcohol
Consumption by a Minor.
The Monroe County Sheriff’s Department provided invaluable assistance in locating and
arresting Subedi which certainly led to the surrender of Tamang. The South Burlington Police
were also assisted by the Vermont Resident Office of Homeland Security given their expertise in
cyber and child exploitation crimes.
