MARCH 27, 1984
The South Burlington Planning Commission held a regular meeting on Tuesday,
March 27, 1984 at 7:30 pm in the Conference Room, City Hall, 575 Dorset St.

Minutes of March 13, 1984
The March 13, 1984 minutes were approved on a motion by Mrs. Maher,
a second by Mr. Belter, and a unanimous vote.
Site Plan application of Martin &:Snyder Associates, Inc., d.b.a. Century
Lighting and Dinettes occupancy of 00 sq. ft, retail store with 000 sq.
ft. of storage area at Whittlesey property 358 Dorset St.
Mr. 'lard said the site was formerly occupied by Acme Paint & Glass.
It contains 112 acre of land and the building is 7500 sq. ft. The area is
zoned Cl, zone 5, but the applicant submitted a study which indicates that
the use will conform to the zone 5 criteria.
Mr. Ted Martin said they would improve the area where the yellow stripes
for parking are. They do not plan to repave the parking lot. There is enough
room on the site for more parking if it is needed. The ordinance requires 35
spaces. The Commission noted that if the storage portion'of the building were
renovated, there would not be enough room for parking spaces for use of the
building as totally retail. Mr. Snyder asked about renovating a part of
the area used for storage now. If the lot could provide the required spaces,
would there be an objection to having more retail area? Mr. Ward did not think
the use could go over 4,000 sq. ft. for retail area.
Mr. Martin said they would add low shrubs in the existing green area on
the lot.
Mr. Jacob came in at this point.
Mr. Mona wanted the print to show the property lines more clearly.

MOTION OF APPROVAL
That the South Burlington Planning Commission grant site plan approval for
the application of Martin & Snyder Associates, d.b.a. Century Lighting and
Dinettes for occupancy of a 3500 square foot retail store with 4000 square
feet of storage area, as depicted on a plan entitled "Site plan, Century
Lighting and Dinettes", dated March 9, 1984 prepared by Don Snyder, with the
following stipulations:
1) That a seven (7) foot strip of land along the frontage of this property
be dedicated to the City for future road widening.
2) That a landscaping bond in the amount of $350 be posted and a revised
plan showing the additional landscaping be filed with the City Planner prior
to issuance of a permit.
3) That the Planning Commission waiver the parking requirements to twenty
(20) spaces in accordance with Section 19.258 of the Zoning regulations.
4) That this approval expires within six (6) months.

2) Century Lighting & Dinettes, 358 Dorset Street
This site is located within the traffic overlia/ district, based on a lot size
(21,000 square feet) and the trips permitted v> > thin the zone 5 area the
maximum acceptable per peak hour is 23.
Based on data from Institute of Transportati.(�jj Engineers using a hardware/
paint store which compares with a similar use from the zoning regulations,
the maximum size building permitted would be fs,700 g.f.a. on a 40,000 square
foot lot. A study completed by the applicant i-ndicates that of two similar
uses to that proposed, the maximum peak hour traffic was 10 on a Saturday
afternoon. The proposed use will occupy 3500 t_iquare foot retail area and the
balance as storage, this meets City's standar(Is-
Landscaping is short of the requirements - 8 Fojr cent of the lot is green
area, additional landscaping in the amount of �350.00 is proposed. Parking
for 35 spaces is required. A waiver is requepi-ed (22 spaces) and is
warranted. No site improvements are proposed r)ther than erection of stock-
ade fence and landscaping. Dorset Street is presently a 66 foot right-of-
way 80 feet is planned, Planning Commission sIN>uld request a 7 foot strip
for future road widening.
3) Grandview, Phase III
This is the final phase within this developmei+t• Sidewalk's have been an
issue in the past. Along with construction or Phase III sidewalks are
proposed along the southerly side of Grandview) Drive (approximately 1400 feet)
bonding required in the amount of $7,000.
Parking is apparently a problem at cluster II, less than two spaces per unit
were provided. An additional parking area will be constructed within the
boundaries of phase III to accommodate the sh<sitage of space in phase II.
Buildings G-H-I-J are affected. The average peaces for the entire develop-
ment is 1.6 spaces per unit. This conforms wit-h the zoning regulations
enacted during the period of original approvals, however, does not conform to
current regulations. Phase III will provide r+t) spaces (49.5 required under
1974 regulations and 69 required under current regulations).
Recreational fees and phasing of construction were issues in the past.
Phasing is actually behind one year, there sh(+iald be no problem constructing
the entire 32 units in 1984. Recreational fop at a rate of 8.74 per unit is
due before permits are issued.
