HomeMy WebLinkAboutSD-05-22 - Decision - 0123 Nesti DriveCITY of SOUTH BURLINGTON DEPARTMENT of PLANNING AND ZONING TED CHAMBERLAIN -PLANNED UNIT DEVELOPMENT FINAL PLAT APPLICATION #SD-05-22 FINDINGS OF FACT and DECISION Ted Chamberlain, hereafter referred to as the applicant, is requesting final plat approval to amend a previously approved planned unit development consisting of: 1) a 16,000 square foot temperature controlled storage facility, and 2) 35,850 square feet of warehousing, storage, and distribution in eight (8) buildings. 'The amendment consists of constructing 16,000 square -feet of additional storage space in the temperature controlled storage facility by adding a second floor within the building. The most recent approval the Development Review Board granted for the subject planned unit development was on May 4, 2004. The Development Review Board held a public hearing on April 19, 2005. The applicant was present at the meeting. Based on testimony provided at the above mentioned public hearing and the plans and supporting materials contained in the document file for this application, the Development Review Board finds, concludes, and decides the following: FIND6NGS of FACT The applicant is requesting final plat approval to amend a previously approved planned unit development consisting of. 1) a 16,000 square foot temperature controlled storage facility, and 2) 35,850 square feet of warehousing, storage, and distribution in eight (8) buildings. The amendment consists of constructing 16,000 square -feet of additional storage space in the temperature controlled storage facility by adding a second floor within the building. The most recent approval the Development Review Board granted for the subject planned unit development was on May 4, 2004. 2. The original application for this storage facility did involve a request for the second floor. Staff did not pick this up when the description of the project was written. Thus, the sketch plan, preliminary plat, and final plat approval did not include this second floor. The applicant never pointed out that the description was incorrect, so the approval did not include the additional floor. This amendment is to correct that error. 3. The owner of record of the subject property is Ted Chamberlain. 4. The subject property is located in the Commercial 2 (C2) Zoning District. 5. The plan submitted is entitled, "Burlington Self Storage South Burlington Vermont Site Plan", prepared by Llewellyn -Howley, Inc., dated 12/13/01, last revised on 3/3/05. - 1 - 6. The subject building is existing and the applicant is proposing to add a second floor of storage space. This will only entail internal construction. As such, the only issues surrounding this project are those related to traffic and parking. 7. Pursuant to Table 13-2 of the Land Development Regulations, the additional 16,000 square feet of storage space will require an additional eight (8) parking spaces (0.5 space/1,000 square feet of GFA). The applicant is proposing an additional nine (9) parking spaces, which is sufficient for the proposed addition. These parking spaces are in compliance with the dimensional standards outlined in Table 13-8 of the Land Development Regulations. 8. According to ITE Trip Generation Manual, 7th Edition (LU: 150), the additional 16,000 square feet of storage space is estimated to generate 7.52 additional P.M. peak -hour vehicle trip ends. 9. The proposed project will not involve the expansion of any building footprints or impervious surface on the subject property. Thus, the building and overall coverages will not change through this project. // DECISION /�/ Motion by p Y� seconded by (l7'�% LVl� to approve Final lat Application #SD-05-22, subject to the following conditions: 1. All previous approvals and stipulations shall remain in full effect, except as amended herein. 2. This project shall be completed as shown on the plat submitted by the applicant, and on file in the South Burlington Department of Planning and Zoning. 3. For the purposes of calculation traffic impact fees under the South Burlington Impact Fee Ordinance, the Development Review Board estimates that the expansion will generate 7.52 additional P.M. peak -hour vehicle trip ends. 4. Any changes to the final plat plan shall require approval of the South Burlington Development Review Board. 5. The final plat plan shall be recorded in the land records within 90 days or this approval is null and void.
