The proposed project is located in the Bartlett Brook watershed. This watershed is listed as stormwater impaired by the State of Vermont Department of Environmental Conservation (DEC). 2. The proposed project includes the construction of 5,400 sf of impervious surface. 3. As the project proposes to disturb greater than 1 acre of area, the applicant will be required to obtain a construction stormwater permit. 4. As the site includes more than 0.5 acres of impervious surface, the applicant will need to meet the requirements of 12.03 of the City's Land Development Regulations for the proposed additional impervious surface. 5. Please clearly indicate maintenance access to all proposed stormwater treatment practices. 6. In the draft requirements of the 2016 Vermont Stormwater Management Manual, the State is moving away from grass channels as a viable treatment practice. Has the site been evaluated for the feasibility of an infiltration practices? 7. The applicant should provide a drainage area map for the proposed stormwater treatment practices and any hydraulic modeling that is available. 8. Sheet C2.0: It is unclear what is proposed for the existing 15" CMP that crosses the location where NEW DMH #1 is located, as NEW DMH #1 only indicates one Invert In. Is this line to be abandoned or tied in? 9. Sheet C4.2: Bring frame to finish grade with grade rings, rather than brick courses. Pipe connections to be cast in place boot sleeves, not grouted connections. 10. Is the culvert located under the proposed access road sized to adequately convey discharge from the respective upstream drainage area during the 25 year storm event? 11. Submit a wetland delineation report. a. Section 12.02(E)(2) of the City's Land Development Regulations indicates that encroachment into Class II wetlands is permitted by the City only in conjunction with issuance of a CUD by the Vermont DEC. All mounting hardware is stainless steel or electro-zinc plated steel. WALL MOUNT - A galvanized -steel wall mounting plate easily mounts directly to a 4" octagonal or square junction box. An EPDM gasket is supplied to be installed between the mounting plate and junction box, sealing the junction box from entrance of water. The galvanized steel universal plate allows the fixture to securely attach to the mounting plate, using a unique clamping design, which is locked into place with two hex head screws. The universal plate permits the fixture to be mounted in the uplighting position (listed for damp locations) or downlighting position (listed for wet locations). DOOR FRAME - The aluminum door frame with two stainless steel captive fasteners allows easy access into the fixture. A one piece extruded silicone gasket seals the door frame against the housing. The door swings open and is held in place by a retainer. LENS/GASKET - A flat clear tempered glass lens, which is sealed to the door frame with EPDM gasketing, is standard. An optional polycarbonate lens is available on most Compact Fluorescent fixtures. SOCKETS - HID lampholders are glazed porcelain, medium base for the Small fixture and mogul base for the Medium fixture, 4KV pulse rated. The Compact Fluorescent fixtures feature a one-piece thermoplastic socket. LIGHT SOURCES - The fixture is designed to operate with Pulse -Start Metal Halide, Pulse -Start Metal Halide Reduced, Super Metal Halide, Super Metal Halide Reduced, Metal Halide, Metal Halide Reduced, High Pressure Sodium, and single, double or triple Compact Fluorescent lamps. Lamps supplied as standard — HID (clear, shipped installed), and Compact Fluorescent (coated, 4100K). BALLASTS/ELECTRICAL COMPONENTS - Electrical components are factory - mounted in housing and prewired with voltage specific leads which extend out the back of the unit through a rubber grommet. This grommet prevents the entry of insects, dust, and moisture into the fixture. The need to open the fixture to make wiring connections is eliminated, thus making installation quick and easy. UL listed HID components with high -power factor ballasts rated for -20OF starting. Compact Fluorescent ballasts are Electronic Universal Voltage (120- 277V 50/60 Hz) or 347V (60 HZ), O°F starting. Compact Fluorescent fixtures with UE (Universal Electronic) voltage are available with an optional dimming ballast for multiple types of controls such as building lighting controls and occupancy sensors. However, as part of the Route 7 expansion project, the State of Vermont acquired a portion of the applicant's property to increase the public right-of-way. This loss of property increased the applicant's front yard coverage to 41.4%, which is not in CITY OF SOUTH BURLINGTON 3 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING \drb\sub\shelburne road inc\sketch.doc compliance with the Land Development Regulations. However, because the applicant sacrificed land for the benefit of the Route 7 project, and the proposed project is not increasing the applicant's front yard coverage, staff feels this front yard coverage increase is justified without modification. PLANNED UNIT DEVELOPMENT STANDARDS Pursuant to Section 15.18 of the South Burlington Land Development Regulations, PUDs shall comply with the following standards and conditions: (a) Sufficient water supply and wastewater disposal capacity is available to meet the needs of the project. The proposed project will not alter water supply or wastewater disposal on the subject property. (b) Sufficient grading and erosion controls will be utilized during and after construction to prevent soil erosion and runoff from creating unhealthy or dangerous conditions on the subject property and adjacent properties. The proposed project shall adhere to standards for erosion control as set forth in Section 16.03 of the South Burlington Land Development Regulations. In addition, the grading plan shall meet the standards set forth in Section 16.04 of the South Burlington Land Development Regulations. 1. The plans should be revised to include grading and erosion plans and details, prior to submittal of the preliminary plat application. (c) The project incorporates access, circulation, and traffic management strategies sufficient to prevent unreasonable congestion of adjacent roads. 2. Prior to submittal of the preliminary plat plans, all curb -cuts to the subject properties should be clearly depicted. In addition, the width of any curb -cuts should be noted. Circulation on the subject properties will remain unchanged and no additional traffic management strategies are necessary as a result of the proposed project. (d) The project's design respects and will provide suitable protection to wetlands, streams, wildlife habitat as identified in the Open Space Strategy, and any unique natural features on the site. The Bartlett Brook runs through the northern portion of the subject property. Pursuant to Section 12.01(C) of the Land Development Regulations, all development shall remain outside of a 50' wide buffer from the centerline of the stream. The plans indicate a 50' buffer boundary line extending from the centerline of the Bartlett Brook. The proposed parking lot expansion and the existing parking spaces are outside of this buffer. (e) The project is designed to be visually compatible with the planned development patterns in the area, as specified in the Comprehensive Plan and the purpose of the zoning district(s) in which it is located. The proposed project will not alter the compatibility of the subject properties with the planned development patterns in the area. CITY OF SOUTH BUkuNGTON 4 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING \drb\sub\shelburne road inc\sketch.doc (� Open space areas on the site have been located in such a way as to maximize opportunities for creating contiguous open spaces between adjoining parcels and/or stream buffer areas. Open space on the subject properties will remain unchanged for the most part. The 1795 Shelburne Road parcel is proposing to add parking to the site, but the location of open space will remain on the northerly portion of the subject properties. (g) The layout of a subdivision or PUD has been reviewed by the Fire Chief or (designee) to ensure that adequate fire protection can be provided. Staff does not feel the proposed project is creating and alterations that require review by the South Burlington Fire Department. (h) Roads, recreation paths, stormwater facilities, sidewalks, landscaping, utility lines and lighting have been designed in a manner that is compatible with the extension of such services and infrastructure to adjacent landowners. The proposed amendment will not alter the ability of the roads, recreation paths, landscaping, utility lines, and lighting to be extended to adjacent properties. The applicant is proposing to construct a stormwater retention pond on the northerly portion of the property. 3. Details of the proposed stormwater retention pond should be submitted with the preliminary plat application. A sidewalk will be constructed in front of the 1795 Shelburne Road property as part of the State of Vermont's Route 7 project. (i) Roads, utilities, sidewalks, recreation paths, and lighting are designed in a manner that is consistent with City utility and roadway plans and maintenance standards. 4. Pursuant to Section 15.13(E) of the South Burlington Land Development Regulations, any new utility lines shall be underground. 5. The City Engineer shall review the plans prior to final plat approval. Uj) The project is consistent with the goals and objectives of the Comprehensive Plan for the affected district(s). The proposed project will not create any alterations that will make the subject properties inconsistent with the South Burlington Comprehensive Plan. SITE PLAN REVIEW STANDARDS Pursuant to Section 14.03(A)(6) of the South Burlington Land Development Regulations, any PUD shall require site plan approval. Section 14.06 of the South Burlington Land Development Regulations establishes the following general review standards for all site plan applications: CITY OF SOUTH BURLINGTON 5 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING ldrb\sub\shelburne road inc\sketch.doc (a) The site shall be planned to accomplish a desirable transition from structure to site, from structure to structure, and to provide for adequate planting, safe pedestrian movement, and adequate parking areas. The applicant is proposing to add approximately 117 parking spaces, plus an additional area designated for overflow parking. These additional parking spaces, which will create a total of 257 parking spaces plus overflow parking, are intended for the display of automobiles. Staff notes that the applicant can identify the entire area intended for auto display and label it as "auto sales display", without depicting each individual space. If the applicant decides to do this the number of striped parking spaces for the subject property should be determined, pursuant to Section 13.01 of the Land Development Regulations. 6. The plans should be revised to clearly indicate the size of the existing structures, prior to submittal of the preliminary plat plans. 7. The plans should be revised to clearly label any parking spaces intended for customers and/or employees on the 1795 Shelburne Road parcel, prior to submittal of the preliminary plat plans. 8. The plans should be revised to clearly label any parking spaces intended for customers and/or employees on the 68 Nesti Drive parcel, prior to submittal of the preliminary plat plans. 9. The plans should be revised to depict a bicycle rack, pursuant to Section 13.01(G)(5) of the Land Development Regulations, prior to submittal of the preliminary plat plans. (b) Parking shall be located to the rear or sides of buildings to the greatest extent practicable. The proposed project will add parking spaces to the 1795 Shelburne Road parcel. All of this additional parking is proposed to be located to the rear and side of the existing building. (c) Without restricting the permissible limits of the applicable zoning district, the height and scale of each building shall be compatible with its site and existing or adjoining buildings. The proposed project will not alter the height of any of the existing structures on the subject properties. No additional structures are proposed at this time. (d) Newly installed utility services and service modifications necessitated by exterior alterations or building expansions shall, to the extent feasible, be underground. Pursuant to Section 15.13(E) of the South Burlington Land Development Regulations, any new utility lines shall be underground. (e) The DRB shall encourage the use of a combination of common materials and architectural characteristics, landscaping, buffers, screens and visual interruptions to create attractive transitions between buildings of different architectural styles. This requirement is not applicable to the proposed project. (f) Proposed structures shall be related harmoniously to themselves, the terrain, and to existing buildings and roads in the vicinity that have a visual relationship to the proposed structures. CITY OF SOUTH BURLINGTON 6 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING \drb\sub\shelburne road inc\sketch.doc This requirement is not applicable to the proposed project. Site plan applications shall meet the following specific standards as set forth in Section 14.07 of the South Burlington Land Development Regulations: (a) The reservation of land may be required on any lot for provision of access to abutting properties whenever such access is deemed necessary to reduce curb cuts onto an arterial of collector street, to provide additional access for emergency or other purposes, or to improve general access and circulation in the area. Staff feels that the applicant should provide an access easement that crosses the proposed property boundaries to facilitate an access drive between the two properties, if and when this access makes sense. (b) Electric, telephone and other wire -served utility lines and service connections shall be underground. Any utility installations remaining above ground shall be located so as to have a harmonious relation to neighboring properties and to the site. Pursuant to Section 15.13(E) of the South Burlington Land Development Regulations, any new utility lines shall be underground. (c) All dumpsters and other facilities to handle solid waste, including compliance with any recycling or other requirements, shall be accessible, secure and properly screened with opaque fencing to ensure that trash and debris do not escape the enclosure(s). 10. The plans should be revised to clearly depict any dumpsters on the subject properties, adequately screened, prior to submittal of the preliminary plat plans. (d) Landscaping and Screening Requirements The proposed amendment will not trigger the need for any additional site landscaping. However, depending on how the applicant proposes the parking layout for the subject property, this project may have to comply with Section 13.06(B) of the Land Development Regulations, which requires internal landscaping in any parking area containing twenty (20) or more parking spaces. 11. If the applicant proposes twenty (20) or more individually striped parking spaces on the subject property, the plans shall be revised to comply with Section 13.06(B) of the Land Development Regulations, prior to submittal of the preliminary plat plans. Mr. Burgess said if the Chittenden is making the application alone, it is inappropriate. If it is a joint application, the Commission will ask the applicant to show what has changed since the decision was made. Mr. Collins said Heathcote is willing to join the application. Mr. Bishop noted that Heathcote has appealed to Superior Court. (WH&N) has completed a hydrologic assessment using the Soil Conservation Service TR-20 model, of the proposed expansion of Knight Acura as shown on the site plan prepared by Gordon Woods Associates, dated October 15, 1992. This site plan was later verbally modified to eliminate the culvert crossing of the south fork of Bartlett Brook and the tier of parking on the north side of the brook. 2. The TR-20 model utilizes coefficients representing soil type, ground slope, and land use conditions to enable prediction of a runoff hydrograph from individual subwatersheds. These hydrographs can then be combined using simulated channel reaches and hydraulic structures to predict watershed wide runoff conditions. The data file representing all existing development conditions in the Bartlett Brook watershed is maintained by WH&N. 3. The hydrologic impact of the existing portion of the Knight Acura dealership had been evaluated previously in 1987. This review was entitled, 'Bartlett Brook/Allocca Property". 4. The design storm for the evaluation was a 25-year, 24-hour storm event, or 4.0 inches of rain in 24 hours. This design storm has been used in all Bartlett Brook assessments pursuant to South Burlington Planning Commission directive. 5. For the design storm, the peak discharge rate has been evaluated at two locations. The first location is at the confluence of the south fork of Bartlett Brook and the small ditch which drains to the west of the Knight Acura property. The second location is at the mouth of Bartlett Brook. At these locations, the projected existing peak discharge rates for the design storm are 202.1 cfs and 327.3 cfs, respectively. 6. The proposed parking lot expansion does not include a stormwater retention structure, and runoff from the paved area will occur as sheet flow to the north, and then proceed by via overland flow to the south fork of Bartlett Brook. 7. The post -development TR-20 simulation indicates a peak discharge rate of 202.1 cfs at the ditch confluence and 327.3 cfs at the mouth of Bartlett Brook. Therefore, no increase in peak discharge rate is projected at either location. This response is attributed to the occurrence of the peak from this site prior to the time of occurrence of the main peak from the watershed as a whole. 8. The occurrence of overland flow over the vegetative terrain between the paved area and the south fork of Bartlett Brook will provide an adequate level of stormwater treatment. No clearing or disturbance should occur within the 50-foot wide buffer strip adjacent to south fork of Bartlett Brook. [GBELAIR/JAN 10-14-92] MOTION OF APPROVAL ACURA PARKING LOT I move the So. It is their opinion that the recent submittal by Farrell for the development of a new bank on his property and proposed improvements to O'Dell Parking constitutes a substantial change in circumstance and therefore justifies reconsideration of the original condition. At this point, City Attorney Steve Stitzel advises that the Commission go through the same process as they did last month when Heathcote proposed modifying the bank building and circulation pattern. The Commission should decide first whether or not to reconsider the application. To reconsider, the Commission must find a substantial change in circumstance. If the Commission finds a substantial change in circumstance, then a revised final plat hearing to amend the condition to allow a six month extension will need to be warned. Steve Stitzel is concerned with this request as it has been made by Chittenden Bank and not by Heathcote Associates. In addition, the Commission's recent denial to reconsider Heathcote's request to amend the condition has been appealed to Superior Court. I hope to have a letter from Steve Stitzel advising the Commission on how to proceed at Tuesday's meeting. 5) DICK NIGHT - AUTO SALES LOT - SITE PLAN This project consists of a constructing an auto sales lot on a vacant lot adjoining the applicant's auto dealership. The applicant is scheduled to meet with the Zoning Board of Adjustment on November 9, 1992 requesting a conditional use permit. Mr. Woods now is aware of the additional design information and site plans we need to perform our analysis. He indicated that he was hoping to have that information to us by the end of this week (by October 30, 1992). It will then take us 10 to 20 days to complete our stormwater analysis and prepare a report for the South Burlington Planning Commission. As we told both Mr. Purcell and Mr. Woods, we do not have adequate time to provide a final written report by November 3, 1992, as requested by South Burlington Planning Commission personnel, in preparation for their November 10, 1992 meeting. However, if we receive all of the information we need from Mr. Woods by Monday morning, November 2, 1992, and if we run into no snags during our analysis, we may be able to provide a verbal report to the Planning Commission prior to their meeting on November 10, 1992. Although we cannot be certain of meeting that deadline, we will do our best. Our standard policy for all of these Bartlett Brook stormwater analyses is to require full payment prior to commencement of our work. Based on the size of the project and the complexity of the hydrologic regime at this point in the watershed, our fee will be $950 for this analysis. As you are aware, the site is located within a watershed of Bartlett Brook, and is therefore subject to the special stormwater runoff design requirements of the South Burlington Planning Commission. In fact, the south fork of Bartlett Brook flows through the lot itself. A data file was originally developed in 1985 which represented the existing land use conditions for the entire watershed at that time, and this data file has been updated since then as new developments have been proposed, approved, and constructed. The purpose of these assessments has been to insure that no increase to the overall watershed peak discharge rate for 25 year design storm would occur as a result of the project, and that sufficient stormwater treatment be provided on each site. Depending on the location of an individual site as well as the nature of the proposed development, stormwater retention structures (above ground or underground) have been required to insure that these goals are met. For the proposed Knight Acura expansion, our estimated fees to complete the assessment, including the update of the watershed -wide data file, assessment of the site plan for adequacy of runoff control and stormwater treatment, and completion of the report with recommendations to the South Burlington Planning Commission would be $1,400, and prepayment of the full amount is required. Our work will be completed within two to three weeks of receipt of payment. With respect to the site plan, prepared by Gordon G. Woods and dated October 1992, the following additional information will be necessary. 1. The sizing, materials, and grading details for the proposed culvert crossing the south fork of Bartlett Brook must be provided. 2.
