TRAFFIC STUDY
of the
Proposed McDonald's Restaurant
U.S. Route #7

The purpose of this study is the evaluation of the impact of
the proposed McDonald's Restaurant on U.S. Route -7 in Shel-
burne, Vermont.
EXISTING HIGHWAY AND CONDITIONS
The proposed restaurant will have access onto U.S. Route YP7.
The adjacent land uses are commercial in nature and consist
of motels, restaurants, sales rooms, service stations, etc.
Route :Pr7 in this area consists of two lanes with eight foot
shoulders. The nearest traffic control device is at the in-
tersection of Route #7 and Bartlet Bay Road, approximately
.5 miles north of the proposed development.
Traffic volumes obtained from the Vermont Highway Department
show the projected 1977 AADT at the proposed site to be 12,770
vehicles, resulting in a highest peak hour volume of 1,495
vehicles per hour and the design hourly volume of 1,340 ve-
hicles per hour, both of which occur between the hours of
4-5 p.m. These estimates are based on actual traffic counts
taken in 1976 at a point approximately 1.6 miles southerly
of the proposed development.
The capacity of Route #7 in the vicinity of the site was
computed to be 1,820 vph for both directions. Analysis of
the signalized intersection shows that the controlling capa-
city is that of the highway, 1,820 vph,
PROPOSED DEVELOPMENT
The proposed McDonald's Restaurant will be located on the
easterly side of U.S. Route 17 approximately .5 miles south-
erly of the Route #7 and Bartlet Bay Road signalized inter-
section. This restaurant will consist of seventy-two seats
and a drive -up order window.
Using studies that relate trip generation and land use and
by evaluating operational and site characteristics of simi-
lar facilities, it is possible to determine the number of

lopment. Table I shows the average and the highest season

Of all the volumes presented in Table I, it can be anticipated
that 20% of the trips will be taken from the existing traffic
flows. This would result in 80% of the trips being newly gen-
erated. Figure I shows the anticipated traffic for the pro-
posed restaurant.
ANALYSIS AND RESULTS
Analyzing the existing traffic and comparing it to the capa-
city of the roadway shows that during the highest peak hour
volumes the roadway operates at a Level of Service D, which
is approaching unstable flow. Using the design hourly volume
the roadway also operates at a Level of Service D. Even with
the addition of the proposed facility the roadway will con-
tinue to operate in the same Level of Service.
The major concern would appear to be the traffic operations
relating to the proposed restaurant, i.e, the turning move-
ments that will be required to either enter or exit the faci-

- lity. These maneuvers, however, can be accomplished in a
safe and orderly fashion with a minimum of interference
with the main flow of traffic on Route #7. This is substan-
tiated by the following reasons.
1) There is excellent sight distance (in excess of one
thousand feet) in both directions from the proposed
access.
2) There is sufficient pavement width including travel
lane and shoulder to allow a vehicle to safely exe-
cute a right turn into -the facility from the north-
bound lane of Route #7.
3) There is sufficient pavement width including travel
lane and shoulder to allow a vehicle making a left
turn into the site from the southbound lane of Route
1�7 to wait without holding up traffic, i.e. there is
sufficient room for a southbound vehicle to pass the
waiting vehicle on the right.
4) Any delays in exiting the site would cause on -site,
internal backups and not affect the flow of traffic
on Route #7.
5) The commercial development along U.S. Route -7 is
such that traffic along the roadway would be expect-
ing vehicles to be continually leaving and entering
the flow of traffic.
CONCLUSIONS
Based on the above analysis, field inspection of the site,
and consideration of the commercial developments along Route
177, it is my opinion that the proposed McDonald's Restaurant
will not cause either a significant increase in traffic con-
gestion nor an unsafe condition.

This addendum to the original traffic study is to provide
additional information as requested by the South Burlington
Zoning Board of Adjustment.
TRAFFIC DISTRIBUTION - Figure #1
These volumes are based on counts taken by the Chittenden
County Regional Planning Agency in the vicinity of Nordic
Ford June 29-July 6, 1976 and expanded to 1977. Traffic
conditions during this period of the year (4th of July holi-
day) generally represents some of the higher traffic volumes
conditions of the year, therefore, representing a conserva-
tive approach. (Appendix)

Based on the signal timing the following table shows the num-
ber of seconds that through southbound vehicles are stopped at
Bartlet Bay Road intersection. During this period there would
be minimal traffic traveling southbound past the site on Route #7.

DRIVE-UP ORDER WINDOW STORAGE REQUIREMENTS
The basis for determining the storage requirements for drive -
up facilities was a study done for drive-in bank facilities
and is based on acceptable waiting times.
Based on an acceptable waiting time of ten minutes for one
window, six storage spaces are required. For an acceptable
waiting time of fifteen minutes and one window, nine storage
spaces would be required.
The site plan of the proposed McDonald's Restaurant has suffi-
cient room to store fourteen vehicles behind the vehicle be-
ing serviced at the pick-up window. In addition to the above
storage there is room for three vehicles between the pick-up
window and the vehicle waiting to enter Route #7.
This would indicate that more than sufficient storage exists
for the drive -up window facility.

I am concerned about allowing another high traffic
generating establishment such as the proposed McDonald's
Restaurant locating in South Burlington.
The existing one on Williston Road is an excellent
example. We experience traffic back-up at this establishment
daily. Williston Road in this area is one of the highest
accident areas in the city. Our Police Department is already
overburdened with accident investigation work with reports
running as much as three weeks behind.
Shelburne Road in the vicinity of the proposed restaurant
is a two-lane road. Although there are wide paved shoulders
they are not constructed for high volume use such as they would
get from the proposed usage.

MCDONALD'S FINDINGS
The impact of three hundred (300) turning movements at peal-. hour
at this location, with the existina speed limit and two lanes
presents a serious problem, which will adversely affect specific
standard #13.103 of the City Zoning reguations.
Under sub section 13.102; this appeal would substantially change
the character of the area in question.
The addition of three hundred (300) turning movements during pea'c
hours will create an unacceptable safety hazard (Hichwa,�,, is presentl17
very near pea'; capacitlr withthisproposed use.
The vehicular capacity of Shelburne Road which is near peak has
caused serious concern from members of the Planning Commission,
and City Council having resulted in possible updated City Zoning
Regulations - relating to permitted uses within the area in question.
The area which is largely undeveloped, would be adversely affected
by allowing uses similar to that which is proposed.

The members of the South Bur-

be commended for the good
judgment and common sense dis-
played in the recent decision to
deny the request by McDonald Cor-

On January 13 I received a telephone call from Richard Ward,
Administrator for the Zoning Board of Adjustment of the City
of South Burlington. He advised me that there will be a
board meeting on January 23rd but no vote will be taken on
McDonald's application because a quorum will not be present.
Mr. Ward further advised me that he will be talking to the
chairman over the weekend and will let me know on Monday or
Tuesday whether the board wants additional information from
McDonald's. The final vote will take place, Ward advises me,
on February 6th at the five o'clock meeting.
I will attend the January 23rd meeting but, because of the
above information, do not believe that any other representative
of McDonald's needs to attend.
I have mailed a copy of this letter to Mr. Ward. If any of
the information contained herein is incorrect, I would
request that he contact me immediately.

Dear Mr. Ward:
This is to confirm our telephone conversation this morning
relative to a proposed McDonald's fast food installation on
Shelburne Road opposite the Black Angus Restaurant.
I met with Richard Wadhams on November 17, 1977, at the site
for an inspection and to check his preliminary site plan.
At the time I explained to him our permit process and noted
that for the traffic a McDonald's would generate, there
should be a left turn lane. I also told him that where
a new approach will require work to be done, i.e. widen
the roadway to establish the left turn movements and any
other incidental construction, the applicant would have
to bear the cost.
I have not yet received an application for this installation
nor have I seen any proposed plans other than the site plan
he had with him on that day which did not have anything
relative to US 7.

Location: Rt. #9, Plattsburgh, New York. Route g is a four lane,
undivided, full access highway. Land use in the area is pre-
dominantly vacant land, approximately 6-P- motels (open) and several
vrholsesale and seasonal businesses which were closed. The site is
enroute to the Grand Isle Ferry, is situated on the north side of
town, and within 2 miles of an interchange with I-87.
Weather and Road Condition : light snow, temperature - 10-120;
travel restricted to one lane in each direction due to curbside
snow build up; pavement very slippery.
Tytpe of Facility - McDonald's with drive in and sit down service;
exact size seating capacity unknown; circulation pattern very
similar to that of the proposed restaurant.

Dear Mr. Ward:
This is to confirm our telephone conversation this morning
relative to a proposed McDonald's fast food installation on
Shelburne Road opposite the Black Angus Restaurant.
I met with Richard Wadhams on November 17, 1977, at the site
for an inspection and to check his preliminary site plan.
At the time I explained to him our permit process and noted
that for the traffic a McDonald's would generate, there
should be a left turn lane. I also told him that where
a new approach will require work to be done, i.e. widen
the roadway to establish the left turn movements and any -
other incidental construction, the applicant would have
to bear the cost.
I have not yet received an application for this installation
nor have I seen any proposed plans other than the site plan
he had with him on that day which did not have anything
relative to US 7.

This addendum to the original traffic study is to provide
additional information as requested by the South Burlington
Zoning Board of Adjustment.
TRAFFIC DISTRIBUTION - Figure #1
These volumes are based on counts taken by the Chittenden
County Regional Planning Agency in the vicinity of Nordic
Ford June 29-July 6, 1976 and expanded to 1977. Traffic
conditions during this period of the year (4th of July holi-
day) generally represents some of the higher traffic volumes
conditions of the year, therefore, representing a conserva-
tive approach. (Appendix)

DRIVE-UP ORDER 14INDOW STORAGE REQUIREMENTS
The basis for determining the storage requirements for drive -
up facilities was a study done for drive-in bank facilities
and is based on acceptable waiting times.
Based on an acceptable waiting time of ten minutes for one
window, six storage spaces are required. For an acceptable
waiting time of fifteen minutes and one window, nine storage
spaces would be required.
The site plan of the proposed McDonald's Restaurant has suffi-
cient room to store fourteen vehicles behind the vehicle be-
ing serviced at the pick-up window. In addition to the above
storage there is room for three vehicles between the pick-up
window and the vehicle waiting to enter Route #7.
This would indicate that more than sufficient storage exists
for the drive -up window facility.

I am concerned about allowing another high traffic
generating establishment such as the proposed McDonald's
Restaurant locating in South Burlington.
The existing one on Williston Road -is an.excellent
example. We experience traffic back-up at this establishment
daily. Williston Road in this area is one of the highest
accident areas in the city. Our Police Department is already
overburdened with accident investigation work with reports
running as much as three weeks behind.
Shelburne Road in the vicinity of the proposed restaurant
is a two-lane road. Although there are wide paved shoulders
they are not constructed for high volume use such as they would
get from the proposed usage.

PURPOSE
The purpose of this study is to evaluate the impact of the proposed
McDonald's Restaurant on U.S. Route #7 in South Burlington, Vermont.
EXISTING HIGHWAY AND CONDITIONS
The proposed restaurant will have access onto U.S. Route #7. The
adjacent land uses are mainly business and commercial in nature and
consist of restaurants, motels, sales rooms, service stations, etc.
Route #7 in this area consists of two travel lanes with eight foot
shoulders. The total paved width is forty feet. The nearest traffic
control device consists of a traffic signal and is located at the
intersection of Route #7 and Bartlets Bay Road, approximately 1600
feet north of the proposed restaurant.
The capacity of Route #7 in the vicinity of the site was computed
to be 1850 vph for both directions. Analysis of the signalized
intersection shows that the controlling capacity is that of the
highway, i.e. 1850 vph.
PROPOSED DEVELOPMENT
The proposed McDonald's Restaurant will be located on the westerly
side of U.S. Route #7 approximately 1600 feet southerly of Bartlets
Bay Road signalized intersection. The restaurant will consist of
ninety-six seats, a drive -up order window and sixty-four parking
spaces.

Using studies that relate trip generation and land use and by evalua-
ting operational and site characteristics of similar facilities, it
is possible to determine the number of vehicular trips that will be
generated by the proposed facility.

Of the volumes presented in Table I, it can be anticipated that 50%
of the trips will be taken from the existing traffic flows. This
would result in 50% of the trips being newly generated.
ANALYSIS AND RECOPM'lENDATIONS
Comparing the existing traffic with the capacity of the roadway
during peak hours, the roadway operates at a Level of Service D,
which is approaching unstable flow. Even with the addition of the
proposed restaurant the roadway will continue to operate within the
same level of service.
The major concern would appear to be the traffic operations relating
to the proposed restaurant, i.e. the turning movements that will be
required to either enter or exit the facility. With the following
conditions and recommendations these maneuvers can be accomplished

in a safe and orderly fashion with a minimum of interference with
the main flow of traffic on Route V .
1) There is excellent sight distance in excess of one
thousand feet in both directions.
2) I also recommend that a left turn lane be constructed.
This would allow a northbound vehicle desiring to make
a left turn into the site to wait for a sufficient gap
in the southbound traffic without restricting the through
traffic flows.
3) The traffic signal at Bartlets Bay Road provides gaps in
the flow of traffic on Route #7 to allow periodic clearance
of left -turning vehicles and for vehicles exiting the
restaurant to enter the northbound flow of traffic.
4) The business and commercial developments along Route #7
are such that traffic along the roadway would be expecting
vehicles to be continually leaving and entering the flow
of traffic.
CONCLUSIONS
Based on the above analysis, field inspections, recommendations and
consideration of the existing commercial developments along U.S.
Route #7, it is my opinion that the proposed McDonald's Restaurant
will not cause either a significant increase in traffic congestion
nolq an unsafe condition.
