Final Plat Application for Harbor Inn, Shelburne Rd.
Regarding the erosion question, Mr. Larkin met with Mr. Szymanski,
and Mr. Szymanski is still requesting the retention pond. Me
feels very strongly that all correction measures should, when
possible, be done on site. Mr. Burgess suggested that Mr.
Szymanski had missed the point, and that what was proposed as
an alternative would be repairing something that has already
happened as opposed to something that might not happen at all.
Ms. Bechtel said that Mr. Szymanski did understand this but
still felt that retention pond should be there. Mr. Jacob said
he could understand Mr. Szymanski's concern: if the city or a
developer went in and disturbed the banks more than they are,
they would be held liable for any subsequent damage downstream.
Mrs. Maher said she felt the Council will have to do something
before more damage occurs.
Elizabeth Edwards felt the responsibility lies with the people
who built the pumping station, since the site was not left the
way it should have been. She could not imagine anyone in the
area objecting to an easement to fix the damage. The whole
ravine is steadily and rapidly going to the lake.
Mr. Jacob suggested the Commission approve the proposal with
the exception of Stipulation #7 and that all concerned sit down
with the City Manager to discuss the erosion issue.
Mr. Doolex moved that the South Burlington Plannix& Commission
approve the Final Plat application of John Larkin for the con-
struction of a Planned Commercial Development consisting of a
200 unit hotel and existing restaurant as depicted on a plan
entitled "Mar or Inn Route 7, South Burlington, Vermont," dated
May. 1985. an "Overall i e lan, MarborInn" dated June,
showing -the road connection through o re are re s
and Lansingonsu in Engineers, Inc. with the following stip-
ulations:
1. A $42,000 bond for landscaping shall be posted prior to permit.
2. The northerly side of the arkin lot shall have a concrete

Mr. Echo indicated this was the old Deslauriers house. It is
on a 46,000 sq. ft. lot and now has one apartment in the house.
The building is 3,000 sq. ft. The request is for a 3-wait building,
the new units to include a 2-bedroom apartment and a 3-bedroom
apartment. It is an R-4 zone, and this is a permitted use which
involves no structural changes. All work will be internal division.
Mr. Jacob noted that a similar request was turned down a few years
age and asked that the City Planner review the previous action.
Ms Bechtel will also research whether Commission approval is
required.
Mr. Jacob moved that the request be continued until the next

Mr. Duncan explained that the project is part of the 6-lot sub-
division on Gregory Drive. A reprographics business is going on
lot #1. The proposed use would involve people parking their
cars and being shuttled to and from the airport. The building
would also house a minor service facility so parked cars could
receive some routine service (oil change, washing, filter changes,
etc.) while the owners were away. A $7,600 landscaping bone will
be required. The applicant will provide lindens, crabapples,
euonamus and also a cedar and lilac hedge. Mr. Gregory is re-
sponsible for 6 Norway maples to be planted on Gregory Drive.
Lighting will include lower lighting at the entrance and higher
lighting over the parking area. The applicant questioned the
City Engineer's request for concrete bumpers and felt there were
other ways to delineate parking spaces. Ms. Bechtel said she
thought this was negotiable as Mr. Szymanski did not know the
other lot would be unpaved and used mostly for employee cars.
