An additional hydrnat will be provided on Greqory Drive per a
request of the Fire Chief. They have also widened the area by the
service door at his request.
Ms. Puqh then moved to continue hearing on this application until
the next available meeting. Mr. Belter seconded. Motion passed
unanimously.
6. PUBLIC HEARING: Revised Final Plat application of Larkin Realty
for conversion of 3200 sq. ft. of unused basement space to meetinq
room use, Harbor Inn Motel (Howard Johnson's), 1710 Shelburne Rd.
Mr. Rabideau said a lot of thinqs such as storaqe space left out
in the first phase have been put in the basement. They would now
like to provide some small classrooms down there. These could be
separated from other uses by folding doors. The spaces are almost
completely underqround with only "basement windows."
Mrs. Maher said she didn't understand why there was no additional
traffic qeneration if the use required 32 more parking spaces.
Mr. Rabideau said there are not sure they will need the parking
but want to provide for it if needed. There is no additional
traffic generation because the oriqinal ITE figures provided for
this type of use. It is a very minor percentaqe of the building.
Ms. Peacock was concerned that the Commission wasn't informed of
the basement in the oriqinal approval and that it was no included
in the oriqinal square footage. Mr. Larkin said he thought it was
mentioned when he and Mr. Milot appeared. Mr. Weith said he felt
that if additional parking was needed it could be put in after a
6-month review. Mrs. Maher said she didn't feel that all
attendees would be hotel quests. She felt some would drive to the
site. Mr. Rabideau aqreed but said that was included in the
original traffic figures. Members agreed that Mr. Weith would
check 6 months after occupancy to determine the need for more
parkinq.
Ms. Puqh asked if the stipulations of the original approval have
been met. Mr. Rabideau said Mr. Ward reviewed all stipulations
before lettinq them build. The only issue remaining is the
traffic light on Harbor View Rd. to which they have contributed
but which isn't yet installed.
Mr. Larkin said they are using only 400 of their sewer allocation.
Mr. Weith noted that the 2 new buildings are not yet occupied.
Mrs. Maher asked how many existing units have kitchenettes. Mr.
Larkin said none do but there will be some in the new units. He
estimated 16 units would have stoves, others would just have wet -
bars.

Mr. Weith felt Heindel & Noyes should re-examine their drainage
study before any new parking spaces are approved to see if runoff
can be handled.
Ms. Peacock moved the Planning Commission approve the revised
Final Plat application of Larkin Realty for conversion of 3200 sq.
ft. of unused basement space to meetinq room use as depicted on a
2 page set of plans entitled "Overall Site Plan, Harbor Inn, Route
7, South Burlington, Vermont," prepared by Krebs and Lansinq Con-
sultinq Engineers, Inc, and dated June, 1985, last revised 5/17/89
with the followinq stipulations;
1. Based upon the expressed representation of the applicant, the
space will not be used for commercial kitchen, food service pro-
duction, restaurant, bar or niqht club use.
2. The Planning Commission shall review the parkinq demand 6
months after occupancy of the buildings to determine whether the
32 additional spaces or a portion thereof are needed. The ap-
plicant shall hire a professional traffic planner/enqineer to
conduct a parking count. The results of the count shall be
submitted to the Planning Commission. If the Commissions deter-
mines additional spaces are needed, the applicant shall construct
the additional spaces as shown on the plan.
3. The applicant shall submit the revised plan and any other per-
tinent information to Heindel and Noyes for re-evaluation of the
stormwater drainage analysis. The results of the analysis alonq
with any recommendations shall be submitted to the City Engineer
for review and approval prior to occupancy of the space. The ap-
plicant shall be responsible for any improvements demmed necessary
by the City Engineer.
4. The applicant shall record the revised site plan within 90 days
or this approval is null and void.
Mr. Belter seconded. Motion passed unanimously.
7. Site Plan application of Rene Berard for construction of a 7600
sq. ft. building for storaqe/distribution use, lot #14, Ethan
Allen Drive.
Mr. Belter stepped down as adjacent property owner.
Mr. Weith noted that lot #13 is beinq developed now. Mr. Berard
said the building will be for 2 tenants with an office at each
end. There will be no thru traffic in the parking area. Mr.
Weith noted that front yard coveraqe on Ethan Allen Dr. is 55% and
the maximum allowable is 30%. Mr. Berard said he would have no
problem movinq the building back. Mr. Weith also noted that the
