On the 24th day of June, 1997, the South Burlington Planning Commission approved the request of New England Telephone & Telegraph Company for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of the construction of a 216 square foot telecommunications equipment building. A conditional use permit must be obtained from the ZBA for this building. 2. This property located at 1690 Shelburne Road lies within the C2 District. It is bounded on the south by a motel and hotel, on the east by an office building and a natural area owned by the City, on the north by an auto sales facility and an auto service facility, and on the west by Shelburne Road. 3. Parking: There are no parking standards for this type of facility in the zoning regulations. A parking area for one or two vehicles is provided and since there will be no employees in this building, it was staff's position that adequate parking facilities are being provided. 6. Landscaping: The minimum landscaping requirement based on building costs, is $1500 which is being met. Plantings include an Arborvitae hedge. 7. Traffic: There will be no employees working in this building except for occasional service calls. It was staff's position that for the purposes of the South Burlington Impact Fee Ordinance no additional P.M. peak hour trip ends will be generated. 1 8. Sewer: No sewer allocation needed. 9. Lighting: No exterior lighting proposed. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of New England Telephone & Telegraph Company to construct a 216 square foot telecommunications equipment building, 1690 Shelburne Road, as depicted on a plan entitled, "New England Telephone Telecommunication Site, Property of Kurt V. Reichelt," prepared by Dunroven Associates, and dated 3/97, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimates that the telecommunications building will generate zero (0) additional vehicle trip ends during the P.M. peak hour. 3. Any new exterior lighting shall consist of downcasting shielded fixtures so as not to cast glare beyond the property lines. Any new lights shall require the approval of the City Planner prior to installation. 4. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the building. 6.
