Re: Findings of Fact, application of Willie Racine's, Inc. for
expansion of an existing parking lot serving an automobile sales
and service facility, 1650 Shelburne Road.
On the 8th of June, 1993, the South Burlington Planning Commission
approves the request of Willie Racine's, Inc. for site plan review
under Section 19.10 of the South Burlington Zoning Regulations
based on the following findings:
1. This project involves the expansion of the parking area for the
applicant's auto sales and service facility.
2. This property at 1650 Shelburne Road lies within the Commercial
2 District. It is bounded on the north by Green Mountain Drive, on
the west by Shelburne Road, on the east by Meineke Muffler, and on
the south by an undeveloped lot.
3. Access/circulation: Access is via an easterly curb cut 34 feet
in width and a westerly curb cut 36 feet in width. Both curb cuts
are on Green Mountain Drive and will not be changed as part of this
application. Display vehicles are being displayed within the
westerly access drive reducing the width of this access. Staff
recommended that vehicles not be allowed to be parked in the access
drive.
Circulation is adequate for passenger vehicles but not for
emergency vehicles.
4. Coverage/setbacks: Building coverage is 11% (maximum allowed
is 30%). Overall coverage is 66% (maximum allowed is 70%). Front
yard coverage is 0% (maximum allowed is 30%).
Setback requirements are met.
5. Parking: This facility requires a total of 20 parking spaces
for customers and employees and 39 spaces are being provided.
6. Landscaping: There is no minimum landscaping requirement for
this project. Some green space will be lost but no plantings will
be lost.
7. Traffic: No additional trip ends anticipated due to this
project since the building will not be expanded.
8. Sewer: No additional allocation needed.

9. Lighting: No exterior lighting changes proposed.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Willie Racine's,
Inc. for expansion of an existing parking lot serving an automobile
sales and service facility as depicted on a plan entitled, "Plat of
Survey, Wilfred H. & Annette R. Racine Prop.". prepared by Warren
Robensntein and dated June, 1986 and having a stamped "received"
date of 6/3/93, with the following stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. The plan shall be revised to show the first two spaces near the
westerly access removed. The access drives shall be kept free of
parked vehicles in order to maintain safe and adequate access to
and from the site.
3. A zoning/building permit shall be obtained within six (6)
months or this approval is null and void.
4. The applicant shall obtain a certificate of occupancy from the
Administrative Officer prior to occupancy of the expanded parking
area.
5. Any change to the site plan shall require Planning Commission
approval.
