The amendment consists of: 1) constructing a private car wash, 2) installing two above -ground fuel tanks and 3) constructing additional parking spaces, 1580-1620 Shelburne Rd: Mr.Hewitt said they are proposing an on -site car wash. He showed the location as well as the location of additional parking. This is a PUD with 5 different parcels. They will propose some new landscaping. Mr. Belair said outside storage of pallets, etc., should be shown on the plan. Mr. Hewitt said the tanks are on slabs above -ground with an awning above. Mr. Belair said the Division of Fire Safety will deal with the gas tanks. Mr. Hewitt said one tank - will be gas, one will be diesel. There will be some kind of structure around them. Mr. Belair noted that front yard coverage is 40% and 30% is the requirement. Mr. Hewitt said this may be the result of the Shelburne Rd. widening. Mr. Dinklage asked them to see if any improvement can be made. Mr. Hewitt said the project will improve site circulation. PLANNED UNIT DEVELOPMENT STANDARDS Pursuant to Section 15.18 of the South Burlington Land Development Regulations PUDs shall comply with the following standards and conditions: Sufficient water supply and wastewater disposal capacity is available to meet the needs of the project. According to Section 15.13(B)(1) of the South Burlington Land Development Regulations, the existing public utility system shall be extended to provide the necessary quantity of water, at an acceptable pressure, to the proposed additional dwelling units. 1. The South Burlington Water Department shall review and comment on the plans, prior to preliminary approval. 2. Occupancy shall not take place in the proposed car wash building until the applicant has obtained final water allocation approval from the South Burlington Water Department. CITY OF SOUTH BURLING 7-ON 3 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING I:\Development Review BoardTindings Decisions\2009\Heritage SDO939 memo doc According to Section 15.13 of the South Burlington Land Development Regulations, the subdivider or developer shall connect to the public sewer system or provide a community wastewater system approved by the City and the State in any subdivision where off -lot wastewater is proposed. 3. The applicant shall obtain preliminary wastewater allocation approval from the Director of Planning and Zoning prior to submittal of the final plat application if necessary. 4. The South Burlington City Engineer should review and comment on the plans, prior to preliminary approval. Sufficient grading and erosion controls will be utilized during and after construction to prevent soil erosion and runoff from creating unhealthy or dangerous conditions on the subject property and adjacent properties. The proposed project shall adhere to standards for erosion control as set forth in Section 16.03 of the South Burlington Land Development Regulations. In addition, the grading plan shall meet the standards set forth in Section 16.04 of the South Burlington Land Development Regulations. 5. The applicant shall submit a grading and erosion control plan with the preliminary plat application. The project incorporates access, circulation, and traffic management strategies sufficient to prevent unreasonable congestion of adjacent roads. There is adequate access to prevent unreasonable congestion. The proposal increases available parking at the site. The project's design respects and will provide suitable protection to wetlands, streams, wildlife habitat as identified in the Open Space Strategy, and any unique natural features on the site. The lot proposed for development does not contain any wetlands. The project is designed to be visually compatible with the planned development patterns in the area, as specified in the Comprehensive Plan and the purpose of the zoning district(s) in which it is located. According to Section 5.05 of the SBLDR, the purpose of the C2 District is to encourage general commercial activity. Development shall be subject to site plan review to coordinate traffic movements, encourage mixed -use developments, to provide share d parking opportunities and to provide a potential location for high -traffic generation commercial uses. Staff feels this project conforms to the planned development patterns in the area and the stated purpose of the C2 District. Open space areas on the site have been located in such a way as to maximize opportunities for creating contiguous open spaces between adjoining parcels and/or stream buffer areas. 6. The South Burlington Fire Chief should review the proposed plans, prior to preliminary plat approval. Roads, recreation paths, stormwater facilities, sidewalks, landscaping, utility lines and lighting have been designed in a manner that is compatible with the extension of such services and infrastructure to adjacent landowners. 8. The plans should be revised to show water and sewer lines for the private car wash. Roads, utilities, sidewalks, recreation paths, and lighting are designed in a manner that is consistent with City utility and roadway plans and maintenance standards. 9. Pursuant to Section 15.13(E) of the South Burlington Land Development Regulations, any new utility lines shall be underground. 10. The plans should be revised to show the location and height of any proposed exterior lighting, prior to submittal of the preliminary plat application. In addition, lighting details (cut -sheets) for all proposed exterior lighting should be submitted with the preliminary plat application. The project is consistent with the goals and objectives of the Comprehensive Plan for the affected district(s). Staff feels the proposed project is consistent with South Burlington's Comprehensive Plan and Land Development Regulations. SITE PLAN REVIEW STANDARDS Pursuant to Section 14.03(A)(6) of the South Burlington Land Development Regulations any PUD shall require site plan approval. Section 14.06 of the South Burlington Land Development Regulations establishes the following general review standards for all site plan applications: The site shall be planned to accomplish a desirable transition from structure to site, from structure to structure, and to provide for adequate planting, safe pedestrian movement, and adequate parking areas. Staff feels the proposed project accomplishes a desirable transition from structure to site and from structure to structure. Staff will better address whether the site provides for adequate planting when a landscaping plan is proposed. Landscaping is required for the new building. Staff has some concerns about the proposed handicapped parking spaces. The overall site plan shows four designated spaces, only two of which are bordered by an unloading area. The site plan has eliminated one of these inappropriate spaces, but one remains. It would be possible for this remaining space to be bordered by an unloading area if the adjoining space is striped off. CITY OF SOUTH BURLINb I -ON 5 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING I:\Development Review Board\Findings Decisions\2009\Heritage SD0939 memo doc The South Burlington Land Development Regulations require 2 spaces per 1000sf gross floor area. At 88,824 sq. ft., the lot requires 178 spaces. The applicant is proposing 54 new spaces, however the plans only depict 53 new spaces. The lot already has adequate existing parking. Four (4) spaces are proposed as handicapped accessible, however the plans are inconsistent and two spaces do not have adjacent unloading areas. Four handicapped accessible spaces are required for every 100 customer-, service- or employee spaces. Four additional handicapped accessible spaces would bring the lot's total to the required eight (8). It is not clear from the plans how many spaces will be lost to re -designation as handicapped accessible parking. 11. The plans shall be revised to accurately show handicapped accessible parking spaces with adequate unloading areas. Parking shall be located to the rear or sides of buildings to the greatest extent practicable. The plans demonstrate compliance with this criterion. Without restricting the permissible limits of the applicable zoning district, the height and scale of each building shall be compatible with its site and existing or adjoining buildings. The plans do not indicate the height of the proposed structure. 12. The plans shall be revised to show the height of the proposed private car wash. Newly installed utility services and service modifications necessitated by exterior alterations or building expansions shall, to the extent feasible, be underground. Pursuant to Section 15.13(E) of the South Burlington Land Development Regulations, any new utility lines shall be underground. The DRB shall encourage the use of a combination of common materials and architectural characteristics, landscaping, buffers, screens and visual interruptions to create attractive transitions between buildings of different architectural styles. 13. The applicant should submit typical building elevations for the proposed building, with the preliminary plat application. Proposed structures shall be related harmoniously to themselves, the terrain, and to existing buildings and roads in the vicinity that have a visual relationship to the proposed structures. Again, the applicant should submit typical building elevations for the proposed building, with the preliminary plat application. Site plan applications shall meet the following specific standards as set forth in Section 14.07 of the South Burlington Land Development Regulations: The reservation of land may be required on any lot for provision of access to abutting properties whenever such access is deemed necessary to reduce curb cuts onto an arterial of collector street, to provide additional access for emergency or other purposes, or to improve general access and circulation in the area. i r CITY OF SOUTH BURLIN6 I -ON 6 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING I:\Development Review BoardTindings Decisions\2009\Heritage SD0939 memo doc The proposed project is part of a larger commercial development. Staff does not feel it is necessary to require any specific access easements at this time. Electric, telephone and other wire -served utility lines and service connections shall be underground. Any utility installations remaining above ground shall be located so as to have a harmonious relation to neighboring properties and to the site. Pursuant to Section 15.13(E) of the South Burlington Land Development Regulations, any new utility lines shall be underground. All dumpsters and other facilities to handle solid waste, including compliance with any recycling or other requirements, shall be accessible, secure and properly screened with opaque fencing to ensure that trash and debris do not escape the enclosure(s). No new dumpsters or solid waste facilities are proposed. Landscaping and Screening Requirements Pursuant to Section 13.06(B) of the Land Development Regulations, in all off-street parking areas with twenty (28) or more parking spaces, at least ten percent (10%) of the interior of the parking area shall be landscaped with trees, shrubs, and other plants. At least one (1) major deciduous shade tree, whose caliper is equal to or greater than two and one-half (2.5) inches when measures six (6) inches above ground at the time of planting, shall be provided for every five (5) parking spaces. 14. The plans shall be revised to show any of the parking areas subject to this requirement in compliance with the "Internal Landscaping of Parking Areas" requirements outlined in Section 13.06(B) of the South Burlington Land Development Regulations, prior to submittal of the preliminary plat application. 15. The applicant should submit a landscaping plan in accordance with Sections 13.06(F) and 13.06(G) of the Land Development Regulations, prior to submittal of the preliminary plat application. 16. Pursuant to Section 13.06(B)(4) of the South Burlington Land Development Regulations, the plans should be revised to show the location of snow storage areas, prior to submittal of the final plat application. RECOMMENDATION Staff recommends that the applicant address the numbered items in the "Comments" Section of this report prior to submitting a preliminary plat application. Storm water runo'ff has been examined at two outfall points (an exist— ing 12" culvert and an existing 32" X 50" arch culvert) for three development conditions: 1. Nordic property undeveloped 2. Nordic property in the existing condition 3. Nordic property under proposed conditions All other lands within the examined drainage area were assumed to be in their existing state for all three conditions. The drainage di— vide for the undeveloped property was assumed to be as it exists now and the design for the proposed conditions rendered the divide also to be the same. The Green Mountain Drive storm system will be directed into the new detention pond area via a new pipe to the northside of Green Mountain Drive 200' east of Route 7. The detention pond with control structure (see detail) was designed for the southwest corner of the property and a portion of the Route 7 Right of Way. A 15 foot shoulder was maintained for future widening of the highway. The pond was designed to limit the peak flow during a 25 year storm to less than existing conditions. In addition, an overflow weir was designed into the structure to accommodate -a 100 year storm, considering US Route 7 an arterial highway. Computations were performed using the SCS Technical Release #55 ULLan HYdLQ1Q2Y £QL email WaijeC.ahgda hydrograph method via Hydro Systems, Inc. "Draincalc" program. Times of concentration (Tc) were calcu— lated by the overland flow method. Curve Numbers (CN) were assessed using the TR-55 Table 2-2. The drainage areas shown differ slightly from those shown on the plan "Bartlett Brook Study" of March 12, 1984 by Wagner, Heindel, & Noyes. The variations are based on field obser— vations by Pinkham Engineering Associates, Inc. In conclusion, the peak runoff due to site improvements would in— crease at Outfall Point #1 by 0.4 CFS during a 25 year storm. How— ever, when that combines with the outflow from the arch culvert at Outfall #2, there would be a net decrease of 6.2 CFS. (Point 1 & 2) This improvement would bring down the peak flow for the proposed conditions to within 1.5 CFS of the peak for the undeveloped conditions. Additionally, the pond would serve to detain the peak surge by 12 minutes, thereby allowing the down stream system more time to discharge into the lake. Mr. Jacob asked if the lot was going to be paved. Mr. Anderson said it was. Mr. Dooley felt that since there were neighbors who wanted to see the landscaping plan and had concerns with the drainage that this plan should come back to the Planning Commission. Mrs. Lafleur said that the landscaping plan formula isn't triggered by this plan because there is no building. Mr. Anderson said that they planned to landscape for screening anyway. Mr. Jacob asked the representatives from IDS if all their concerns were answered. The engineer from Trudell Engineering who is doing the plans for IDS said that they had two concerns with this plan; drainage and aesthetics. The plan showed a detention pond at the downhill end of the project with a discharge that went right onto the IDS property. They found this unacceptable. He felt there were other ways to do the engineering. He also felt that although the project was not visible from Shelburne Road it could be seen from IDS and they wanted as much screening as possible. Mr. Jacob asked if both parties could get together with the City Engineer regarding the drainage. Mr. Anderson said he would get together with the owners of IDS to work on a landscaping plan also. Mr. Burgess questioned the letter received from IDS. He asked Mrs. Lafleur to check their stipulations to see what they were required to do regarding landscaping. Mr. Dooley moved to continue this item until the next available date when they would have their engineering and landscaping Tans available. Mrs. Hurd seconded and all voted in favor. Revised site plan application of Nordic Ford/Toyota Allson Partnership) for construction of an 18,472 square foot single story building for automotive sales, 1620 Shelburne Road. Mr. Anderson explained that the only part of the original plan that was changing was that a larger building would be built. The reason they are back before the Planning Commission is that they have replaced 4,000 square feet of paving with 4,000 square PLANNING COMMISSION 9 DECEMBER 1986 feet of roof. The landscaping does not change. A few parking spaces are lost. The coverage is 68%. Mr. Dooley said that he recalled in the original approval we treated all of Nortic Ford/Toyota as one development even though it is made up of four lots. Mrs. Lafleur said that 70% maximum coverage was allowed. Mr. Anderson said that before the Commission required that all lots must conform. Mrs. Lafleur said that the coverage hasn't changed. She said that she is requesting another look by Heindel, Wagnec, and Noyes. Mr. Anderson said he would rather not have that expense. Mrs. Lafleur said that she would get a reading and find out if they feel another look is needed. If they want to look at the drainage situation again Mr. Anderson will have to pay. Mrs. Hurd asked how much of the entire plan was done. Mr. Anderson said that most was done except for what was being asked for tonight. Mrs. Peacock asked how many curb cuts there were. Mr. Anderson said there were two for the entire complex on Shelburne Road and the<e -twoon Green Mountain Drive. Mr. Dooley asked what would happen to the existing building on the lot. Mr. Anderson said that it would be torn down. The Zoning Board granted approval for this use. The curb cut is being reduced to 36 feet. Mrs. Lafleur said she spoke to the airport officials and they were pleased with this use as it is a "low people use". Chief Goddette had two concerns. He wanted 20 foot minimum width left around all buildings and he wished a fire hydrant on the site. Mr. Dooley asked where it wasn't 20 feet wide. There was one spot where the width was only 17 feet. Mrs. Lafleur pointed out that only 12 feet of this 17 was paved. Mr. Jacob said that he didn't feel a fire hydrant was needed back there as these were metal buildings and there were no people in them. Mr. Mathews said that he would not be able to do the project if he were required to put in a $20,000 hydrant. Mrs. Hurd asked how many acres this lot was. Mr. Mathews said it was 2 acres. Burlington, VT 05401 RE: Nordic Ford Dear Jane: I have reviewed the most recent plan on the Nordic Ford site proposed by Breadloaf Construction and dated 11/26/86. As I understand the change in this plan over previous renditions is that the new Toyota building on the southwest corner of the lot has been increased in size from 14,000 sq. ft. to 18,472 sq. ft. Further, since I understand that this does not effect the overall coverage on the lot I see no need at this time to revise the computer model for stormwater runoff from the site which was completed earlier this year. I would however make the following additional suggestions: 1. As built drawings of the three retention basins constructed on site should be prepared so that we may verify that the appropriate volumes for retention have been provided. 2. Grass should be established in all swales immediately following grading work. I noted that for the Route 7 hAcin urhinh ... _ .. . ..��, ...... ... u...a.cu 1.1115 paSL Iall, several weeks elapsed between the time of grading completion and the commencement of any landscaping activities. 3. As a reminder, it is noted that the downslope edges of all the new parking lots should not be curbed. In this way, sheet flow off the parking lots will be relatively evenly distributed along the length of the grassy swales. This will enable the best possible treatment of stormwater and removal of particulate material. As a final note, we believe that it is important that the city take an aggressive role in overseeing this project to its completion. Nordic Ford represents one of the properties within the Bartlett Brook watershed which has the highest square footage of impervious area. Therefore, it is imperative that Jane Lefleur 2 December 24, 1986 special attention be paid to erosion control during construction of the project. Clearly in the work that was performed this fall, erosion control was not a primary concern. It is our believe that only through luck (lack of large rainfalls during this fall season) that no major erosion from the site and sedimentation of the brook occurred. At the original approval, the Commission approved changes to all three lots as well as the new construction. The other site changes are close to completion. Access: Six curb cuts provide access to the entire site. There are three on Shelburne Road but this includes the curb cut on IDS property that will be closed as a condition of their recent site plan approval. Two curb cuts are shown on the east -west portion of Green Mountain Drive and one on the north -south portion of Green Mountain Drive. Circulation: A new improved circulation plan is shown throughout the property. Parking: The old plan showed 958 total spaces with 205 on the lot with this proposed building. This plan has 195 on this lot. These car storage parking spaces are more narrow than we require so there actually may be fewer spaces or just tightly parked vehicles. Landscaping: A $13,500 landscaping plan is required. The old plan was valued at $15,000. Lot Coverage: At the previous approval, the Commission required 70% maximum coverage on this lot. This current site plan reviewed was received by our office on January 7, 1986 and included pencil —drawn enlargements of the stormwater basin on the northeast corner of the site (Otter Valley Basin). The following modifications have been made to the site plan to reduce the peak stormwater discharge from the site: 1. The upslope drainage from the northern portion of Green Mountain Drive has been rerouted to flow into the stormwater drain which currently serves the southern portion of Green Mountain Drive. 2. The basin volumes on the Nordic Ford site have been revised. The volumes which are currently being used are as follows: Basin 1 (Route 7) 8456 cu. ft. Basin 2 (Upper Terrace) 11950 cu. ft. Basin 3 (Otter Valley Trucking) 11098 cu. ft. These volumes are based on calculations by Alexander Truex Degroot. Ms. Jane Bechtel Lefleur 2 January 16, 1986 3. Storm flow routing. Currently the upper portion of the parking lot in the northeast corner of the site will flow into Basin 3 from which the outflow will proceed along the westerly margin of this parking lot to Basin 2 which will also service the western portion of the upper parking lot. This outflow will then proceed to Basin 1 which will also receive runoff from the southerly portion of the Nordic site as well as the existing commercial area to the east. At Route 7, the runoff from the northerly portion of the Nordic site will be added, with no detention provided (outflow 1). Also added at this point will be the runoff from the Green Mountain Drive stormwater drainage system which has been included in its expanded form. The projected peak discharge following these additions is 64.26 cfs for the 25-year, 24-hour storm. This compares well with the projected peak discharge of 64.2 cfs for the predevelopment (undeveloped) condition. The difference between these numbers is insignificant, and it is our conclusion that the current site plan meets the goals of the South Burlington Planning Commission. We also make the following recommendations: 1. A field check should be performed to insure that the elevation of the northern portion of the Green Mountain Drive stormwater drainage system can in fact be connected to the southerly portion of the same. 2. A final verification should be made with the Vermont Agency of Transportation to insure that the current configuration of Basin 1 (at Route 7) is acceptable. 3. It has been assumed that all swales shown on the site plan are grass and not paved. The travel time through paved swales is substantially less than that through grassy swales. Therefore, we would expect a considerable increase in the peak discharge if the swales are paved. 4. The outflow devices for the four basins have not been specified on the site plan. We have assumed an orifice of 0.9' diameter, to generate outflow hydrographs for each of the basins. The outflow devices should be engineered to provide outflows which approximately equal those specified on page 1 of the attachment. In addition, there should be an overflow structure to allow for storms larger than the design storm.
