HomeMy WebLinkAboutSP-85-0000 - Decision - 1580 1620 Shelburne RoadOctober 9, 1985 Katherine Vose Agency of Environmental Conservation 111 West Street Essex Junction, Vermont 05452 Re: Nordic Ford/Toyota Dear Katherine: This serves to notify you that the South Burlington Planning Commission has granted site plan approval to Nordic Ford/ Toyota for construction of a 14,000 square foot building at 1620 Shelburne Road. This is in conformance with the Comprehensive Plan of South Burlington. The Planning Commission stipulated that the overall site (1580-1600-1620 Shelburne Road and 40 Green Mountain Drive) be revised to meet the 70% maximum lot coverage restriction of our ordinance. A sewer allocation of 600 gpd was also granted and there is sufficient capacity at the Bartlett Bay Treatment Plan to handle this increase. The owner shall maintain the detention ponds so that they remain effective. 7. Building permits shall be obtained within 6 months. Mr. Jacob seconded, and the motion passed unanimously. Ms. Huffman explained that they are acquiring the site now occupied by Otter Valley Trucking. The 3-acre lot will contain a new 14,000 sq ft bulding which will brick, 2 stories, with a facade to match existing buildings. The lot has the required coverage. Plantings will exceed require- ments. Lighting will be low angle cut-off, 1000 watt which will not spill beyond the green strip. Mrs. Lafleur explained that on lots 1 & 4 the percentage of coverage is within requirements but on lots 2 & 3 they are not within requirements. Mr. Dooley said he felt all four lots together should meet the 70% requirement. A polling of members showed that a majority felt they should meet the 70% overall coverage requirement. Traffic on the site has been rerouted. Mr. Dooley noted they will need a stipulation on the access road which now goes onto someone else's property. Landscaping will be hardy, native species, tolerant of city conditions. Mrs. Lafleur said she felt landscaping was a significant improvement. Storm Drainage is now overland into a ditch. It will be contained in catchbasins at Shelburne Rd. Mr. Stimson said they propose to use part of the right of way for ponding to detain water from their site and Green Mountain Dr. There will be 2 discharge points. There are also small detention ponds on site which will slow the flow down a bit. Mr. Nelson said they are confident that retention ponds will decrease the flow below the present conditions but not to the predeveloped state. They felt the ponds should be increased in size. Ms. Huffman said they are willing to work with Wagner, Heindel & Noyes on this. PLANNING COMMISSION 24 SEPTEMBER 1985 PAGE 6 Traffic counts are under the maximum. Mr. Dooley moved that the Planning Commission approve the site plan of Nordic Ford/Toyota for construction of a new 14,000 sg ft building for automobile sales and service at 1620 Shelburne Rd. as shown on a set of plans entitled "Nordic Ford/Toyota Master Plan" prepared j?y Alexander/ /Truex/deGroot and "Nordic Realty, Inc.," prepared ia Engineers Incorporated of Vermont stamp dated 9/24 85 and 9/3/85 with the following stipulations: 1. A 1$ 0,900 landscaping bond shall be posted prior to permit. 2. Curb openings shall be constructed with concrete depressed curbing. Any unused curb openings shall be removed and a barrier curb installed. 3. The applicant shall comply with the recommendations of Wagner, Heindel & Noyes for storm water detention. Detention plans shall be submitted to the City Engineer for approval prior to permit. 4. A_ 600 gpd sewer allocation is granted. The applicant shall pay the required sewer charge of $2.50 per gallon prior to permit. 5. An additonal fire hydrant shall be installed in a location approved by the S. Burlington Fire Chief, prior to permit. 6. The green space shall be increased to cover no less than 30$ of the overall site as approved by the City Planner prior to pezmi- t 7. The applicant shall provide appropriate proof of legal right to use the northern access drive situated in part on adjoining Farrell property, prior to permit. 8. The building permit shall be obtained within 6 months. Mr. Jacob seconded, and the motion passed unanimously.
