Meeting Minutes
Wednesday, January 13, 2021 @ 5:30 p.m.

Committee Attendees: Shawn Goddard, Cathy Frank, Bob Britt, Eric Silverman, Donna Leban, Nic

5. Infrastructure connections between Burlington and South Burlington - Cindi Wight - Burlington
Director of Parks, Recreation and Waterfront
a. Cindi – Intent was to meet and do introductions of Burlington team (Both BPRW and
DPW). Introduced:
i. Sophie Suave – Parks Comprehensive Planner
ii. Jon Adams-Kollitz (JAK) – Parks Project Coordinator
iii. Max Madalinski – Parks Project Coordinator
iv. Nicole Losch – DPW Transportation Planner
v. Norm Baldwin – DPW City Engineer
b. Micro-planning – Connections from Segment 0 to Red Rocks. Macro – East side of
Shelburne Rd into the rec network up Lindenwood.
c. JAK – Detailed Segment Zero (Phase 3A) – Home Ave to Queen City Parkway (QCP).
Talking about how we connect the networks and cross promote. Also Red Rocks as a
destination. Also possible Higher Ground as a destination.
d. Cathy – We have identified it as a route that desperately needs an upgrade. Obvious
need for signs. Detailed connection over Shelburne Rd. Hope to have intersection
upgrades.
e. Bob - The project has been cancelled so will have to wait. Noted there is a CCRPC
scoping project that is supposed to start soon to figure out how to get a rec path from
Hannafords to Burlington rec path and sidewalk from waterworks to Red Rocks.
f. Nicole – Yes, will be a scoping study to find out all of the costs and options. Expanded
beyond Queen City Park and continue down Austin Dr and connections into Oakledge.
g. Nic - asked if scope could include Shelburne Rd crossing.
h. Shawn noted that the fog lines/bike lanes could be narrowed in the interim on QCP to
be able to make better shoulders. This was on the striping priority list for 2020 but did
not happen. We are all highly motivated for improvements.
i. Cindi – Asked what else.
j. Bob – Noted other connections that are important – Williston Rd, Farrell St to Home Ave
and Spear Street at athletic facility. Cathy asked about Spear St. Bob – Gap in rec path
on street side of playing fields. Donna also mentioned Patchen Road to Grove St. Cathy
noted we have been turned down for grants for the Exit 14 bridge. Nicole noted RPC’s
89 improvement study. There are some options in there for exit changes. Next public
meeting in March. No other near-term improvements planned for those other areas as
noted by committee members.
k. Shawn – Is there opportunity to have regular meetings with Burlington to coordinate
better and have good connections and relationships.
l. Cindi asked how the bike-ped group fits into City government.
m. Shawn detailed the committee. Nic added that we are pretty hands on in helping get
things done. Not a depth of employees at the City.
n. Nicole – Noted that there could be a connection with the Burlington Bike Walk Council
too.
o. Shawn – Could beta test this relationship using the Queen City Parkway needs and
project. Detailed committee desires for short- and long-term solutions for QCP.
p. Donna noted that the one lane bridge is a challenge. Nicole noted there is a study for
the replacement but it comes down to money.
q. Shawn asked if its important to connect with BWBC or CCRPC more. Nicole noted that
BWBC are aware of all draft work plans and give input, it is just a different structure.
r. JAK – Meeting a couple of times per year could be helpful. A lot to gain on both sides.
Have greenway status plans Max can show.
s. Norm – Noted relationships and investment and how they all fit.
t. Max – Detailed GIS mapping using ESRI ArcGIS Online and a tool that can help provide
information to the public directly. Can be integrated into any websites.
u. JAK – For the Greenway, they plow half for walking/biking and “Ski to the East”. Once
connected with other trails and their snow conditions can be used to have larger skiing
missions.
v. Shawn – Who would be the best people to connect with on a future meeting? Sophie
from Parks and Nicole from DPW. Norm noted that anything within QCP would be his
domain. Include Cindi on any meetings.
6. Updates from the City - Ashley (6:15 p.m. - 10min)
a. Ashely encouraged committee members to review budget video from City Council.
Wanted to remind to discuss the Shelburne Rd Impact Fees discussion next time. Also
shared on a small grant from VTRANS that came up today and might be good fit for
crosswalks. Could discuss as part of crosswalk priorities agenda item.
b. Bob asked about Allen Road progress on documents. Lots going on.
c. Ashley - Attorney has to review bid documents. Hope to pick someone by March/April.
Hope to be completed by fall. Date for Dorset St public meeting is our next committee
meeting.
7. O’Brien Eastview Development - All (6:25 p.m. - 20min)
a. Reviewing request from Marla on SBBPC recommendations.
b. Cathy – Noted roads that connect to Kennedy. Supposedly we already said a lane is fine.
Didn’t remember that.
c. Bob – Yes, that was part of previous discussion. But was 8ft width.
d. Nic – Seems like this is the densest section of the entire development and needs a rec
path.
e. Bob – We may be stuck with it based on our 2016 review. Believe that it has a rec path
on west side and sidewalk on east side.
f. Shawn asked for clarification of what the DRB wanted. Ashley noted could do two ways.
Could do recommendations now and draft memo or just include in minutes with formal
action that we all agree.
g. Reviewed request from Marla. Bob – Concerns with southern end of Old Farm Road
having no facilities because its out of the area of the project.
h. Question on if the sidewalks proposed if they would extend to Hinesburg.
i. Shawn – Can we just say we have concerns about connectivity to Hinesburg Rd along
Old Farm Road. How specific do we need to be? Can we just let them work it out?
j. Bob – Goal is to be able to get people through to Kimball.
k. Donna – Under the impression that traffic would be slowed on Old Farm. I would be OK
with sidewalks. Should be on both sides. Concerned there are no rec paths. Concerned it
is a speedway at present. Still need traffic calming on southern section and sidewalk.
l. Shawn – So a sidewalk on one side of the road?
m. Jon – Would like to see what traffic calming etc. is. Really need some details on that.
n. Nic – Why don’t we just say that we have a concern on that southern section and that
they should address it somehow.
o. Havaleh – Concerned about 116 and safety. Worried about getting people down to
there but then being in a dangerous situation.
p. Bob – There will be improvements at Tilley Drive. O’Brien Brothers have said that the
plan is to put a rec path along the “Industrial-Commercial Road” planned to connect
Tilley Drive to Kimball Avenue.
q. Nic – Still think there should be ramps at any stairs.
r. Nic – Would have concerns about any on-street parking. Priority to minimize conflict
points at driveways.
s. Cathy – DRB already aware of paths crossing driveways being dangerous. Bob – Other
locations in the Phase 1 development have the path crossing driveways.
t. Havaleh – Could have bike lanes on the road on opposite side of parking or sidewalk.
u. Shawn – Could be generic.
v. Amanda – Looks like roads are narrow. May not be a problem. Otherwise we would be
asking for wider roads which may make it easier for faster driving conditions that is not
desired.
w. Nic would recommend 10-foot paths and leave as designed.
x. Amanda – With regard to on-street parking if there is little of it, it may be a minor issue.
y. Narrow roads do slow people down. They will be active neighborhoods with basketball
etc.
z. Jon – Pinch points built could help people to drive slower when there are no cars on the
street. Small bump outs.
aa. Nic – Would like to see more detail on possible connection to Tilley Dr but concerned its
out of the scope of the project.
bb. Donna would be good to have enough street trees etc. Nic recommends lighting and
amenities such as park benches etc.
cc. Shawn will go over meeting minutes and flesh out response a little better and have
either Cathy or Bob finish it up.
dd. Ashley – The sooner we can get it to Marla the better.
8. Crosswalk Priorities - Crosswalk Subgroup (6:45 p.m. - 20min)
a. Nic detailed the list that is in packet. Reasons for breaking them out between easy and
hard. Included summary for Songbird Crosswalk. Detailed the preliminary assessment.
Thinks this is a potential crosswalk that could be safely done.
b. Havaleh – Like summary. Would like to think about where they are in relation to
schools. Sub-Committee could take another look to make sure.
c. Shawn asked what next steps are.
d. Ashley – One concern with 116 Crosswalks is about the state road aspect. Not sure how
that would impact the project.
e. Nic – Eric has been reaching out to Jon Kaplan.
f. Shawn – We need to get Prouty done. Need to understand VTRANS component but
need to get going.
g. Ashley – Need to make sure we have enough information for scoping and grant securing
possibilities.
h. Bob – Justin had asked for the list and he would be able to assess which ones could be
done. Should this be done in a meeting with Justin.
i. Ashley – Any of the crosswalks that have been scoped would be the best for grant
application. Will follow up with Justin. Grant ones are more time sensitive. Figuring out
possible costs are and what are most appropriate. Will connect back with Nic.
j. Nic – I think the larger ones could be the grant ones and the easier ones could be done
through Penny for Paths.
k. Ashely with meet with Justin and work out next steps for grant application.
9. Facilitation of improved bike/auto/ped interaction – multiple people. Proposed language for
response to council – Shawn
a. Sub-group input on what actions their groups propose to improve these interactions
(Communication - Cathy, Engagement - Havaleh, Safety - Bob, Signage - Donna)
b. In the interest of time, Shawn asked sub-committee leads to email him their comments.
10. Neighborhood Schools Greenway Update - Nic
a. Bumped to February
