TRAFFIC IMPACT ASSESSMENT
JIFFY LUBE, SHELBURNE ROAD, SO. BURLINGTON
The purpose of this report is to identify the traffic impact of
a proposed Jiffy Lube service center on Bartletts Bay Road at
its intersection with Shelburne Road. This involves converting
+ 5,040 square feet of the former Tinguini's Market into a two
bay lubrication facility for automobiles, and the front + 1,540
square feet into a Sting Ray Electronics Shop.
The previous specialty food market could be estimated to have
had a trip generation rate of perhaps twice that of a
supermarket, and possibly one -quarter the rate of a convenience
market. Utilizing the trip generation rates published by the
Institute of Transportation Engineers 4th Edition, the
supermarket rate (land use code 850, page 1237) is an average
8.82 trips per 1,000 square feet gross floor area, and the
convenience market rate (land use code 851, page 1,242) is an
average 71.12 trips per 1,000 square feet GFA, both for the peak
hour of adjacent street traffic, one hour between 4:00 and 6:00
p.m. Doubling the first rate and taking one-fourth the second
rate result in a composite rate of approximately 17.7 trips.
Multiplying this by the former 6,578 square feet market size
yields + 116 trips generated during the P.M. peak hour.
Acknowledging that this is a "by -the -book" estimate, our
considered judgement is that the actual trip rate, when the
market was operating, was more likely in the range of 60 to 80
trips in the p.m. peak hour.
The proposed service center, with two working bays, is expected
to average + 30 vehicles per day and might service 40 on the
busiest days. A typical traffic pattern from Jiffy Lube's
regional chain showed the busier times to be from 10:00 a.m. to
5:00 p.m., with the 4:00 to 5:00 p.m. hour having 12% of the
day's volume. Using the possible 40 vehicles as a peak day,
this reduces to + 5 customers or 10 one-way trips during p.m.
peak hour.

The proposed electronics shop in the front part of the building
will specialize in automobile telephones and high quality stereo
installations. Based on this relatively low turnover business,
six trips are estimated for this facility during the p.m. peak
hour.
Combining the trips from both uses of the converted building
totals an estimated 16 trips during the p.m. peak hour. It is
concluded that a substantial reduction in site -generated trips
will occur with change in use, and that the traffic impact will
be to slightly lower the volumes on the adjacent streets.
