SITE PLAN APPLICATION #SP-18-53
FINDINGS OF FACT AND DECISION
Blue Dragonfly LLC, hereinafter referred to as the applicant, is seeking approval to amend a previously
approved plan for a 12,345 sq. ft. building consisting of 5,557 sq. ft. of light manufacturing use, 4,061 sq.
ft. of wholesale use, and 2,707 sq. ft. of retail use. The amendment consists of converting 6,549 to office
and the remaining 5,796 sq. ft. to vacant, 1519 Shelburne Road.
Based on the plans and materials contained in the document file for this application, the Administrative
Officer finds, concludes, and decides the following:
FINDINGS OF FACT
The applicant is seeking approval to amend a previously approved plan for a 12,345 sq. ft. building
consisting of 5,557 sq. ft. of light manufacturing use, 4,061 sq. ft. of wholesale use, and 2,707 sq. ft.
of retail use. The amendment consists of converting 6,549 to office and the remaining 5,796 sq. ft.
to vacant, 1519 Shelburne Road.
2. The owner of record of the subject property is Blue Dragonfly, LLC.
3. The subject property is located in the Commercial 2 Zoning District.
4. The application was received on 11/5/2018.
5. The plans submitted consist of a two (2) page set of plans. The first page is entitled "Site
Improvements 1519 Shelburne Road South Burlington VT," prepared by Civil Engineering Associates,
Inc., and dated November 1, 2018.
DIMENSIONAL REQUIREMENTS
6. Building coverage, overall coverage, and front yard coverage will remain unchanged as the request is
only for a change of use.
7. Setback requirements are being met.
SITE PLAN REVIEW STANDARDS
Section 14.06 of the South Burlington Land Development Regulations establishes the following general review
standards for all site plan applications:
Only the standards below are affected by this application. All other standards will continue to be met.

The applicant will comply with Section 13.14 of the LDRs to include the new type and location for
bicycle racks, to accommodate the full requirement of four (4) (100% of requirement) short-term
bicycle parking spaces. The bicycle racks will be located to the front of the building as shown on the
proposed conditions site plan.
9. The vehicular parking requirement is 23 spaces and there are 28 parking spaces available, including
two (2) accessible parking spaces.
10. Seven (7) existing parking spaces are to the front of the building, including one accessible parking
space. Since no changes are proposed to the site, this existing non -conformity may remain.
11. The applicant will replace three (3) non -compliant lighting fixtures with new downcast lights
compliant with 13.07 of the Land Development Regulations
Traffic
12. Using values from the 10th Edition ITE Trip Generation Manual, the proposed 6,549 sq. ft. general
office would generate 9 vehicle trip ends during the P.M. peak hour. The previously approved site
plan, #SP-14-62, generated 21.21 vehicle trip ends, therefore the current approval represents a
reduction. The Project is located in Zone 3 of the Traffic Overlay District. The maximum allowable
peak hour trip generation limit for this parcel is 44.83 trips.
DFOSION
Based on the above Findings of Fact, the Administrative Officer herby approves site plan application #SP-
18-53 of Blue Dragonfly, LLC, subject to the following conditions:
1. All previous approvals and stipulations which are not superseded by this approval shall remain
in effect.
2. This project shall be completed as shown on the plan and shall be on file in the South Burlington
Department of Planning and Zoning.
3. For the purpose of calculating road impact fees under the South Burlington Impact Fee
Ordinance, the Administrative Officer estimates that this change in use will generate zero (0)
additional vehicle trip ends during the p.m. peak hour.
4. The portion of the building designated as vacant may not be used for any use without a site plan
amendment.
5. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 17.04 of the
Land Development Regulations or this approval is null and void.
6. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to use
of the building for the new uses.

7. Any change to the site plan shall require approval by the South Burlington Development Review
Board or the Administrative Officer.

Notice of Appeal with the secretary of the Development Review Board. This Notice of Appeal must be
accompanied with a $233 filing fee and be filed within 15 days of the date of this decision.
