Re: Findings of Fact, revised site plan application of Gregg
Beldock for use of a 6,474 square foot building for automobile
service use (4,518 square feet) and general retail use (1,956
square feet), Bartlett's Bay Road.
On the 10th of July 1990, the South Burlington Planning Commis-
sion approved the above referenced site plan under Section 19.10
of the South Burlington Zoning Regulations based upon the follow-
ing findings:
Mr. Beldock received approval on 2/13/90 for a 4,518 square foot
Jiffy Lube and 2,000 square feet of wholesale retail use (envi-
ronmentally safe products). Mr. Beldock now proposes to use the
2,000 square feet for a bakery outlet and drycleaner pick-up.
Changes in the plan are addressed below:
Parking: Parking requirements are 9 spaces for the Jiffy Lube
and 6 spaces for the retail uses (based on a retail floor area of
540 square feet). The plan has been revised to show 6 spaces up
front near the retail uses. It will be difficult to deter people
from parking in the 20' wide lane in front of the building. The
site is extremely tight for such high turnover uses.
Traffic: A trip assessment estimates a total of 36 peak hour
trips to be generated by the Jiffy Lube and retail uses. This
assessment does not include any hard data other than representa-
tions from the proposed tenants. Regardless, this building is
small and the property's access to Shelburne Road is controlled
by a traffic signal.
DECISION & CONDITIONS
Based upon the above findings the Planning Commission approves
the revised site plan application of Gregg Beldock for use of a
6,474 square foot building for automobile service use (4,518
square feet) and general retail use (1,956 square feet) as shown
on a plan entitled "Site Plan, Jiffy Lube, Bartlett's Bay Road,
South Burlington, Vermont," prepared by Pinkham Engineering
Associates, and dated 1/22/90, last revised 5/4/90 with the
following stipulations:
1. The stipulations contained in the 2/13/90 approval shall
remain in effect.

2. The plan shall be revised prior to occupancy of the retail
portion of the building to show only 2 parking spaces in the
northeastern corner of the property. The revised plan shall be
submitted to the City Planner for approval prior to occupancy.
3. "No parking" signs shall be installed on both sides of the 20
foot wide right of way in front of the retail uses.
4. A zoning permit, if necessary, shall be obtained within 6
months or this approval is null and void.
