I am writing to relay several comments from City Council reference your
May 14, 1990 agenda and related items.
On Items #1 and #2, request from Champlain Oil Company, the Council would
like you to consider the possible effect of the canopy on the potential
widening of Williston Road.
The traffic impacts on Shelburne Road should be an important consideration
in reviewing Item #5, the appeal seeking to operate a dry cleaning pick-
up store and bakery thrift store at 1525 Shelburne Road.
Finally, the Council requests that the Zoning Board refer the appeal from
the University of Vermont for the commuter parking lot behind the Sheraton
Conference Conter to the Planning Board for their consideration of traffic
impacts on Williston Road.

AMENDMENT TO
TRAFFIC IMPACT ASSESSMENT
JIFFY LUBE
SHELBURNE ROAD, SOUTH BURLINGTON
The January 1990 traffic report for the Jiffy Lube site was
based on the front portion of the building being an automobile
electronics shop. This report is to update the previous traffic
impact study, based on the expected tenants being a bakery
"thrift" store and dry cleaning shop.
The earlier report analyzed the trip -generating characteristics
of the former Tinguini's Market and concluded that 60 to 80
(say, 70) trips were occurring in the p.m. peak hour. That
report also documented that the Jiffy Lube Service Center could
generate 10 trips in the p.m. peak hour.
The bakery thrift store (see Fassetts letter, 5/3/90) is
estimated to average +88 customers per day; 60 vehicles per day;
120 trips per day; and 16 trips in the p.m. peak hour. The dry
cleaning shop (see Beardsley's letter 5/2/90) is estimated to
average +30 customers/vehicles per day; 60 trips per day; and 10
trips in the p.m. peak hour.
The total for all three uses on the site is an estimated 36
trips in the p.m. peak hour. Comparing this to the +70 trips by
the previous building use, we find that a significant reduction
in traffic will occur. Comparing these building uses to those
proposed in the January 1990 report, we note an increase in
site -generated trips from 16 to the 36 trips indicated above.
It is concluded that traffic on roads and highways in the
vicinity will not be adversely affected.

We note that this particular site has the advantage of access to
Shelburne Road via the Bartletts Bay Road traffic signals, and
that no curb cuts are proposed on Shelburne Road.

TRAFFIC IMPACT ASSESSMENT
JIFFY LUBE, SHELBURNE ROAD, SO. BURLINGTON
The purpose of this report is to identify the traffic impact of
a proposed Jiffy Lube service center on Bartletts Bay Road at
its intersection with Shelburne Road. This involves converting
± 5,040 square feet of the former Tinguini's Market into a two
bay lubrication facility for automobiles, and the front + 1,540
square feet into a Sting Ray Electronics Shop.
The previous specialty food market could be estimated to have
had a trip generation rate of perhaps twice that of a
supermarket, and possibly one -quarter the rate of a convenience
market. Utilizing the trip generation rates published by the
Institute of Transportation Engineers 4th Edition, the
supermarket rate (land use code 850, page 1237) is an average
8.82 trips per 1,000 square feet gross floor area, and the
convenience market rate (land use code 851, page 1,242) is an
average 71.12 trips per 1,000 square feet GFA, both for the peak
hour of adjacent street traffic, one hour between 4:00 and 6:00
p.m. Doubling the first rate and taking one-fourth the second
rate result in a composite rate of approximately 17.7 trips.
Multiplying this by the former 6,578 square feet market size
yields ± 116 trips generated during the P.M. peak hour.
Acknowledging that this is a "by -the -book" estimate, our
considered judgement is that the actual trip rate, when the
market was operating, was more likely in the range of 60 to 80
trips in the p.m. peak hour.
The proposed service center, with two working bays, is expected
to average ± 30 vehicles per day and might service 40 on the
busiest days. A typical traffic pattern from Jiffy Lube's
regional chain showed the busier times to be from 10:00 a.m. to
5:00 p.m., with the 4:00 to 5:00 p.m. hour having 12% of the
day's volume. Using the possible 40 vehicles as a peak day,
this reduces to + 5 customers or 10 one-way trips during p.m.
peak hour.

The proposed electronics shop in the front part of the building
will specialize in automobile telephones :!nd high quality stereo
installations. Based on this relatively low turnover business,
six trips are estimated for this facility during the p.m. peak
hour.
Combining the trips from both uses of the converted building
totals an estimated 16 trips during the p.m. peak hour. It is
concluded that a substantial reduction in site -generated trips
will occur with change in use, and that the traffic impact will
be to slightly lower the volumes on the adjacent streets.

Please accept our request to'relocate Beardsley's Cleaners Postal
and Business Service located at 939 Shelburne Rd. to Jiffy Lube
building located at the corner of Bartletts Bay Rd and Shelburne Rd.
We have been at 939 Shelburne Rd. for the last 20 years and are
relocating because Martin's needs our current space to put in a
new Super Martin's Food Store. There is a sense of urgency
because our lease expires July 31, 1990.
Beardsley's Cleaners Postal and Business Service is a drop-off
location where people bring in their clothing, it is picked up daily,
brought to the main plant for cleaning and pressing and delivered
back to Shelburne Rd. location to be picked up by our customers.
The services offered are drycleaning, laundry, tailoring. In the
Postal and Business Service we offer a UPS, Emery and Federal Express
pick-up service. This is a central point where our customers can
briny in a package to be shipped out via any of our carriers. We also
offer packaging and the necessary supplies for packaging. There will
also be a copy and fax machine available to the public.
At our present location we have an average of 30 cars per day.
