Please plan to attend this hearing and be prepared to address the enclosed review criteria. If you have any questions, please don't hesitate to call me. Very truly, Richard Ward, Zoning Administrative Officer RW/mcp 1 Encl Road, the Jiffy Lube building at 1525 Shelburne Road, and the new Magic Hat brewery building at 5 Bartlett Bay Road. It is located within the C2 and CO Districts. It is bounded on the north by an auto dealership, on the east by a retail store on Shelburne Road, on the south by Bartlett Bay Road, and on the west by the VT Railway no.w. Access/circulation: Access is provided by an ingress only curb cut which is 35 feet wide on Shelburne Road and an access drive to Bartlett Bay Road. The Bartlett Bay Road access is via a 44 foot wide curb cut shared with the Jiffy Lube building. No changes are proposed. Circulation on the site is adequate. Coverage/setbacks: Entire PUD: Building coverage is 18.5% (maximum allowed is 30%). Overall coverage is 60.1% (maximum allowed is 70%). Front yard coverage along Bartlett Bay Road is 31.9% and along Shelburne Road is 51.9% (maximum allowed is 30%). This is an existing situation which will not be made worse by this application. Setback requirements are met by all buildings except the Jiffy Lube building which does not meet the front yard setback requirement from Shelburne Road. Parking: The existing and proposed uses require a total of 25 spaces and 30 spaces are being provided including two (2) handicapped spaces. A bike rack should be provided as required under Section 26.253(b) of the zoning regulations. The notes on the plan should be revised to note the correct parking requirements. Landscaping There is no minimum landscaping requirement, based on building costs, for this project. No additional landscaping recommended. Traffic: A previously submitted traffic study estimated that the current use generates 51 vehicle trip ends (vte's) during the P.M. peak hour. ITE estimates that the change in use will decrease vte's by 10.5 for a total estimated vte's of 40.5. The applicant should be aware that the road impact fee is zero (0). Sewer: No additional sewer allocation needed. VOCK Vice President JEAN -CAROL DUNHAM Treasurer Please find enclosed a completed Conditional Use Application and supporting plans for the proposed siting of the Grace Pomerleau Furniture woodworking shop within the Pomerleau PUD located at the intersection of Bartlett Bay Road and Shelburne Road. The proposed woodworking shop will share space within the old General Electric building currently occupied by Audio Video Authority. This business will be more of a presence as a manufacturing facility than a retail outlet. The intent of the business is to manufacture high end bed frames and to fulfill specialty orders associated with renovations of historic buildings and the like. Most specialty orders will be placed over the phone and original items which are to be replicated will most often be delivered by firms such as United Parcel Service. There will be a limited retail area which will be used to display the type of work that has been completed by the woodworking shop. This area will be low key and will be accessed through the existing Audio Video Authority entrance. Traffic to and from the proposed business will be limited. The business will employ two employees, orders will be delivered by parcel delivery firms already making deliveries to Audio Video Authority while the anticipated customer traffic is expected to be limited due to the character of the business. The proposed project fits the character of the Shelburne Road/Bartlett Bay Road commercial area surrounding this proposed project and is in conformance with the stated purpose of the Commercial 2 District. The proposed use will utilize the existing infrastructure supporting the former General Electric Building and will require no exterior modifications except for the installation of some additional windows and the painting of two parking spaces.
