I was attempting to illustrate that we are adding approximately as much green space as roof space and leaving the majority of the gravel lot undisturbted. Given this scenario, will it be necessary to have a runoff analysis done by Heindel & Noyes? Please give me a call when you have had a chance to review this. Lafleur, City Planner JBL/mcp Encl cc: David Spitz MOTION OF APPROVAL That the South Burlington Planning Commission approve the site plan application of William and Timothy O'Brien for conversion of the existing building at 1475 Shelburne Road to a school of cosmetology with a new 10 foot by 13 foot entry as depicted on a plan entitled "Site Plan - O'Brien's Training Center, Shelburne Road, South Burlington, Vermont" prepared by North Country Planning dated July 1986 with the following stipulations: 1. The plans shall be redesigned to show a 5 foot buffer between the parking area and the property line. 2. A $750 landscaping bond shall be posted prior to permit. 3. The applicant shall contribute $642 toward the Shelburne Road intersection improvement fund prior to permit. 4. A sewer allocation of 1500 gpd is made in accordance with the South Burlington sewer policy. The $2.50 per gallon fee shall be paid prior to permit. 5. Alan proposes a 6-unit building on the larger lot. The 1.72 aore acre parcel is large enough for 7 units maximum. After removing 15% for streets, 6 snits would be permitted. Layout_ A private 230 foot:. .long driveway from Airport. Parkway will serve the 6 unit development and the private house. It is 24 feet wide. A new 10 foot by 13 foot entry will he constructed. The property is zoned Commercial -Two and is located just south of the memorial sales business on the west side of Shelburne Road. Access:_ Access will remain from the existing 22 foot tide driveway. Circulation and Parking: Thirty one parkaoq spaces aro shown. Circulationis adequate. Landscaping_ The project requires $750 in new landscaping. David Spitz has submitted a letter with traffic data; he projects 25 trip ends. Other: See Bill Szymanski's and Jim Goddette's comments. 10) GOLDBERG, LOT #3, ETHAN ALLEN FARM Jeff and Betty Goldberg propose to construct a 6400 square foot building at 3 Lime Rock Drive in the Belter industrial subdivi- sion. The one story building will be used for the office and warehouse of the J-Care janitorial supplies business. the property is zoned industrial -commercial (I-C). Access: The access is shown from a 30 foot driveway on the west side of Lime Rock Drive. It should be constructed with a depressed concrete curb across the driveway. Circulation and Parking: A 12 foot wide driveway is shown around the north of the building to a gravel parking area in the rear. A seven car parking lot is shown in front of the building. Landscaping: A $4800 landscaping plan and bond is required for this $160,000 project. The plan meets this amount with mugho pine, red pine, white spruce and arborvitae. Other: The graveled parking area in the rear of the building is shown within the flood plain district. This does not seem to be prohibited in the FP Zone. The septic area is shown in the front yard for future connection to the street as required. The total lot coverage is 36%; 70% is the maximum. The front yard lot coverage is excessive. Within the 40 foot front yard area, only 30% can be paved. The plans show approxi- mately 44% paved. The ordinance also requires a 15 foot landscaped strip along the front property line. The plans must. be changed. The Kennedy Drive sidewalk should be constructed to the access drive. Construction beyond that would require a large quantity of fill material which in order to make the waIItway usable would have to continue northerly; Find also the large culvert under Kennedy Drive would have to be extended. 2. The guard rail along Kennedy Drive where filling for sidewalk will take place shall be removed and delivered to City Highway Garage site. Care shall be taken riot to damage it. during removal. 8) (3IGURE, Alan, 128 AIRPORT PARKWAY 1. Unless both properties remain under one ownership a common driveway is not a good arrangement.. Both deeds must e,IearIy define responsibility for maintenance including snow removal. 2. Drainageway along south side of property should be on the plan. 3. Extra turnaround space should be provided to aceommodate delivery and emergency vehicles. 9) O'BRIENS TRAINING CENTER, SHELBURNE ROAD 1. A 5 foot, landscaped strip should be included along the southerly line to prevent encroachment upon adjacent property- and protect existing trees. 2. Mr. Gigure said he could separate the development into 2 buildings. He agreed to come back the first meeting in September to continue the discussion. 8. Consider Site Plan application of O'Brien School of Cosmetology for conversion of existing building to a cosmetology school and hairdresser at 1475 Shelburne Rd. Tim O'Brien explained they want to extend the exterior porch and square it off. They also want to extend the interior porch and put an entryway there. Mrs. Lafleur felt there should be an area of landscaping between parking spaces and I 'l oe— Mr. O'Brien said this was OK. Mr. Dooley moved that the Planning Commission approve the site plan application of William & Timothy O'Brien for conversion of the existing building at 1475 Shelburne Rd. to a school of cosmetology with a new 10 foot by 13 foot entry as depicted on a plan entitled "Site Plan - O'Brien's Training Center, Shelburne Road, South Burlington, Vermont" prepared by North Country Planning dated July, 1986 with the following stipulations: 1. RE: AUGUST 5,1986 AGENDA DATE: July 31,1986 1. O'Brien Training Center Shelburne Road Plans reviewed by the fire department and overall I do not see a problem at this time. Some thing I feel that the planning commission should look at is the water system and hydrants are on `c.St side of Shelburne Road and needs upgrading. If we have a fire and need water Shelburne Road will have to be closed down to All traffic. 2. Alan Gigure Sketch Plan Airport Pkway. Plans reviewed by the fire department and at this time I feel a beter design is needed in front of the 6 apts. if we are to give proper fire protection. I under- stand that you will have up to 20 students and up to 10 instructors and office personnel. Public use of the clinic is estimated at about 10 customers per day. Since both students and employees will be at the site approximately from 8 a.m. to 5 p.m., traffic characteristics should be very similar to office buildings. Based on ITE (Institute of Transportation Engineers) numbers, total p.m. trips would be on -of the following: 30 employees x .51 trips per employee = 17 4130 square feet x 2.82 trips per sq ft = 12 Some traffic also must be added for the public use. My estimate is that the p.m. peak should be no more than 8 trips per hour. The p.m. peak hour total is estimated at 17 + 8 = 25 trips. A.M. peak hour totals should be slightly lower, and weekend trips and evening trips should be virtually non-existent. Please let me know if any further information is required.
