Approved Meeting Minutes January 6, 2021
Committee members present: Andrew Chalnick, Keith Epstein, Ethan Goldman, Marcy Murray, Tim Perrin, MJ Reale, Sam Swanson Committee members absent: Linda McGinnis, Karen Mckenny, Ken Pulido, Richard Shrake Community members present: Fred Looft
City staff present: Ilona Blanchard Meeting conducted online via GoToMeeting.
Ethan called the meeting to order at 6:40 p.m. Andrew agreed to scribe. Public Comments and Questions None Approve Draft Minutes from 12/15/2020, 11/19/2020, and 12/1/2020 Keith moved and Tim seconded approving the 12/15, 11/19 and 12/1 meeting minutes. Approved unanimously.
Review the submitted Annual Report - discuss FY 2021 goal progress One addition was made to the annual report and another to the FY 2021 goals. Ethan will send the revised report to Ilona. Airport Parkway WWTP natural gas use study update (Lou Bresee) Item deferred to the next meeting.
Update on Energy Data Intern project & VGS ● Intern now has access to the data that the City has compiled with respect to historical energy usage. Intern will be starting to inventory that data. Intern is also becoming
familiar with tools to convert types of energy usage to equivalent tons of carbon. ● Ethan reached out to Richard [Donnelly] at VGS who expressed interest in considering whether the Old Farm Rd project could be done using ground-source geothermal (rather
than natural gas). Ethan sent the materials that the developer prepared to Richard who is reviewing. Richard may reach out to the developer. Ethan will provide an update to Paul Conner.
Update on community coalition draft plan and interns (MJ Reale) MJ’s intern started working with the middle school and the high school to develop a report on
how the schools might be engaged in connection with a City-Wide climate action plan. Intern is reviewing climate action plans from Burlington and Montpelier for insights.

Update on discussion with Fred Looft w/regard to climate action plan intern Fred described that 3rd year students at WPI must each complete society and technology projects. These projects are usually for 7-8 weeks and involve a team of students. The
Committee discussed whether some portion of the steps needed to develop a climate action plan could be carved out and given to such a team. Will evaluate the Hartford Climate Action Plan RFP and discuss again at the next meeting.
Next steps on energy data Deferred discussion to next meeting.
Update on solar-ready requirements for commercial buildings Andrew will be presenting to the Planning Commission on 1/12 at 7:10. Updates on ongoing activities/projects Discussed putting more structure around the various components of developing a climate action plan. Will use the Harford Climate Action Plan RFP as a tool to identify the discrete tasks and keep track of each. Will also discuss with Paul when SBEC meets with Paul as anticipated to discuss CAP.
