HomeMy WebLinkAboutSP-16-57 - Decision - 0041 IDX Drive#SP-16-57 CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING AND ZONING VERMONT INDUSTRIAL PARKS — 41 IDX DRIVE SITE PLAN APPLICATION #SP-16-57 FINDINGS OF FACT AND DECISION Vermont Industrial Parks, hereinafter referred to as the applicant, is seeking approval to amend a previously approved plan for a 29,424 sq. ft. multi -use building. The amendment consists of: 1) removing dead landscaping and replacing it with additional landscaping, and 2) revising the parking layout by reducing the number of parking spaces from 147 spaces to 136 spaces, 41 IDX Drive. Based on the plans and materials contained in the document file for this application, the Administrative Officer finds, concludes, and decides the following: FINDINGS OF FACT 1. The applicant is seeking approval to amend a previously approved plan for a 29,424 sq. ft. multi -use building. The amendment consists of: 1) removing dead landscaping and replacing it with additional landscaping, and 2) revising the parking layout by reducing the number of parking spaces from 147 spaces to 136 spaces, 41 IDX Drive. 2. The owner of record of the subject property is Vermont Industrial Parks. 3. The subject property is located in the Commercial 1 — R-15 Zoning District. 4. The application was received on August 24, 2016. 5. The plan submitted is entitled "Shelburne Square Landscape Plan", prepared by Wagner Hodgson Landscape Architecture, dated 8/02/16, and last revised on 8/24/16. DIMENSIONAL REQUIREMENTS 6. The overall coverage will decrease slightly to 68.8% (maximum allowed is 70%). The other coverages will not change. 7. Setback requirements will continue to be met. SITE PLAN REVIEW STANDARDS Only the standards below will are affected by this application. All other standards will continue to be met. Landscaping/Screening Section 13.06 - 1 — #S P-16-57 8. Dead and diseased trees and/or shrubs with a value of $12,765 will be removed and $ 19,725 of additional plantings will be added to replace those plants removed. 9. The City Arborist in an email dated August 26, 2016 has indicated that the plan is acceptable. PARKING 10. A total of 117 spaces are required and 136 spaces are being provided including six (6) handicapped spaces. A bike rack is not shown on the plan so the plan will have to be revised to show a bike rack. OTHER 11. Snow storage areas are not shown on the plan so the plan will have to be revised to show all snow storage areas. DECISION Based on the above Findings of Fact, the Administrative Officer herby approves site plan application #SP-16-57 of Vermont Industrial Parks, subject to the following conditions: 1. All previous approvals and stipulations which are not superseded by this approval will remain in effect. 2. This project must be completed as shown on the plan and will be on file in the South Burlington Department of Planning and Zoning. 3. The site plan must be revised to show the changes below and will require approval of the Administrative Officer. Three (3) copies of the approved revised plan must be submitted to the Administrative Officer prior to permit issuance. a. The site plan must be revised to show a bike rack. b. The site plan must be revised to show snow storage areas. 4. Prior to permit issuance, the applicant must post a $19,725 landscaping bond. This bond must remain in full effect for three (3) years to assure that the landscaping has taken root and has a good chance of survival. 5. The applicant must obtain a zoning permit within six (6) months pursuant to Section 17.04 of the Land Development Regulations or this approval is null and void. 6. Prior to issuance of a zoning permit, the applicant must submit to the Administrative Officer a final set of project plans as approved in digital (PDF) format. -2— #SP-16-57 7. The applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to use of the site modifications. 8. Any change to the site plan will require approval by the South Burlington Development Review Board or the Administrative Officer.
