HomeMy WebLinkAboutSP-17-81 - Decision - 0041 IDX Drive (2)#SP-17-81 CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING AND ZONING WRIGHT & MORRISSEY, INC. — 41 IDX DRIVE SITE PLAN APPLICATION #SP-17-81 FINDINGS OF FACT AND DECISION Wright & Morrissey, Inc., hereinafter referred to as the applicant, is seeking approval to amend a previously approved plan for a 29,424 sq. ft. multi -use building (26,477 sq. ft. leasable). The amendment consists of converting 2,365 of general office use to "personal service" use with six (6) treatment stations, resulting in the following uses: 1) 5,068 sq. ft. of "personal service" use, 2) 6,292 sq. ft. of "retail" use, 3) 1,788 sq. ft. of "medical office" use, and 13,329 sq. ft. of "general office" use, 41 IDX Drive. Based on the plans and materials contained in the document file for this application, the Administrative Officer finds, concludes, and decides the following: FINDINGS OF FACT 1. The applicant is seeking approval to amend a previously approved plan for a 29,424 sq. ft. multi -use building (26,477 sq. ft. leasable). The amendment consists of converting 2,365 of general office use to "personal service" use with six (6) treatment stations, resulting in the following uses: 1) 5,068 sq. ft. of "personal service" use, 2) 6,292 sq. ft. of "retail" use, 3) 1,788 sq. ft. of "medical office" use, and 13,329 sq. ft. of "general office" use, 41 IDX Drive. 2. The owner of record of the subject property is Vermont Industrial Parks. 3. The subject property is located in the Commercial 1 — R-15 Zoning District. 4. The application was received on 12/7/2017. 5. The plan submitted is titled, "Parking/Impervious Record Drawing", prepared by Green Mountain Engineering, and dated 12/05/17. DIMENSIONAL REQUIREMENTS 6. Building coverage, overall coverage, and front yard coverage will remain unchanged as the request is only for a change of use. 7. Setback requirements are being met. SITE PLAN REVIEW STANDARDS Section 14.06 of the South Burlington Land Development Regulations establishes the following general review standards for all site plan applications: - 1 - #SP-17-81 Only the standards below are affected by this application. All other standards will continue to be met. Vehicle and Bicycle Parking 8. The applicant will comply with Section 13.14 of the LDRs to include the new type and location for bicycle racks, to accommodate the full requirement of six (6) (100% of requirement) short-term bicycle parking spaces. 9. The vehicular parking requirement is 122 spaces and there are 148 parking spaces available, including six (6) handicapped spaces. Traffic 10. No change in traffic generation. Wastewater Allocation 11. The applicant provided a spreadsheet showing that the change in use will not require any additional wastewater allocation. DECISION Based on the above Findings of Fact, the Administrative Officer herby approves site plan application #SP-17-81 of Wright & Morrissey, subject to the following conditions: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. This project shall be completed as shown on the plan and shall be on file in the South Burlington Department of Planning and Zoning. 3. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Administrative Officer estimates that this change in use will generate zero (0) additional vehicle trip ends during the p.m. peak hour. 4. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 17.04 of the Land Development Regulations or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to use of the building for the new use. 6. This Notice of Appeal must be accompanied with a $233 filing fee and be filed within 15 days of the date of this decision.
